1. EMPANELMENT OF INTERIOR FURNISHERS Punjab & Sind Bank is in the process of Empanelling 04-05 Interior Furnishurers for renovation of / Offices /Branches ( Located in Delhi) furnishing & interior decoration, etc and similar projects under Zo Delhi. 2. INSTRUCTIONS TO APPLICANTS 1) Generally, the routine works of the Bank are awarded/procurements are made by calling competitive tenders/quotations from the empanelled contractors/vendors and in case of emergent works/ works of small magnitude, the Bank may opt to award the work/procure supply from any of the empanelled agencies, depending on the exigencies of the work on nomination basis and also has the right for open tendering process for any particular work depending on the nature & magnitude of the work, as per Bank s policies / guidelines stipulated by various statutory Authorities. 2) The empanelment of a contractor/furnisher in Bank shall not confer any right on him either to be necessarily issued the tender papers or for award of work. 3) Application form for empanelment shall be submitted in sealed envelope super scribing Application for Empanelment as Interior Furnishers. 4) The details of the applicants shall be submitted in the Bank s prescribed Application Format only. Wherever required and if the space provided is not sufficient, particulars can be furnished as Annexures but such details shall be clearly mentioned in the respective columns of the Application Format. 5) The applicant should ensure that the application is delivered at the given address within prescribed date and time as mentioned in the advertisement. The application shall be accepted by post / courier. 6) No costs incurred by the applicant in applying, in providing necessary clarifications or attending discussions, conferences or site visits will be reimbursed by the Bank. 7) Documentary proof with respect to the prequalification criteria shall be furnished along with the completed application form. Incomplete applications or applications without proper proofs for establishing their credentials will be liable for rejection and no correspondence will be entertained in this regard. 8) The empanelment will be made depending on the credentials submitted and acceptable to Bank, For consideration of experience, works should have been executed in same name & style of the firm in which empanelment is sought. 9) The evaluation will be based on the following; a) Experience and reputation of the firm b) Empanelment with other Banks, PSUs, Govt. Institutions etc. c) Manpower & logistical support of the firm d) Previous experience with the Bank e) Registration with statutory tax authorities like IT, GST, Service Tax, VAT etc., as applicable. 10) If found necessary, Bank may also consider inspecting the works undertaken by the applicants, for which necessary co-ordination shall be made by them. Based on the details furnished in acceptable format, inspection of works and eligibility criteria, the applicants will be empanelled. 11) If found necessary, the Bank may adopt marking scheme for short listing the final list of Interior Furnisher. The marking scheme so adopted will be disclosed before the last date of submission of the applications. 1

12) Decision of the Bank regarding selection / rejection for empanelment will be final and binding and no further correspondence will be entertained. The empanelled contractors will only be informed by post. 13) If, information and details furnished by applicants are found to be false at any time in future or any information withheld, which comes to the notice of the Bank at a later date, the empanelment of such applicant will be cancelled immediately. 14) Applications received after the due date and time is liable to be rejected. 15) The empanelment shall be valid for a period of three years from the date of intimation letter to the short listed consultants / contractors/suppliers/vendors. 16) The present empanelment is mainly for works for value upto Rs.30 Lacs. In case of any high value works, Bank may undertake the works by project specific pre-qualification exercise. 17) The applicant should enclose demand draft (non refundable) for Rs. 1,000/-(Rupees One thousand only) in favour of Punjab & Sind Bank and payable at respective cities where applications are submitted Delhi ii. 18) Completed empanelment document shall be submitted up to the last date given in advertisement, during office hours to the office of: - THE ZONAL MANAGER PUNJAB & SIND BANK ZONAL OFFICE DELHI II, B- 38/39 INDUSTRIAL AREA NARAINA, NEW DELHI 3. SCOPE OF EMPANELMENT The scope of work of Contractors for Interior Furnishing Works broadly is to undertake original interior furnishing works, alterations and renovations involving erection of partitions, cabins, workstations, false ceiling, flooring, counters, paneling, storage units, furniture, blinds etc. The contractors will be required to undertake comprehensive works covering civil, interior and electrical works shall submit necessary documentary evidence for carrying out Civil, Interior and electrical works, at the tender stage. 4. ELIGIBILITY CRITERIA The applicant should have the following minimum eligibility criteria: a) The applicant should have undertaken works in Government Departments / Public Sector Undertakings / Central Autonomous Bodies / State Autonomous Bodies / Banks/ Financial Institutions and other reputed Private Firms during last 5 years. One work/project costing Rs.16 lakh (80% of value of work Rs. 20 lakh OR Two works/projects costing Rs.10lakh ( 50% of value of work Rs. 20 lakh OR Three works/projects costing Rs.08 lakh (40% of value of work Rs 20 lakh) Each b) The applicant shall submit the following documents/documentary proof along with the application a. Bidder Profile as per Annexure I. b. Declaration by the Firm / Company has not been declared by Central Governments / State Governments/ Public Sectors to be ineligible to participate for corrupt,

