I. CORE ACTIVITIES A. Accounts Reform Finalize Accounts Module A Professor Jim Yardley provided fourteen days of technical assistance to finalize the accounts training Module A (version 1.0) Introduction to the FGE System of Accounting (T-35). The Accounts Module A has now been reviewed by the Ministry of Finance and the project is proceeding to have the Module translated into Amharic, Oromiffa, Tigrigna. Finalize Accounts Manual 2 Jim Yardley assisted the accounts reform team to finalize Accounts Manual 2 Donor Accounting (A-24). The finalized manual 2 was then the basis for finalizing the training Module 2 Donor Accounting (T-38). Training Workshop The Accounts Design Team in collaboration with the DSA Project conducted a three-day workshop (November 20-22) in Addis Ababa for 93 participants to review and discuss three topics: 1)Treasury Fund Accounting Cycles and Processes; 2) Donor Accounting (Accounting Training Module 2) (T-38); and, 3) Introduction to the FGE Accounting System (Accounting Training Module A) (T-35). Participants included 16 federal public bodies and regional representatives from Finance, Health, Education and Agriculture Bureaus. A similar workshop was organized from November 30 th for the 23 trainers from nine Regional Management Institutes and the Ethiopian Civil Service College. Finalize Module 2 Donor Accounting David Sawyer provided twenty-six days of technical assistance and completed all seven documents of the Module 2 Donor Accounting (T-54 to T- 60). The DSA's local expert in accounts, Alemayehu Seifu, worked extensively with the David Sawyer on the revision of the Module 2 and the development of the trainee workbook, overheads and tests and solutions. Preparation and delivery of a Training of Trainers Course in Module 2 Donor Accounting 1

David Sawyer designed and delivered a fourteen-day training of trainers course in Module 2 Donor Accounting (T-54 to T-60). Twenty-three staff from the Regional Management Institutes and the Ethiopian Civil Service College attended. The program was also used to finalize all documents of the Module 2 (T-54 to T-60). The DSA project's local expert in accounts, Alemayehu Seifu, worked extensively with David Sawyer in the delivery of this course. Preparation and delivery of a Training of Trainers Course in Accounts Module A (version 1.0) Introduction to the FGE System of Accounting Alemayehu Seifu and Reta Workneh developed and presented a two-day training course to twenty-three trainers from the Regional Management Institutes and the ECSC on Module A (T-35 to T-37). B. Budget Reform Revisions to Version 2.1 of the Budget Reform Design Manual To promote a comprehensive budget the Budget Reform Team proposed to the Ministry of Finance the following changes which have been approved by the Ministry: 1) addition of transfer recipients, 2) presentation of special funds, 3) presentation of liabilities and commitments, 3) presentation of explicit and contingent liabilities, and 4) presentation of relief assistance. The reform is further clarifying the budget entity as either a public body or a transfer recipient. While public bodies are entitled to an annual budget, transfer recipients receive a subvention at the discretion of the executive branch. To promote comprehensiveness, special funds, liabilities and commitments, explicit and contingent liabilities, and relief assistance will be presented as Annexes to Part 2 of the Recommended Budget. Presenting these expenditures in Part 2 of the budget means they are not part of the annual appropriation of the Approved Budget but that they are part of annual public expenditure. It was also agreed to introduce with the EFY 1995 budget a new treatment of pensions and debt. Currently these liabilities are shown in the annual budget and are funded through the annual appropriation. Debt and pensions are statutory obligations that should take first charge on the consolidated fund and by statute are approved by Parliament and thus do not require an appropriation through the annual budget. Implementation of the Budget Reform 2

The Budget Reform Team devoted a considerable amount of effort on the details of implementing the procedures in Version 2.1 of the Budget Reform Design Manual and ensuring that these procedures were reflected in the Budget Information System (BIS). Specifically, considerable attention was devoted to the review and revision of the "Strategic Plan for the Implementation of the Budget Reform at the Federal Level for EFY 1994" (B- 27), and the BIS Data Management Plan (IT-BIS-1). Attention was also given to the development of the budget submission forms for capital and recurrent budgets. These formats were considerably expanded and modified from the forms in Version 2.1. The Budget Reform Team conducted a three-day workshop (November 1-3) for Department Heads and their experts from the Ministry of Economic Development and Cooperation and the Ministry of Finance. The workshop had two objectives: 1) review and approve the BIS Data Management Plan for the use of the Budget Information System (BIS) to prepare the EFY 1994 budget, and 2) review the budget request forms. The Budget Reform Team convened a two-day workshop (November 6-7) to with 133 participants from 78 federal public bodies to review the new procedures for preparing the EFY 1994 budget. The workshop focused on the submission of each public body s budget structure and how the new budget categories in Version 2.1 of the Budget Reform Design Manual are to be applied to their structures. Public bodies were also shown the new recurrent and capital budget submission formats. The Budget Reform Team conducted a two-day workshop (December 21 and 26) with Department Heads and experts from MEDaC and MoF. The objective of the workshop was to further review the BIS Data Management Plan (IT-BIS-1) of the budget reform and ensure that senior staff were briefed on the changes made since the November 1 st meeting. In addition to understanding the procedures of the BIS Data Management Plan, selection of staff for training and manning the BIS systems were finalized. Training in microsoft windows, excel spreadsheets (the front-end training) was scheduled to begin in early January 2001 to be followed by training in the Budget Information System. The Budget Reform Team conducted a one-day workshop (December 22) for Budget Department Heads and experts from the three federal public bodies which will use the BIS on a pilot basis to prepare their EFY 1994 budgets. The three federal pilot public bodies are: the Ministry of Water Resources, Ethiopian Agriculture Research Organization and the Ethiopia Road Authority. The workshop reviewed the BIS Data Management Plan (IT-BIS-1) for the pilot public bodies, reviewed procedures and finalized the list of staff to be trained to operate the BIS. 3

