1. Introduction Electrical Research and Development Association popularly known as ERDA is a premier Evaluation, Development, Certification and Research Organization of India. ERDA (www.erda.org) was established by the Indian Electrical Industries and Utilities with the support of Government of India and Government of Gujarat and has acquired more than four decades of experience and excellence as a service provider. ERDA is recognised and accredited by NABL (National Accreditation Board for Testing and Calibration Laboratories), Govt. of India, Bureau of Indian Standards (BIS), Bureau of Energy Efficiency (BEE), Power Grid Corporation of India (PGCIL), National Thermal Power Corporation (NTPC), Bharat Heavy Electricals (BHEL), different state DISCOMs, TRANSCOs and GENCOs and consultants like Tata Consulting Engineers, RITES, TUV etc. ERDA is also accredited by Intertek (ASTA) UK, TUV Germany and Underwriters Laboratory. The facilities are extensively utilised by the manufacturers and electrical utilities. ERDA is having dielectric Evaluation facilities which includes 2 numbers of 1600 kvp, 80 kj Impulse Evaluation Facilities and a 700 kv, 350 kva High Voltage Research and Development Facility. ERDA also has a Partial Discharge Evaluation Facility suitable for 66 kv class products. ERDA now is in the process of establishing a Partial Discharge Evaluation Facility according to IEC 60270 and IEC 60060. This facility should be suitable for evaluation of products up to 245 kv (600 kv Power frequency voltage) as per the relevant standards and the facility shall be upgradable to evaluate 400 kv class products (900kV Power Frequency voltage). The high voltage partial discharge measurement on high voltage products is a requirement to comply with National and International Standards. This Partial Discharge laboratory will be used for development, evaluation and certification of high voltage products as per national and international standards. The laboratory is designed to obtain a low background of PD level less than 2 pc at the maximum voltage. This document gives the detailed technical requirements in Section I, of resonant system including exciter transformer, static frequency converter, Page 1 of 55

voltage divider, coupling capacitor, PD detector, standard capacitor, capacitance and tan measurement bridge, cable termination and other necessary accessories for Partial Discharge laboratory with scope of the supply. In view of the above, the equipment should be of the highest caliber, including high reliability. Servicing facility must be available in India so that continuous operation is ensured to the best possible extent. This document also gives the general requirements in Section II. Guaranteed Technical Particulars (GTP) 1. Scope of Partial Discharge Laboratory: - The requirement of Partial Discharges Evaluation laboratory is to evaluate & certify various electrical products from 11 kv to 245 kv System. The details of the products covered are given in Table 1 and type tests to be performed on the products are given in Table 2. - The laboratory equipment should be upgradable to evaluation products of 400 kv class in future. The laboratory dimensions are decided based on this future upgradation to 400 kv Class products. Therefore, the equipment/instruments offered must be capable of being upgraded in future to evaluate 400 kv class products. - The scope of supply covers design, manufacturing, supply, installation and commissioning of series resonant transformer with partial discharge measurement system, Tan δ measurement system and cable termination kits. 2. Application: Series Resonant System with partial discharge measurement system will be used to evaluate high voltage equipment of voltage rating up to 245 kv products mentioned in Table 1 as per latest IS, IEC, IEEE etc. standards. 2.1 Intended Performance Evaluation: The tests to be performed in the Partial Discharge laboratory are given Table 2. The tests will be conducted on products from 11 kv to 245 kv Class as per relevant National and International Standards. The resonant system and other equipment will be suitably upgraded to test 400 kv Class products at a future date. The test objects and their parameters (approximate) are given in Table no. 3. Detailed Specification of the Resonant system: The series resonant system shall be designed to provide rated power frequency voltage and partial discharge levels for high voltage capacitive objects under both dry and wet conditions. The series resonant system with partial discharge measurement system shall comprise of all the necessary voltage sources, measurement, control, protection systems along with associated accessories to meet the general specifications. The high voltage series resonant system and its measurement system shall meet the requirement of IEC: 60060-1 