Supply, Installation, Testing and Commissioning of 2x100 KVA UPS For the Bank's Office Building at Bandra-Kurla Complex, Mumbai And Preparing a empanelled list of UPS suppliers for a period of 3 years for Mumbai Region. 1. Tenders by E-tendering process are invited for above work at Bank's Office Building at Bandra Kurla Complex, Mumbai. The work is estimated to cost Rs.30.00 lakh and is to be completed within 3 months. 2. All the Pre-Qualification papers and EMD will be submitted to AGM (Tech.), Estate Cell- BKC, C-7, 3 rd floor, BKC, Mumbai-400051 on or before 03:00 PM on 05 Jan, 2018. 3. Online Tenders will be allowed to view/download to all firms from 15 th Dec, 2017 but only those firms which comply with the following criteria should participate in bid. The firms which do not comply with the pre-qualification criteria and do not submit EMD and tender fee will not be considered for opening of the tender. 4. Only those contractors who have minimum 5 years experience in the field of undertaking similar works in Data Centers /Large financial Institutions/IT Complexes/Technology Parks/Multi-specialty Hospitals/similar organizations etc. viz: supply, installation, testing and commissioning of UPS system with IGBT Based Rectifier and Inverter, in (N+1) Parallel Redundant Mode during last 5 years (works completed on or after 15 Dec, 2012, and have executed successfully similar works individually costing as under: (a) Three works each costing not less than 40% of Rs 30 Lakh OR (b) Two works each costing not less than 50% of Rs 30 Lakh OR (c) One work costing not less than 80% of Rs 30 Lakh (d) Have a minimum yearly turn over of 100% of the Rs 30 Lakh during the last 3 years (e) Have a service set up in Mumbai for rendering after sales service. (f) Completed the work of Supply, installation, testing and commissioning of at least one unit of the UPS with IGBT Based Rectifier and Inverter, of the tender specified capacity during last 5 years. 1

The tender of only to those contractors who furnish, at the time of submitting Pre- Qualification papers and EMD submit the following information in writing along with documents to satisfy the Bank about their eligibility for participating in the tendering process: (a) Composition of the firm Full particulars (whether contractor is an individual or a partnership firm or a company etc.) of the composition of the firm of contractors in detail should be submitted along with the name(s) and address(es) of the partners, copy of the Articles of association/power of Attorney/any other relevant document (b) Work experience and Copies of the detailed work orders for the qualifying completion of similar works indicating date of award, value of awarded works of specified value work, time given for completing the work, etc. and the during the specified corresponding completion certificates indicating actual period date of completion and actual value of executed similar works should be enclosed in proof of the work experience. The details along with documentary evidence of previous experience if any, of carrying out works for the Reserve Bank of India at any centre should also be given. (c) Creditworthiness of the Copies of the Income Tax Clearance contractor & their Turn over during the specified period Certificates/Income Tax Assessment orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three financial years. (d) Name(s) and address(es) Written information about the names and address of of the Bankers and their their bankers along with full details like names, postal present contact addresses, e-mail IDs, telephone (landline and executives mobile) nos., fax nos. etc. of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) 2
should be furnished (e) Details of bank accounts Full particulars of their bank accounts, like account no., type, when opened etc. should be given (f) Name(s) and address(es) Written information about the names and addresses of the Clients and their of their clients along with full details, like names, present contact postal addresses, e-mail IDs, telephone (landline and executives. mobile) nos., fax nos. etc. of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished. (g) Details of completed The client-wise names of work(s), year(s) of execution works of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contracts (s) and actual time taken to complete the work(s), names and full contact-details of the officers/authorities/departments under whom the work(s) was/were executed should be furnished. 6. In the event of intending tenderer s failure to satisfy the Bank, the Bank reserves the right to refuse their participation. A list of successful firms whose Prequalification is accepted will be used for invitation of tenders for similar works up to 3 years. 7. Tender forms will be available for downloading w.e.f 15 December, 2017 from 11:00 AM. A pre-bid meeting will be held on 27 Dec, 2017 at 11:00 AM at the Bank's Office Building, Estate Cell, C-7, 3 rd floor, Bandra-Kurla Complex, Mumbai- 400051. 8. Tender forms can also be downloaded for viewing from the RBI website www.rbi.org.in or www.itj.gov.in or www.mstcecommerce.com/eprochome/rbi. The Pre-Qualification papers superscripted as Pre-Qualification documents for Web Downloaded tenders of 2x100 KVA UPS system addressed by name to Dr. S. Rajagopal Regional Director, Reserve Bank of India, Estate Office, BKC Cell, Bandra-Kurla Complex, Mumbai up to 03:00 PM on or before 05 Jan, 2017 for Bank's examination. The EMD of Rs. 60,000/- also to be provided in a separate envelope superscripted as EMD for 2x100 KVA UPS system and to be submitted along with the PQ papers. Further tender fee of Rs 1000 need to be paid by a 3
separate DD. All DD must be in name of Reserve Bank of India and payable at Mumbai. After scrutiny, if any of the contractors are not found to possess the required eligibility, their tenders will not be considered by the Bank for further processing. 9. Tender in prescribed form shall be submitted in two parts in online mode. Part-I tender will contain the Bank's standard technical and commercial conditions for the proposed work, tenderers' covering letter and the EMD of Rs. 60,000/- by way of a demand draft drawn on scheduled bank payable to Reserve Bank of India, Mumbai or in the form of an irrevocable Bank Guarantee issued by a scheduled bank in the Bank's standard Performa which is available in the tender-form and be sealed in one cover, super scribing "Part I Tender for 2x100 KVA UPS System for the Bank's Office Building at BKC Mumbai. 10. Part I of the tenders will be opened at 03:30 PM on 15 th Jan, 2018 in the online mode. Part II of the online tender will be opened on same day or subsequent date, which will be intimated to the tenderers in advance. 11. The applicants /tenders have to submit in a sealed envelope /cover : a) Client s certificate as per format mentioned in the tender Performa for obtaining client s certificate for qualified works they have carried out eligible works in terms of the eligibility ( Pre-qualification) criteria explained in this notice. b) Banker s certificate as per format mentioned in the tender Performa for obtaining Banker s certificate from their banker/bankers. The certificates should be addressed to Dr. S Rajagopal, Regional Director,Reserve Bank of India, Estate Office, BKC Cell, C-7, 3 rd Floor, Bandra Kurla Complex, Mumbai- 400 051 and shall be submitted along with their application /tender, in a separate sealed envelope/ cover. The client's certificate shall be accepted only when the same is signed by an official of the rank of Executive Engineer or equivalent in respect of a Government/Semi Government organization or a PSU. The client's certificate issued by the private organizations shall also accompany Tax Deducted at Source (TDS) certificates. Applications/tenders received without the above certificates are liable for rejection. The Bank shall have the right to independently verify these certificates. The Bank shall evaluate the said reports before evaluation of price bid of the tenderers. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance 4
reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender. The Bank is not bound to assign any reason for doing so. 12. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject any or all the tenders without assigning any reason therefor.