fraudulent or any other unethical business practice and Blacklisted by Government body/established institutions. c. Copies of Work order and details of past installation and works in Hand. d. Copy of Partnership Deed / Registration certificate with Registrar of Companies (If applicable) e. Details of Staff. f. Satisfactory Completion certificate. g. Audited Profit and Loss Account and Balance sheet for the year ending on 2014-15, 2015-16 and 2016-17. h. D.D/P.O for Rs 1000/- (Rupees One thousand only) being the cost of application. i. All pages of bid document must be signed and stamped. j. Tender Offer as per the prescribed format. k. Sample photographs of works undertaken by the firm ( Min.3-4 Nos ). l. Latest I.T.R for the year ending on 2014-15, 2015-16 and 2016-17. m. Other information -Any other relevant information, which is necessary to be furnished, must be provided. n. Applicant should submit copy of the income tax PAN,GSTN Registration certificate with valid registration number. o. The applicant / firm / company shall be registered with ESI, EPF etc., as per extant labour laws. The Requisite documents pertaining to registration for the same shall be obtained. c) The applicant shall have the average annual financial turnover of at least Rs. 80 Lacs in the respective category during last 3 years prior to 31-03-2018. d) Contractors for all classes should have well-established office with adequate engineering staff and the applicant / firm / company shall be registered with ESI, EPF etc, as per extant labour laws. 5. APPLICANT OBLIGATIONS 1) The applicant should intimate change of address to the Bank. Failure to do so may result in removal of his name from the empanelled list. 2) The applicant should not indulge in unethical practices. 3) The applicant should execute the works awarded to him strictly as per the terms and conditions of the contract and specifications. 4) The applicant should co-ordinate with Bank Officials/Architects / Consultants/ Contractors, if any, for smooth completion of the works. 5) Any Change in Constitution of firm without prior approval will render the applicant to be removed from the panel. In case of conversion of a firm into two or more firms, fresh empanelment is essential. 6. DISCIPLINARY ACTIONS The Interior Furnisher shall have to abide by all the rules of empanelment and also by the terms and conditions of the agreement/mou. He shall have to execute the works as per contract on time and with good quality. PSB shall have the right to suspend business with him for any period, debar or remove the name from the approved list of Interior Furnishers indefinitely or for a period as decided by PSB after issue of a show cause notice. Decision of PSB shall be final and binding on the Interior Furnishers. The name of the contractor may be removed from the approved list of contractors /Interior Furnishers by the Bank if he:

1. Fails to execute a contract or has executed it unsatisfactorily or 2. Persistently violates any important conditions of contract: or 3. Furnishes false particulars at the time of empanelment: or 4. Indulges in any type of forgery or falsification of records: or 5. Defaults in tax dues like Income Tax, Work Contract Tax, Sales Tax etc. 7. REVISION OF ABOVE RULES OF EMPANELMENT: Bank may modify, add, delete and / or change any of the above rules and the same shall be binding on all the empanelled Contractors / Consultants. Bank reserves its right to reject any / or all the applications without assigning any reasons whatsoever. 8. DATE OF OPENING OF TECHNICAL BID: Technical bid will be opened-26.04.2018 9. TECHNICAL EVALUATION CRITERIA The Evaluation Committee (EC) shall carry out the entire evaluation process. The Technical proposal evaluation process would focus on the ability of Interior Furnisher to satisfy the technical requirements of the assignment, quality assurance procedures and experience of Interior Furnishing works. Based upon the above prequalification criteria, the technical proposals will be further evaluated on the following criteria and rating will be provided as below. EVALUATION CRITERIA Only the Interior Furnisher who score atleast 60% marks in Technical Evaluation process will qualify to be empanelled with the Bank. Once the evaluation of technical proposals is completed, the Service Providers who score the prescribed cut-off score & above will only be short listed. In case, none of the required no. of furnishing contractors or less than the no. of furnishing contractors required to be Empanelled fail to reach the cut-off score of atleast 60%, then the Bank, at its sole discretion, may qualify required no. of Interior Furnishers on the basis of the top scores.
