The Senior Planner noted that the purpose of the application is to amend Zoning By-law 60-94 by rezoning the subject site from R1-C Residential to R1-C Residential with a special condition to permit administrative offices associated with Lakeridge Health, and to permit a minimum of three parking spaces on-site for the administrative offices instead of a minimum of 19. That the presentation from Planning Services regarding the development application for 382 Simcoe Street North be tabled to the October meeting of Heritage Oshawa to allow time to discuss designating the property with Lakeridge Health. Lost That this item be deferred to the October meeting of Heritage Oshawa to allow time to discuss possible designation of the property with Lakeridge Health; and,

Withdrawn That Heritage Oshawa has no objections to the alteration of Zoning By-law 60-94 by rezoning the subject site from R1-C Residential to R1-C Residential with a special condition to permit administrative offices associated with Lakeridge Health, and to permit a minimum of three parking spaces on site for the administrative offices; and, That Heritage Oshawa request Lakeridge Health consider designating the property under the Ontario Heritage Act dependent on the contents of a research report. Lost Moved by Amanda Robinson, Whereas there is an application to rezone 382 Simcoe Street North from R1-C to R1-C with special conditions to permit administrative uses and a minimum of three parking spaces on site; and; Whereas 382 Simcoe Street North is located in an area of historical significance; and, Whereas the character of the property reflects the continuous heritage landscape; and, Whereas this is listed as a Class A property in the Heritage Oshawa Inventory and is surrounded by similar properties that are also listed as Class A that contribute to the heritage landscape; and, Whereas this property acts as a gate to Alexandra Park and Oshawa historic parklands; and, Whereas if approved, this is an example of spot zoning out of character to the adjacent property; Therefore, Heritage Oshawa is opposed to the application to rezone 382 Simcoe Street North from R1-C to R1-C with special conditions to permit administrative uses and a minimum of three parking spaces on site; and, That Heritage Oshawa wishes to open a dialogue with Lakeridge Health Oshawa to discuss possible designation of the property under the Ontario Heritage Act. - 3 - HTG-16-105 Follow Up on Notice of Public Meeting for Windfields Community Park The Senior Planner provided a follow up on the non-statutory public meeting held on September 12, 2016 to obtain comments from the public regarding a proposed new location for the Windfields Community Park. The Senior Planner noted that the input received at the meeting will assist staff in consideration of the proposed new location for the Windfields Community Park and in the preparation of subsequent reports. Additional Agenda-Related Items Referrals from City Council Correspondence HTG-16-100 Budget Services Requesting the 2017 Budget and Work Plan The Committee discussed Correspondence HTG-16-100 dated September 1, 2016 from Michelle Bretherick, Manager Financial Reporting and Planning requesting Heritage Oshawa provide a 2017 Budget and Work Plan. - 4 - HTG-16-103 Ministry of Tourism, Culture and Sport Regarding the Conservation Workshop The Committee discussed Correspondence HTG-16-103 dated September 14, 2016 from Bertrand Duclos, Heritage Outreach Consultant inviting Heritage Oshawa to attend a cultural heritage conservation workshop on Thursday, November 24, 2016 at Oshawa City Hall. That based on Correspondence HTG-16-103 dated September 14, 2016 concerning a cultural heritage conservation workshop, the regular Heritage Oshawa meeting on Thursday, November 24, 2016 be cancelled; and, That a special meeting of Heritage Oshawa be called in November if necessary. Carried Reports HTG-16-99 Information from Oshawa City Council June 27, 2016 The Committee discussed Report HTG-16-99 Information from Oshawa City Council June 27, 2016 dated September 2, 2016. That Report HTG-16-99 dated September 2, 2016 concerning information from Oshawa City Council from the meeting on June 27, 2016 be received for information. Carried HTG-16-101 Doors Open Working Group Report September 2016 The Chair of the Doors Open Working Group provided a verbal report of the Working Group s activities to date, stating that the Doors Open Oshawa event will take place on Saturday, October 1, 2016. The Chair noted that the theme is Medical Science and Innovation, and members of the public can explore different heritage and cultural sites in Oshawa. That verbal Report HTG-16-101 regarding the Doors Open Working Group s activities in September 2016 be received for information. Carried

That Report HTG-16-102 regarding the Brochure Working Group s activities for September 2016 be received for information. Carried HTG-16-93 2017 Draft Heritage Oshawa Work Plan and Budget Other Business The Committee discussed Report HTG-16-93 concerning the 2016 budget, 2016 actuals to date, and 2017 draft proposed budget and work plan. The Senior Planner distributed two additional handouts related to the 2017 Draft Proposed Budget. That the 2017 Heritage Oshawa budget be endorsed as presented and submitted to Finance Services for inclusion in the Council Budget Binders. Carried That the 2017 Heritage Oshawa Work Plan be amended as follows: 1. That the reference to the Oshawa Genealogical Society be changed to The Durham Region Branch of the Ontario Genealogical Soceity ; and, 2. That the reference to research reports being completed in 2016 be changed to reflect the reports being completed in 2017.; and, That the 2017 Heritage Oshawa Work Plan as amended be submitted to Finance Services for inclusion in the Council Budget Binders.