and IEC: 60060-2. The partial discharge measurement system shall meet the requirement of IEC: 60270 for partial discharge measurement and NEMA 107 / ANSI C63.2-1996/CISPR 18-2 standards for RIV measurements. The major specifications for the series resonant system including high voltage reactors, high voltage line filters, voltage divider, high voltage coupling capacitor (for PD measurement), standard capacitor, static frequency converter, line filter for LV side, excitation transformer and isolation transformer are given in Table 4. The vendors should quote for equipment as per the specification (or better) given in Table 4. The technical offers should be submitted only in this format otherwise the offer will be rejected. A detailed technical catalogue/literature and other technical details must be sent in hardcopy in sealed cover super-scribing enquiry number and due date. In view of this, I. No deviations of technical specifications on the lower side will be acceptable. If there are any deviations in technical specifications, this should be clearly specified. II. The vendor should have minimum 15 years of experience in manufacture of similar or higher rated high voltage series resonant system and all other equipment supplied for Partial Discharge laboratory. III. Vendor must have supplied at least 10 similar or higher rated systems in India which must be working satisfactorily since at least last 10 years. IV. Vendor must have working service centre in India since at least last 5 years. V. The vendor must have working servicing facility in India and technical experts who can provide required technical support within 2 working days time at least for 15 years. VI. The vendor shall submit the document giving following details, (1) Name of the customers/companies where their similar systems are installed, (2) Complete postal address of the customers, (3) Year of commissioning (4) Name of contact person with designation, (5)Contact no. ERDA intends to make two visits to vendor s manufacturing premises for inspection of the system, first approximately 2-3 months before dispatch (as a Stage Inspection), second visit before dispatch of the test equipment (Final inspection). If more than two visits are needed, all expenses for these visits will have to be paid for by the vendor for two ERDA engineers. II. Before call for final inspection, vendor should submit calibration certificates of voltage divider, coupling capacitor, Standard capacitor, C & Tan δ bridge, PD bridge and PD calibrator from ISO/IEC: 17025 accredited laboratories. III. The supplier shall conduct the following tests in the presence of ERDA representatives at the manufacturing premises as a part of pre-dispatch inspection: a. Checking the scope of supply and physical verification of each equipment as per PO. b. Operational test of all devices c. Demonstration of control functions of the resonant system in manual and auto mode. d. Functional test of all overload devices e. ERDA (www.erda.org) was established by the Indian Industries & Utilities with the support of Governments of India and Gujarat and has acquired more than four decades of experience as a service provider. It is a not-for-profit organization. You may visit our website www.erda.org for further details. 1.0 Scope of Supply The Scope includes but is not limited to Design, engineering, manufacturing, fabrication, shop assembly, Painting, testing and inspection by ERDA, packing and forwarding, loading on trucks/trailers and supply with all accessories, Providing service of erection, commissioning and performance testing of the items supplied as per our technical specification, data sheets and sub sequent MOMs Terms and Conditions here in as per Conditions of Contract. It also includes Supply of Start-up and Commissioning spares and Special Tools and Tackles for Erection, Operation and Maintenance. 2.0 Technical Acceptance 2.1 The Supplier shall guarantee that the equipment offered under their scope shall meet the technical requirements listed in agreed technical specifications. Supplier shall correct all defects and replace the items / components as necessary to achieve the guaranteed performance. ERDA reserves the right to call upon the supplier to demonstrate any parameters, operations, function, etc. of any equipment, system as specified in the Technical Specifications during Factory acceptance Test, PG & Reliable Test at site. However, if the Supplier is unable to demonstrate even after the modification within 30 days from the date of equipment having failed in the first test, ERDA will at its discretion reject the equipment at any stage of project execution and recover the payment already made or accept the same. 2.2 Inspection and Testing: Inspection requirements and tests to be conducted at Supplier s works and at Site shall be as per the agreed Quality Plan and Agreed Technical Specifications. 