1. INTRODUCTION th TANAPEX 2017- Tamil Nadu Postal Circle is organizing its 11 State th th level philatelic exhibition at Chennai from 05 January to 08 January 2017. It will be held under the patronage and guidance of the Chief Postmaster General, Tamilnadu Postal Circle. This exhibition is being organized by the Tamilnadu Postal Circle with the active co-operation and support of South India Philatelists' Association, Chennai to promote the hobby of stamps collecting PHILATELY and give an opportunity for the philatelists to showcase their collections. The Organizing Committee of the exhibition is headed by the Chief Postmaster General, Tamilnadu Postal Circle. 2. VENUE TANAPEX 2017 will be held at the Amma Arangam, Community Hall, Shenoy Nagar, Chennai 600030. 3. RULES & REGULATIONS TANAPEX 2017 will be governed by India Post Regulation for Philatelic Exhibitions [IP-PER], Philatelic Jurors Programme [IP-PJP], India Post Philatelic Award System [IP-PAS] and other guidelines issued by the Organising Committee, TANAPEX 2017, Chennai from time to time. 4. SOUVENIR AND CATALOGUE A colourful souvenir will be brought out to commemorate the exhibition.this souvenir would be reaching an enlightened band of readers throughout the country and would be preserved as a valuable reference book / memento by many a philatelist as it would contain articles on Postal History and various facets of philately from reputed experts in the field. A Catalogue with a list of all the participants and their exhibit themes will be released on the first day of the exhibition. The List of Awardees class-wise as well as an alphabetical list of the names of the exhibitors will be issued. 1

5. SPECIAL COVER & CANCELLATIONS Special covers will be brought out on all the four days of the exhibition with special cancellations on different themes. The sale of the special covers will be carried out at the Philatelic Bureau Extension Counter at the exhibition venue. Mail orders for special covers with / without cancellations are to be placed at Philatelic Bureau, Anna Road Head Post Office, Chennai 600002. The cost of one blank special cover and that of a cancelled special cover would be decided by the Organising Committee. 6. COMPETITIONS Competitions for school children like on the spot special cover design contest, workshop and Quiz will be organised by the philatelists in coordination with India Post. 7. PARTICIPATION & ELIGIBILITY Participation in the exhibition is open to all collectors who are residents of Tamilnadu. The exhibitor must be the owner of the collection displayed and will be listed under the exhibitors' name in the programme. Exhibits may be entered under the name of the exhibitor only and the use of pseudonyms is not permitted. The following exhibitors are automatically eligible for allotment of frames: Exhibitors who have won Silver and above medals at District/Regional level exhibitions. Exhibitors who have participated in earlier held State level exhibitions. The following Exhibitors are eligible to apply for frames with a condition that they submit photo copy of the collection for acceptance by the Exhibits Committee: Those who have not participated in any exhibition earlier. Those who have participated in earlier District level exhibition and not won any award. The following Exhibitors are not eligible to apply for frames under Competition Class: Exhibitors who have won large silver or above in any State, National or International level exhibitions. 2

Exhibitors shall submit their Entry form in duplicate to the Secretary, Exhibits Committee TANAPEX 2017, O/o the Chief Postmaster General, Anna Road, Chennai 600002. The Exhibitors should fill up the Entry forms completely and incomplete forms are liable to be rejected. Exhibits must be submitted under the correct Classification. The Exhibits Committee/ The Allotment Committee/Jury reserves the right to reassign the incorrectly or ambiguously described entries. No exhibit may be entered in more than one class. Notification of acceptance or non-acceptance together with the number of frames allotted to each exhibit will be sent to the applicants by 11th November 2016 in duplicate. The exhibitor will have to sign one copy and pay the requisite fees and send back to the Secretary, Exhibits Committee TANAPEX 2017, O/o the Chief Postmaster General, Anna Road, Chennai 600002 along with a cheque drawn in favour of The Secretary, Organizing Committee TANAPEX 2017 towards payment of Entry fee, payable at Chennai. The Organizing Committee reserves the right to reject any exhibit in whole or part without assigning any reasons. 8. CLASSIFICATION OF EXHIBITS 8.1 Invitation Class [Non competitive] 8.1.1 Outstanding Exhibits The exhibits that are of exceptional significance or interest. The minimum requirement is that the exhibits should have won Gold or the highest award in relevant class at a higher level exhibition within the last five years. 8.1.2 Departmental/Institutional Exhibits The exhibits from National Philatelic Museum, Army Postal Service, Indian Security Printers, Stamp Designers etc., 8.1.3 Jury Collections The exhibits from Jury and Apprentice Jury appointed for the exhibition. The participation of Jurors is optional. 3

