UKRAINE IN HORIZON 2020 On 20 March 2015, Carlos Moedas, European Commissioner for Research, Innovation and Science and Serhiy Kvit, Minister of Education and Science of Ukraine, signed the Horizon 2020 Association Agreement. 15 July 2015 has been ratified by Parliament 17 August 2015 entered into force 2

Action Plan of Ukraine on participation in H2020 1. Establishment of a joint commission on the program implementation coordination with the participation of responsible central executive authorities, NASU, etc. 2. Establishment of a structural unit responsible for Horizon 2020 implementation in the Ministry 3. Functioning of Program Committees Delegates; selection of the delegates 4. Development of a specific guide to Horizon 2020 5. NCP activities support 6. Providing regular consultations by NCPs regarding H2020 procedures on projects development, submission, management, legal and administrative issues 7. PROCEDURES of Spending of the state budget funds allocated for fulfilment of Ukraine's commitments in the context of the EU Framework Programme for Scientific Research and Innovations Horizon 2020 Approved by the Resolution of the Cabinet of Ministers of Ukraine on 23 March 2016 2. The Ministry of Education and Science shall act as the main spending unit and prime contractor of the budget programme. 3. The general fund's allocations shall be used as payment of the EU Framework Programme for Scientific Research and Innovations Horizon 2020 (hereinafter Horizon 2020 Programme) participation fees and transferred to the General Budget of the European Union. 4. The payment of the contributions to the General Budget of the European Union as Horizon 2020 Programme participation fees shall be made at the basis of the European Commission's requests in line with the provisions of the EU-Ukraine Agreement on Ukraine's participation to the EU Framework Programme for Scientific Research and Innovations Horizon 2020.

PROCEDURES (2) 5. The resources received at the Special Account from the relevant EU-funded external assistance tool, shall be spent for: Procurement of equipment and materials for scientific research along the Horizon 2020 priorities carried out by the universities and academic institutions with the view of promotion of their participation in the Horizon 2020 Programme; Participation of Ukrainian representatives and experts in the meetings of the Horizon 2020 committees and activities of the Joint research Centre's Board; Implementation of selected through a competitive procedure scientific, technical and innovation projects by education facilities and academic institutions; Financial support of the activities aimed at promotion of the Horizon 2020 Programme (trainings, workshops, info-days etc.,).

Horizon 2020 Ukrainian NCPs Network By the order of the MESU as of 13th March 2015 the Ukrainian NCPs Network was established on the base of the Universities and Academic institutions of Ukraine. There are 38 NCPs and 12 RCPs

Ukrainian NCPs Network - MESU provides financing support - Participation at the EC Information Events - Conference-training for EaP NCPs - Training, Study visits of the Ukrainian NCPs in Estonia - Study Visits (Energy NCP, Health NCP, Environment NCP) supported by INCONet EaP - Access to the NCPs networking projects, - It is planning a rage of NCPs capacity building actions within INCONet EaP and new BILAT activity - Building the Ukraine-MS/AC NCPs strong networking

Peer Review of Ukrainian research and innovation system I. Optimization of available policy instruments to support the national research system Which research are most promising in Ukraine in terms of potential and trends of world science development? How effective is the established practice to support the national research system and new tools introduced by Law On scientific and technical activity? What are the recommendations for improving these tools (in particular, the evaluation system of scientific results and scientific institutions, system of institutional and project financing, research coordination system at national level? etc.)? What regulatory and institutional factors and practices hinder the researches mobility (cross-sectoral, internal and external mobility)? How scientists and researchers mobility should be improved? II. Internationalization of research and integration of Ukraine into the European Research Area What factors hinder the complete integration of Ukraine into ERA and what can be advised for neutralizing these factors? What are the priorities/priority steps for integration into the ERA, taking into account existing structure of scientific system? What research areas in Ukraine (in term of available capacity and program structure) are of high priority in term of participation in Horizon 2020 projects and which tools should be used to improve the Ukrainian participation in the program? What mechanism can be used to enhance the interest of Ukrainian SMEs to participate in the program? Which EU support programs (Commission s Structural Reform Support Service) can be effectively used in Ukraine? III. Role of science in Ukrainian innovations development Which sectors of Ukrainian economy are the highest priorities in terms of innovations implementation and which can mostly influence the further development of economy and society as a whole? What factors nowadays hinder the development of innovation system in Ukraine, efficient communication between the national research system and business? What are the recommendations for overcoming these factors, what support instrument should be established to ensure effective growth strategies?