2.3 Conditions for Technical Acceptance: The equipment will be accepted by ERDA on completion of the following: Receipt at site of all supplies including spares. Submission of all As-Built Drawings and Engineering Deliverables which includes O&M Manual, Training Manual and Erection, Commissioning and Testing Protocols. Successful completion of PG Test at site in line with clause 2.1 above. Liquidation of Punch Points. 2.4 Training for Operation and Maintenance Engineers Supplier shall provide training for ERDA personnel as per agreed technical specifications including following: Maintenance Training on equipment Operator Training Class Room training at site for Operation and Maintenance of the equipment 3.0 Terms of Payments The payment to the Supplier for the performance of the works under the Contract, shall be made by ERDA through irrevocable LC / TT only. 3.1 Payment Schedule The Supplier shall prepare and submit to ERDA a component-wise detailed break-up of the Contract price for approval, which shall not be unreasonably withheld. The Contract price break-up shall be inter-linked with the agreed detailed delivery schedule of the Supplier. Any payment except advance payment shall be made only after ERDA approves the Supplier s price break-up. Supplier shall submit one original and two copies of following documents: 1) Invoice Copy. Liquidated Damages, if any, on account of delay shall be deducted from this payment. 2) Detailed Packing list 3) Copy of the Bill of Lading / Air Way Bill 4) Certificate of origin certified by International chamber of commerce. 5) Manufacturer s Test certificate 6) Material Dispatch Clearance Certificate /Mail from ERDA 7) Final Approved O&M Manuals 3 Balance 20% Payment 20% 20% of the supply price component of the Contract Price shall be released after successful commissioning of equipment via TT within 15 days. 3.3 Payment for Supervisory Services / Erection, Testing and Commissioning (ETC) of Equipment The payment for Supervisory Services / ETC shall be made within 30 days on pro rata basis after erection, commissioning and performance testing, provisional acceptance of the equipment and technical Page 29 of 55

acceptance as per agreed technical specifications and certification by the ERDA Engineers / HOS / HOD. Income Tax (TDS Tax deducted at source) shall be deducted by ERDA from the payment made to the Supplier as per prevailing rules of the Govt. of India. The amount of such deduction shall be in accordance with Applicable Law. The Supplier shall be paid only the net amount after deduction of such tax at source. ERDA shall give necessary certificates(s) for deduction of tax at source to the Supplier in this regard. No Tax shall be deducted at source if a Tax exemption certificate (that is in full force and effect) from the relevant Governmental Instrumentality is provided by the Supplier to the ERDA. 3.4 Withholding and Final Adjustment 3.4.1 ERDA at its option, with due intimation to the Supplier, shall withhold any amounts, including any disputed Liquidated Damages due to delay in Supply, Commissioning and shortfall in performance from the payments due to the Supplier or that may become due to the Supplier in future or from any securities/guarantees under this Contract. 3.4.2 All the amounts so withheld will be adjusted against the final payment to be due to the Supplier under the terms of the Contract. ERDA shall have the right to withhold from any payment due to the Supplier, including the final payment, such amounts as the ERDA deems necessary or appropriate on account of any one or more of the following reasons: (a) (b) (c) (d) Rectification or remedying of any defects in equipment supplied by the Supplier; The Supplier s failure to deliver any Performance Security; Any requirement in accordance with Applicable Laws to withhold any Taxes to be deducted at source from the payments to be made to the Supplier in respect of the Supply Scope or any part thereof; and Liquidated Damages due to delay in Supply, Commissioning and shortfall in Performance. 3.5 Payment Security 3.5.1 Advance Payment Security Page 30 of 55