8.2.9 First Day and Special Covers 8.2.9.A 8.2.9.B First Day and Special Covers India First Day and Special Covers Rest of the World 8.2.10 Modern Philately A collection or part thereof which was already shown in other Competitive classes in an exhibition cannot be exhibited under Modern Philately. This class is for stamps which was issued in the last twenty years [1996 onwards] 8.2.11. One-Frame Exhibits One-Frame exhibits should be based on narrow subject. An extract from the previous multiple frames [5-8] exhibits to One-Frame will not be allowed. 8.2.12 Philatelic Publications [Literature] 8.2.12.A Books, Pamphlets & Studies published within past 5 years 8.2.12.B Periodicals published within past 1 year 8.2.12.C Articles published within past 1 year 8.2.12.D Catalogues published within past 2 years 8.2.12.E Websites, software and other electronic publications published within past 1 year The Exhibitor in Philatelic Publication class must submit two copies one returnable of each title to the Organizers by the closing date of receipt of entries in this class. Periodicals shall comprise a complete volume of the year. 8.2.13 Youth Class 8.2.13.A Age upto 14 years [as on 1.1.2017] 8.2.13.B Age from 15 years to 18 years [as on 1.1.2017] 8.2.13.C School Collections [Exhibits prepared by several students of a Section/Class/School] 9. Letter Exhibits As a special attraction, some frames will be reserved for exhibition of letters(handwritten or type written) written by famous personalities like President, Prime Minister, Film Actors, writers, sportspersons, musicians etc. 5

The letter exhibits should be presented in the same way as Philatelic exhibits are presented. One letter should be exhibited on one sheet but two post cards can be exhibited on one sheet. The emphasis is on the content of the letter and not on the envelope or postage stamps used or cancellation. The exhibits will be rejected if the contents are controversial or violate any rules prohibiting the public exhibition. Original letters (not photocopy) will be given preference. The letter exhibition is not in Competition category. However, prizes will be given for the best and rare exhibits at the discretion of the Organizers. 10. PREPARATION OF EXHIBITS Exhibits must be mounted on standard 23 x 29 cm white coloured looseleaf album pages and enclosed in firm transparent protective covers. No exhibits mounted on dark coloured or black pages will be accepted. Exhibitor's name, address, title of the exhibit and page number should be written on the back of each page. Art works, essays, proofs, color trials, progressives, imprimaturs and other materials generated during the course of designing and production of post Independence postage stamps, postal stationery, etc. cannot be exhibited. Exhibitor must abstain from exhibiting material that does not show the correct international boundaries of India and/or which offends the religious or ethnic sentiments. The exhibit should not contain any fake, unissued materials or any other items which in the opinion of the Jury should not be exhibited. Any exhibit containing such items will be rejected and its participation denied. The Organizing Committee reserves the right to confiscate the entire collection. 11. APPLICATION FOR PARTICIPATION 11.1 Intending participants in the exhibition should apply in the prescribed entry form in duplicate. The entry forms are available with the Secretary, TANAPEX 2017, O/o the Chief Postmaster General, Tamilnadu Circle, Chennai- 600002 and all the Philatelic Bureaux and Philatelic Counters in Tamilnadu. The Entry form may also be downloaded from https://www.indiapost.gov.in, h t t p : / / w w w. t a m i l n a d u p o s t. n i c. i n /, t w i t t e r @ t a n a p e x 1 7 a n d facebook@tanapex17. 11.2 The entry form duly filled in must reach the Secretary, Exhibits Committee, O/o the Chief Postmaster General, Tamilnadu Circle, Chennai-600 002 on or before 29.10.2016. Incomplete entries or entries received after the due date will not be accepted. 6

