INTRODUCTION Government implementation of the 5 Year National Development Plans ( NDP I & II) have been used to propel the country to middle income (2014/15-19/2020). Government prioritized investment in five key growth drivers with the greatest multiplier effect as identified in the Uganda Vision 2040 (Infrastructure, human capital development, Tourism...) Government has a National M&E Policy which is to improve the performance of the public sector through; strengthening of the operational, coordinated and cost-effective production and use of objective information on implementation & results of national strategies, policies, programmes and projects. Mechanisms and systems for measuring performance of development policies and programmes to improve development results are in place. 3
THE NATIONAL SDG MONITORING SDGs are monitored through the National Policy on Public Sector Monitoring and Evaluation (2013) the Government Annual Performance Report (GAPR) and MDA performance reports include sections on SDGs the community-based information and accountability forums (Barazas) 4
THE NATIONAL SDG MONITORING SDGs indicators are integrated into the National Standard Indicator (NSI) Framework. The NSI is a four-level hierarchical framework covering the Policy, Strategic, Programmatic and Operational functions of Government. The NSI integrated international, Regional, Sub Regional and national development frameworks (SDG, AU Agenda 2063, 2030 Agenda, and, EAC Agenda 2050). NSI is a reflection of key indicators in development plans of Sectors, Ministries and Local Governments (LGs) 5
THE NATIONAL SDG MONITORING The national SDG implementation by the Coordination Monitoring, Evaluation and Reporting SDG TWG: Review the MDAs & LGs quarterly reports on the SDG implementation; Set targets for the process indicators Prepare reports on the SDG implementation in the GHAPR &GAPR Prepare the regular reports for submission to the UN Undertake evaluation of SDG interventions 6
National Plan of Action REPORTING SYSTEM 1. Operationalization of the coordination framework on SDGs 2. Provide the secretariat services to the coordination of SDGs. 3. Production of status reports and position papers to the different coordination structures 4. Preparation of quarterly reports for consideration by the National Taskforce 5. Consolidation of reports from the five TWGs 6. Harnessing synergies amongst TWGs. 7
Integrating SDGs in the NDP The implementation of SDGS is through the existing planning frameworks at:- National District Sub-county levels Govt. is implementing the second year of the NDP II
DEVELOPMENT OF NATIONAL STRATEGIC IMPLEMENTATION PLANS FOR SDG MONITORING AND REPORTING The SDGs were embedded in the National Development Plan II. All Sectors that were not aligned to the NDP II timelines (2019/20) were required to review. Sectors follow the guidelines and regulation issued by the National Planning Authority that emphasize; i. Alignment to the National Development Plan Targets ii. iii. iv. Design of development plans Timelines for production of the development plans Coordination framework for development planning v. National strategic implementation plans for SDGs monitoring and reporting (ii). Sector Development Plan MDA Development Plans Local Government Development Plans Alignment with the goals & objectives of the long term & medium term NDPs and SDGs Contribution in the realization of the medium Strategy for the objectives, interventions, key activities and target indicators to achieve the desired results. Approved by the top leadership of the Sector/MDA/LGs (LG Act) Approval District Council Incorporate the development plans for LLG to NDP and SDGs Align Division development plans to district and NDPs Ensure conformity to the medium term NDP and sector Development plans Approval is by the LG council in line with the LG Act produce Annual Plan with a work plan, procurement plan, & a recruitment plan Submission of final plans to NPA within six month
One Good Practice; Beyond Government Successful Implementation of the SDGs requires concerted effort and partnerships among; Government Agencies Parliament Private Sector Civil Society Organizations Development Partners, and, Academia.
EXPERIENCES Implementation of SDGs started in the middle of a financial year thus there were no funds for it. The planning process of the next financial year had been budgeted for, hence SDGs would be effectively implemented in the NDP II Third year, and the NDP III. Most sectoral plans do not reflect SDGs in their routine activities. 12
SDG IMPLEMENTATION ISSUES i. SDGs are cross cutting thus implementing them in an integrated manner is still a challenge. ii. Most implementing agencies are ignorant about SDGs, and yet there is no communication strategy. iii. Inadequate manpower to support SDGs related activities and management information systems. iv. Limited funding for data generation. Annual reporting of progress of some indicators especially in the Health sector is still a challenge. Hence data is collected every 4 years due to resource constraints. v. An SDG policy to govern monitoring and reporting by relevant agencies is needed. 13