The Supplier shall furnish to ERDA a payment security in the form of a bank guarantee equivalent to Advance Payment amount mentioned in clause-3.2 above ( Advance Payment Security ). The security shall remain valid till the Completion of supplies with a claim period of three months 3.5.2 Performance Security a) The Supplier shall furnish to ERDA, a payment security in the form of a bank guarantee as per the format share by ERDA (from a bank acceptable to ERDA) as a performance security for due and faithful performance of its obligations under this Contract, for an amount equivalent to 10% of the total Contract Price (the Performance Security ). The Performance Security shall be valid initially till the expiry of the Warranty Period with a claim period of three months. b) In case the Supplier fails to fulfil any of its obligations under this Contract including the warranty obligations, the proceeds of Performance Security may be appropriated by ERDA as part compensation for any loss resulting from the Supplier s failure to perform and fulfil the Supply Scope and its obligations under this Contract without prejudice to any of the rights or remedies to which ERDA may be entitled to under this Contract or otherwise in law. a) The Advance Payment Security and Performance Security shall be extended suitably at least 60 (sixty) days before the expiry of the period of validity thereof, if required as per the provisions of this Contract so that it remains in full force and effect throughout the required term as per provisions of this Contract and ERDA shall be entitled to make a demand under the Performance Security where the Supplier fails to extend the validity of the Advance payment security and Performance Security as aforesaid and hold the proceeds as security for the Supplier s outstanding obligations and liabilities hereunder. 3.6Deliverables after issue of LOI/PO 3.6.1 Supplier shall furnish the following within 15 days from LOI/PO: a) Detailed organization chart specifying the names and contact details of the responsible persons identified for the project b) All the engineering data and information required by ERDA as per Technical Specification. c) Supplier shall submit a Manufacturing Quality Assurance Plan within seven (7) days from date of receipt of LOI / PO. d) L2 Network, Schedule of Delivery and Billing Break-up. e) List of Sub Vendors along with the details of similar equipment supplied by them, which are in operation. 3.6.2 The Supplier shall also furnish Erection, Commissioning, Operation, Maintenance and Training Manuals as specified in Technical Specification within 90 days from LOI/PO. 4.0 Delivery Time is the essence of the Contract. The equipment along with all auxiliaries / accessories, start-up, mandatory and commissioning spares and special tools and tackles, shall be delivered within 32 weeks from the date of LOI / PO. However, LD shall be deducted if the same is delayed beyond agreed delivery schedule.. If the Equipment/material are being dispatched in more than one lot then it shall be dispatched in sequential manner, as required for construction and commissioning. 5.0 Erection, Pre-operational Testing, Initial Operation and Unit Characteristic Tests & Performance Guarantee Testing 5.1Work shall include the Supervision of erection, Commissioning of components / systems, verification Tests, and all other Commissioning, Testing and Initial Operations prior to charging of equipments. The Supplier shall be responsible for developing and implementing testing procedure for each test during the manufacturing, construction, inspection, start-up and commissioning of equipment. 5.2 Performance Guarantee Testing Supplier shall perform and re-perform if required, the Performance Tests in accordance with the Contract, in order to demonstrate achievement of the Performance Guarantees for the Unit as set forth in the Contract as per Specifications and guarantees by ERDA. If the equipment does not meet the Performance Guarantees, the Supplier shall at no extra cost to ERDA redesign, modify, remedy repair or replace the equipment or any part or section thereof including any component, equipment or system (under the scope of the Supplier) with one which meets the requirements and again demonstrate achievement of the Performance Guarantees for the Unit as set forth in the Contract. 6.0 Liquidated Damages 6.1 Liquidated Damages (LD) due to delay in delivery: In the event, the guaranteed delivery dates are not adhered to, LD shall be deducted by ERDA from the amount payable to the Supplier at 1% of total Contract price (including taxes and duties) per week of delay or part thereof for the delayed period after the Contractual Completion date, subject to maximum of 10% of the total contract price. (Including taxes and duties) Prolonged delays: If the guaranteed delivery date is delayed due to reasons attributable to Supplier till the date when ERDA becomes entitled to the maximum LD deduction as above, ERDA may, after giving a notice of 15 days in writing: -require the Supplier to complete the delivery within such reasonable time and subject to such additional liquidated damages as the parties may agree, or -terminate the contract in respect of whole equipment or any materials, as may be determined by ERDA. 7.0 Limitation of Liability The Supplier s aggregate liability under or arising out of or in connection with this Contract, its performance or breach shall be limited to the Contract Price. This shall, however, exclude it s liability for Liquidated Damages for Delay and Performance any and all third party liabilities or indemnities including Intellectual Property Indemnification and other provisions of the Contract. 