11.3 A participant in Group 8.2.15 (Youth) may enter only one exhibit in youth class but cannot enter in any other group. The participant in Youth Group is required to furnish proof of his/her date of birth with his/her entry form. 11.4 A separate entry form must be furnished for each exhibit. 11.5 Allotment of Frames is entirely at the discretion of the committee constituted for the purpose. 11.6 Details of earlier awards should be given in the entry form. 11.7 Application for the Competitive Class must be for a minimum of three frames and maximum five frames and in youth competition class the minimum can be 1 and maximum 2 frames. 11.8 The decision of the Committee regarding the allotment of frames will be final and no appeal will be entertained. 11.9 The number of frames allotted may be increased or decreased at the discretion of the Organising Committee. 12. SIZE OF FRAMES Each display frame will hold 16 [4x4] pages of standard 23 x 29 cm white album sheets mounted in four rows of four per row. Larger pages may be accommodated with the approval of the Exhibits Committees. Pages beyond the prescribed heights may require the use of adhesive tape at the back to hold the page. The Exhibits Committees will not be responsible for any damage so caused to any page of the exhibits. 13. ALLOCATION OF FRAMES The Organising Committee reserves rights to allot the number of frames. For Youth Class-Maximum 2 frames will be allotted per exhibitor. For Competition Class-Maximum 5 frames will be allotted per exhibitor. For School Collections-Maximum 3 frames will be allotted per school. 7

For Other Classes - Number of frames will be decided based on applications received. Maximum of two entries will be accepted from each participant and both have to be under different classes. Exhibits of National Philatelic Museum, Army Postal Services, India Security Press, Jury Collections and other organizations will be classified in Departmental / Institutional group separately. They will not be eligible to be included in Competition Class. 14. ENTRY FEES 14.1 There will be approximately 200 frames (400 faces taking both sides into consideration) 14.2 There is no entry fee for the youth class and school collections. 14.3 There is no entry fee for non competitive classes. 14.4 The entry fee for competition classes is Rs. 200/- per frame. 14.5 The entry fee for Literature class is Rs. 200/- per entry. 14.6 The entry fee is to be paid in the form of DD/Crossed cheque in favour of The Secretary, Organising Committee, TANAPEX 2017 and payable at Chennai. No exhibit will be accepted unless the prescribed fee has been paid in full at the time of submission of confirmation letter. Entry fee is non-refundable. 15. TRANSMISSION & RETURN OF EXHIBITS 15.1 All exhibits accepted alongwith inventory forms should reach The Secretary, Exhibits Committee, TANAPEX 2017, O/o the Chief Postmaster General, Anna Road, Chennai 600002 either personally or through Speed Post or Registered Post addressed to The Secretary, Exhibits Committee, TANAPEX 2017, O/o the Chief Postmaster General, Anna Salai, Chennai 600002. The last th date for receipt of entries is 15 December 2016. All exhibits should be sent enclosed in the prescribed exhibit envelopes. One exhibit envelope should be used for 16 exhibit sheets of one frame only. Also no exhibit will be accepted at the venue of the exhibition hall. 8

