Non-EIA Rent Assist................... November 2017 Non-EIA Rent Assist A benefit for low-income Manitobans renting in the private market. Helps make rent a little more affordable by issuing a rental benefit to the applicant based on the household income and household size. 1

Who can Apply? You can apply for this benefit if you are a Canadian citizen or a permanent resident, you are 18 years of age or older, and you pay rent or room and board in the private rental market (unsubsidized housing). Are active on EIA; You may not apply for Rent Assist if you: Live in Manitoba Housing accommodations; Your monthly rent is based upon your income; Live in a community residence, personal care home, hospital or residential care facility or First Nations Community; Own your own home; 2

Are in Canada as a temporary worker, on a study permit or visitor; Live in a unit where someone already receives a non-eia Rent Assist benefit; Live in student-based housing, such as residences; Have no rental costs. Current Income Eligibility Available to households with a net annual income of less than: $24,129 (one person household) $27,386 (two adult household) $33,729 (two to four family household) $42,000 (five or more persons) Income Eligibility Net Annual Income is based on line 236 of the Option C income tax print outs for all adults in the household with these three exceptions: An adjustment is made to reported OAS/GIS income for seniors; World income as reported to Canada Revenue Agency is used for newcomers who have recently arrived in Canada; Current income is used for an applicant who has just turned 18 and never filed taxes. 4

Income Eligibility The income for government-assisted and privately-sponsored refugees is based on the Federal Sponsorship chart. Once federal financial assistance or the sponsorship period ends, eligibility at reapplication will be assessed using line 236 of all adults Option C income tax print out. What documents do I need to apply? Proof of Income Statement (Option C print) for all individuals over the age of 18 who are part of your household. January to June two years prior (ex. 2015), July to December previous year will be used to calculate the benefit (ex. 2016); Copy of current lease or rental agreement; If you have dependent children, a copy of the current Canada Child Benefit (CCB) Notice; 5

If you are not a Canadian Citizen, a copy of your Confirmation of Permanent Residence documents (Landing Papers) for all people in your household over 18 years of age; Copy of your Goods Service tax/harmonized Sales tax (GST/HST) Notice (applicable for permanent residents who have been in Canada for less than a year and do not have dependent children); Direct Deposit form. Cont d Other Information Pre-approvals are available for individuals looking for suitable accommodations; Rent Assist benefits are issued monthly by direct deposit or by cheque; Applications can only start once they are received in our office; Individuals will be approved for a period of 1 year. If during that year, there are changes to the household composition or finances, no mid-year reassessments will occur. The applicant will be able to reflect the changes in their re-application upon expiry of the current benefit period. 6

Other Information Cont d Rent and the Rent Assist benefits must be declare on the applicants Education Property Tax Credit (MB479 form) of their income tax; Clients must re-apply for Rent Assist each year. A re-application package will be mailed to applicants three months prior to their benefit expiring. Appeal Process You have the right to appeal decisions about your Rent Assist with the Social Services Appeal Board.