Non-technical tasks completed on the Budget Information System Several non-technical tasks were completed during the reporting period essential to the development of the Budget Information System. a. Assistance in closing the design of two budget structure and four budget financial request forms, b. Assistance in clarifying the lists for external loan and assistance commitments, especially with regards to the 4-digit source of finance coding proposed in Version 2.1 of the Budget Reform Design Manual, c. Production of the aforementioned budget structure and financial request forms for the entire federal government for a workshop held with public bodies in early November of this reporting period, d. Assistance in defining equipment and training requirements, e. Revisions to the "BIS Data Management Plan" (IT-BIS-1), and f. Presentation of the revised "BIS Data Management Plan" to all MoF and MEDaC department heads in late December. Technical tasks related to the development of the Budget Information System a. Development and testing of the finalized data collection forms, b. Development and testing of the inclusion of external commitment lists for assistance and loan, c. Development and testing of numerous MS-Excel-based reports to be generated by the BIS, d. Development and testing of the BIS import/export facilities that will allow BIS data to travel on diskette from computer to computer, and e. Formal unit and system testing of various areas of the BIS in preparation for the FY 1994 rollout. Modification of the BDA System Afcor Ltd. was contracted in the previous reporting period to modify the Budget-Disbursement-Accounts (BDA) System of the Ministry of Finance. The BDA system is used to disburse and account for the funds disbursed from the Federal budget. With the introduction of a new chart of accounts in the budget reform, the chart of accounts in the BDA system must also be changed. Modification has proceeded as scheduled and was completed during the reporting period. The Data Processing Department of the Ministry of Finance and the DSA Project then designed a three-month testing program (IT-BIS-2) to determine if the modification was correctly done. The testing program was designed and Ministry staff have started the testing which will be completed by the end of the next reporting period. 4

C. Public Investment/Expenditure Reform EFY 1994-96 Macroeconomic and Fiscal Framework A guideline and timetable for preparation of the MEFF for EFY 1994-96 was submitted to MEDaC management on May 25, 2000 (P-35). The proposal was to convene the MEFF Working Group and complete preparation of the 1994-96 MEFF by August 7, 2000. A revised schedule for preparing the MEFF and the PIP for FY 1994-96 was prepared and circulated in mid- December. The MEFF Working Group was convened by the third week of December and work commenced on gathering data for the 1994-96 MEFF. EFY 1994-96 PIP Preparation A request to federal public bodies to submit their capital requirements for the period (FY 1994-96) was sent in early December and received by the end of December. The PIP call letter was then prepared and was in the process of being released at the end of the reporting period. Several modifications were made to the PIP data base management system were completed in the month of December in preparation for the data processing of the 1994-96 PIP. D. Policy Support to the Office of the Prime Minister Request for External Degree Training at Harvard University The Chief of Party was requested by Minister Newai to follow-up on the discussions held between the Prime Minister and Professor Jeff Sachs at Harvard on graduate training and research collaboration. The Prime Minister and Professor Sachs discussed doctoral training at Harvard University in economics for staff of the emerging Ethiopian Policy Research Institute. On training, the constraint is not funding but the limited and highly competitive selection process. The economics department at Harvard only admits four doctoral students a year and admission is extremely competitive. Request for Research Collaboration with Harvard University Minister Newai also requested the Chief of Party to determine if Harvard University would be interested in collaborating with the new policy research institute in two areas: the impact of the agricultural extension policy on agricultural productivity and the development of small and medium firms. The Chief of Party forwarded these requests to both Professor Sachs of Harvard s Center for International Development and Professor Perkins of Harvard s Economics Department. 5

