GENERAL AGREEMENT ON RESTRICTED COM.TEX/SB/1264* 25 May 1987 TARIFFS AND TRADE Special Distribution Textiles Surveillance Body ARRANGEMENT REGARDING INTERNATIONAL TRADE IN TEXTILES Notification under Articles 7 and 8 Bilateral Agreement between Austria and Singapore coverted Into an Export Authorization System The Textiles Surveillance Body received a notification from Austria that its bilateral agreement with Singapore had lapsed on 31 December 1986. The agreement covered woven blouses of cotton and man-made fibres. The parties agreed that with effect from 1 January 1987.exports of the product would be subject to an export authorization system. The notification was made under Articles 7 and 8, and the TSB agreed to transmit it to participating countries for their information. Page 2 Vienna, 16 October 1986 Dear Sir, I have the honour to refer to the ARRANGEMENT REGARDING INTERNATIONAL TRADE IN TEXTILES done at Geneva on 20 December, 1973, to the PROTOCOL EXTENDING THE ARRANGEMENT of 31 July 1986 and to the agreement between Austria and Singapore of 14 November 1983. I am pleased to inform you that, with regard to the development of imports of woven blouses from Singapore to Austria, Austria will not request an extension of the restraint agreement in respect of exports of woven blouses of cotton and of man made fibres CCCN. No. ex 61.02. Austria therefore suggeststo introduce an export surveillance system for this product. An exchange of notes to this effect could be based on the exchange of notes of 8 and 22 December, 1981, regarding this system on exports of woven blouses from Singapore to Austria. If this proposal is not acceptable to Singapore, Austria would request consultations in order to reach mutual agreement on the further conduct of exports of such products from Singapore to Austria. As venue for such consultations we would suggest Vienna or Geneva. Dr. H. I have also the honour to refer to your letter dated 16 October 1986 informing me that Austria will not request an extension of the restraint agreement in respect of exports of woven blouses of cotton and of man-made fibres CCN No. ex 61.02. Exports of woven blouses of cotton and of man-made fibres from Singapore to Austria have declined significantly since the implementation of the restraint agreement on 1 January 1984. Singapore is pleased to accept Austria's proposal to let the restraint agreement lapses on 31 December 1986. In the light of the recent development in trade in woven blouses of cotton and of man-made fibres between our two countries, Singapore is of the view that her exports would not and are unlikely to cause disruption in the Austrian market. Singapore is prepared to enter into consultations with Austria upon request if her exports cause or threaten to cause market disruption in future in accordance with the provisions of the Arrangement Regarding International Trade in Textiles. Page 4 No.: 29.639/7-II/9a/86 Vienna, November 1986 Dear Sir, I have the honour to refer to the ARRANGEMENT REGARDING INTERNATIONAL TRADE IN TEXTILES done at Geneva on 20 December 1973, and to the Protocol Extending the Arrangement of 31 July 1986 and to the Arrangement between Austria and Singapore of 14 November 1983,. I further would like to refer to your letter dated 31 October 1986 in which you informed me that Singapore accepts the Austrian proposal to let the restraint agreement lapse on 31 December 1986. Austria proceeds on the assumption that according to Articles 7 and 8 of the ARRANGEMENT Singapore is issuing with effect of 1 January 1987 Certificates of Origin for woven blouses of man made fibres or of cotton for export from Singapore to Austria. Austria will admit such exports automatically if they are accompanied by such Certificates of Origin issued by the competent Singapore authorities.