15.2 Exhibits reaching belatedly are liable to be rejected and will not be mounted into frames at the exhibition., No claims for the same will be accepted. 15.3 Though utmost care will be taken of the exhibits, no responsibility shall be attached to the Organising Committee singly or jointly or to any person employed on paid or voluntary basis by the Committee to assist the exhibition for any loss or damage to an exhibit arising from any cause or any reason whatsoever, A exhibit will be received, displayed and dispatched entirely at the risk of the exhibitor. 15.4 The return of the exhibits will be monitored by the Hall & Exhibition Committee. Local exhibits as well as upcountry exhibits will be returned in person as far as possible, if so desired after close of the exhibition. The exhibits may be collected back from the Secretariat Committee on 09.01.2017. Exhibits will later be delivered to the authorized person nominated by the exhibitor in writing on proper identification. Exhibits not collected will be dispatched expeditiously, by insured parcel post insured for Rs.100/- only on the responsibility of the exhibitor. If the exhibit is desired to be returned by any other mode, the participant must indicate it and will have to bear the necessary cost. Exhibit desired to be returned at the venue or later will only be delivered against the receipt issued by the Committee. 15.5 All the exhibitors are requested to confirm receipt of their exhibits within 15 days of the close of exhibition and no claims will be entertained thereafter. 16. MOUNTING AND DISMOUNTING OF EXHIBITS Exhibit mounting and dismounting shall be performed by or under the supervision of the Exhibits Committee. Only upon special written permission, exhibitors shall be allowed to participate in the mounting and dismounting of the exhibits. Dismounting of the exhibits will not be permitted before the official closing of the exhibition under any circumstances. 17. INSURANCE AND SECURITY 17.1 Exhibitors are advised that in their own interest, they should make arrangements for insurance of their exhibits. 9

17.2 The Exhibits Committee will take reasonable precautions to ensure that there will be adequate security provided to protect the exhibits. 17.3 The Organiser and their employees, members of the Organizing and other Committees and Jury shall not be liable for any loss, damage to the exhibits. 18. JURY 18.1 The Jury will be appointed by the Department of Posts. They are the final authority in selecting and allotting awards. They can withhold or not evaluate any exhibit if, in their opinion they find to do so. 18.2 The Jury will evaluate the exhibits on the basis of treatment, importance, knowledge, research, rarity and presentation. 18.3 The Jury will present their Report and list of awards to the Organising Committee. The decision of the Jury related to awards will be final. 18.4 If, in the opinion of the Jury, any collection does not appear to be the genuine work of the exhibitor, it may not be given any award. The Jury have the right to call any exhibitor for any clarification or explanation required. 19. AWARDS The following awards will be awarded based on Jury Report: Vermeil, Large Silver, Silver, Silver Bronze, Bronze and Diploma. 19.1 The exhibits in the Invitee Class [Non-competitive] shall not be eligible for awards. 19.2 All exhibitors will be issued Certificate of Participation and details of awards won [if any] 19.3 Youth class will not be eligible for Vermeil or Large Silver award. 19.4 Special Prizes donated by Organisations or Individuals will also be placed at the disposal of the Jury to be awarded according to its decision. 19.5 In case of any failure to participate in the exhibition by any applicant after the allotment of frames, it will result in debarring the exhibitor from exhibiting for the next two calendar years. 10

20. PHILATELIC DEALER STALLS Dealer Stalls are available on a payment of Rs. 6,000/- for the full duration of the exhibition on first come first served basis. The necessary registration/permission required for keeping the booth under VAT/Income Tax/Service Tax/Archeological or any relevant Acts/Rules/Notifications are the responsibility of the dealer and the Organizing Committee takes no responsibility on this. LIABILITY No liability or responsibility whatsoever, whether as an act of negligence or otherwise or force majeure shall be attached or Organising Committee, TANAPEX 2017, South India Philatelists' Association or any volunteers [paid or otherwise] or to the co-ordinating official on duty or members of the Jury for any loss or damage to any exhibit or dealer booth and/or stock or other property from any cause or reason whatsoever. 22. UNDERTAKING BY THE EXHIBITOR The exhibitor undertakes to ensure that all the rules and regulations laid out are adhered to. The exhibitor's signature on the application form is deemed as a sign of his/her acceptance to all the rules and regulations laid by the Organizing Committee of TANAPEX 2017. 11

23. DISPUTE In the event of any dispute, the decision of the Chief Postmaster General, Tamilnadu Circle, Chennai 600002 shall be final and binding and the jurisdiction is Madras High Court, Chennai. 24.