E. Training 1. In-Country training Specialist Capacity Training Specialist Capacity Training is funded under the In-Service Financial Training Project (IFTP) and is presented in the IFTP Quarterly Report. 2. External Training Short term courses The DSA Project sponsored the last scheduled overseas trainee during the reporting period. The head of the Treasury Department of the Ministry of Finance, Ato Mamo Gito, attended a short-term course on Financial Management Practices at RIPA International in the United Kingdom. The course ran from October 2 nd to the 27 th, 2000. A total of 13 trainees were sent for overseas short courses in 2000. II. PROJECT MANAGEMENT Phase 3 Strategy and Proposal During the reporting period the project assisted the heads of the reform teams to determine the remaining tasks of the expenditure reforms and a timetable for completion. The Government revised the "Assistance to the Expenditure Management and Control Sub-Program," (M-13) and submitted it to USAID for funding. Project Reporting During the reporting period, the fourteenth quarterly report (Q-14) was prepared and distributed. Administrative Support The Project provides a range of administrative support services including: procurement, production of documents, and support for the in-service training program. Document Production 6

Accounts Project: The Project produced a number of major documents during the reporting period. Major work done for the Accounts Project include the printing of 150 copies of the Donor Accounting Module 2, 150 copies of the Introduction to the FGE System of Accounting and 150 copies of the Description of the Ethiopian Government Accounting System - Treasury Funds and Accounting Cycles and Process. PEP/PIP Project: The PIP/PEP Project at MEDAC ordered the following printing tasks during the reporting period: 10 copies of the PIP V.2.5 User Guide (IT-PIP-2) and Getting Started (IT-PIP-1) manuals as well as 10 copies of the SAM V.2.0 User Guide (IT-PIP-5) manuals. 15 copies of the PEP Design Document (P-40), 32 copies of the Concept Paper for the Development of a PEP document (P-39), 13 copies of the Manuals for the Preparations of the Public Investment Program, (P-6), 11 copies of the Procurement Guidelines, IBRD Loans and IDA Credits and Selection and Employment of Consultants Guidelines by World Bank Borrowers were also made for the Project. Budget Project: 75 copies of the 1993 Fiscal Year Budget Proclamation both in Amharic and English, were made for the Budget Department of the Ministry of Finance. 11 workshop documents totaling to 132 pages were also printed in 200 copies and distributed to participants of the MOF/MEDAC consultation meeting as well as the Red Cross workshop for public bodies in November 2000. Audit Project and MOF s Legal Department: The Ministry of Finance s Audit Project and Legal Department also ordered a number of copies to be made by the DSA Project. Four copies of the Draft Audit Manual and the Draft Audit Manual Procedural Guide as well as two copies of the Volume II, Chapter 2 to 4 of the Task Force Comprehensive Report were made for the Audit Project. Additional copies included: 40 copies of the Development Credit Agreement, Emergency Demobilization and Reintegration Project and another 40 copies of the Development Credit Agreement, Emergency Recovery Project were printed for the Ministry of Finance s Legal Department Regions: The Benishangul Gumuz Finance Bureau requested 11 copies made of a document entitled ABC of Taxes in Ethiopia, 1942 to 1996. Eight different 7

MOF documents totaling to 169 pages were also printed in 11 copies each for the Afar Finance Bureau. IFTP: A substantial number of training manuals were printed during this reporting period to cater for the RMIs and ECSC needs for the upcoming two training rounds scheduled during the first and second quarter of 2001. 2,500 copies of the Module 1, version 1.1. Amharic training manuals (trainee version) (T-62) were printed at a local printing press in Addis, in October 2000. These manuals were used by trainees in five RMIs and the ECSC. In November this year, 1321 Amharic versions of Module 1 (version 1.1) (T-62) were dispatched to RMIs for distribution to former trainees who attended Module 1 classes using the version 1.0 manual. In addition, 900 workbooks for trainees (T-64) were also printed in-house and dispatched to four RMIs and ECSC for upcoming courses to be conducted in the first and second quarter of 2001. 250 copies of the newly translated Oromiffa version of the Module 1. (version 1.1) (T-41) trainee manuals as well as 250 copies of workbook for trainees (T-43) accompanying the trainee manuals were also printed in-house and dispatched to the Oromia RMI. 10 copies of the English version of the Module 1, version 1.1 (T-29) were also made and sent to the Somali RMI for translation. A set of the Amharic version of Module 1 (version 1.1) (T-61) were printed for the five new trainers from regions. Each of the four Oromia RMI trainers also received the newly translated Oromiffa Module 1 (version 1.1) trainer guide (T-42), test and solution (T-46), trainer manual (T-40), overheads and overhead forms (T-44 to T-45.). All 23 trainers who attended the December Donor Accounting - Training of Trainers program each received a copy of the Training manual and Guide for trainers of the Module 2 training program (T-54, T-56), printed in-house. 8