8.0 Warranty Period The equipment to be supplied shall be new, unused, free from all defects in design, material, workmanship and handling and shall be of the highest grade in full conformity with design, drawings, specifications and any other conditions stipulated in this tender. The Warranty period of your supply equipment shall be 5 years from the date of commissioning of equipment. During warranty period if any things needs to be replaced or repair vendor will replace or repair the things with out any extra cost implication to ERDA. The repair or replacement cost also includes the traveling, logging-boarding and local accommodation cost of your engineers. Any Equipment and Materials or Facility or portion thereof replaced / repaired during the Warranty Period, the warranty period of that particular equipment or facility or portion would be further extended Page 33 of 55

for a period of twelve (12) months over and above the mentioned warranty period. 9.0 Provisional Performance Acceptance Provisional Performance Acceptance shall occur with respect to the euipments if and only if: A Performance Test Report has been prepared after Performance Guarantee Tests and accepted by ERDA. All Documents required under the Contract for start-up, operate and maintain the equipment are submitted to ERDA. All essential and ordered recommended spare parts necessary to operate the equipment in a safe, efficient and effective manner are supplied to ERDA. During Final Inspection measured partial discharges of the test system must be less than 2 pc and successful completion of other acceptance test at manufacturer work. All special tools and other maintenance tools and tackles (if applicable) are handed over to ERDA as per contract. Supplier has completed the training program for Operation and Maintenance ( O&M ) personnel as per agreed technical specification 10.0 Final Performance Acceptance Final Performance Acceptance of the Supplied Package / equipment shall occur if and only if : Performance Guarantee Test has been concluded including any retest in which the supplied equipment demonstrates achievement of all the Performance Guarantees set forth in agreed technical specifications or is meeting the Minimum Performance Standards. Provisional Performance Acceptance of the Unit has occurred or occurs Concurrently with Final Performance Acceptance. Page 34 of 55

Final Documents for start-up, operation and maintenance including As built Drawings are provided by the Supplier to ERDA as per the contract. Supplier has completed all works including punch list items 11.0 Force Majeure Force Majeure shall mean an event or circumstance beyond the reasonable control of the ERDA or the Supplier which could not have been foreseen, prevented or mitigated by such Party using its reasonable diligence and which makes it impossible for such Party to perform the whole or in part its obligations under the Contract, including but not limited to: a) Act of God; b) An act of war, (whether declared or undeclared) hostilities invasion, armed conflict or an act of foreign enemies, blockade, embargo, revolution, military action, or sabotage. c) Contamination by radio-activity from any nuclear fuel, or form any nuclear waste from the combustion of nuclear fuel, radioactive toxic explosive, or other hazardous properties. d) Riot, civil commotion, terrorism or disorder, unless solely restricted to employees of the Supplier or of his Sub-supplier. e) Natural or regional industrial disputes or targeted disputes which are part of national or regional campaign and which is not reasonably within the powers of a Party to prevent, or which is not specific to the Party or any of his supplier or Sub-supplier. f) Operation of the forces of nature such as earthquake, hurricane, lightning, tidal wave, tsunami, typhoon or volcanic activity. If either Party is rendered wholly or partially unable to perform its obligations under this Contract because of a Force Majeure Event, that party will be excused from whatever performance is affected by the Force Majeure event to the extent so affected provided that: a) The affected Party gives the other Party Written Notice of the occurrence of the Force Majeure Event as soon as practicable after the occurrence of the Force Majeure Event and also gives the other Party Written Notice describing in reasonable detail the particulars of such occurrence, including an estimation of its expected duration and probable impact on the performance of such Party's obligations hereunder, and thereafter continues to furnish thereto timely regular reports with respect to continuation of the Force Majeure Event; Page 35 of 55
