The complete tender can be downloaded from NHPC website www.nhpcindia.com (for reference only) and Central Public Procurement Portal http://eprocure.gov.in/eprocure/app. The bid is to be submitted online only on http://eprocure.gov.in/eprocure/app upto Bid Submission Closing Date & Time of tender. Micro and Small Enterprises (MSEs) units with register with NSIC under their Single Point Registration Scheme or District Industries Centre (DIC) or Khadi and Village Industries Commission (KVIC) or Khadi Village and Industries Board (KVIB) or Coir Board or Directorate of Handicrafts and Handlooms or any other body specified by Ministry of MSME or MSEs having Udyog Aadhar Memorandum for the goods/services are exempted from furnishing the cost of tender document fees and Bid Security deposit/. They should furnish with the bid a Notarized copy of valid registration certificate/ Entrepreneurs memorandum (EM-II) details/ other relevant documents issued by above board/body in their favors, for the goods/services covered under this tender document. Bids shall be submitted online only at CPPP website: http://eprocure.gov.in/eprocure/app. Bidders are advised to follow the instructions provided in the Instructions to the Bidders for the e-submission of the bids online through the Central Public Procurement Portal for e- Procurement at http://eprocure.gov.in/eprocure/app. 3. The bidders who wish to submit their bids for the aforesaid services/purchase shall have to meet the Eligibility Criteria given as here under: 3.1 Bids of that Bidder who have submitted the requisite Tender document fee and (as per ITB Clause 3.0 & 4.0) shall be considered for evaluation with exception only in cases as mentioned at clause 3.2 and 4.1 of ITB. 3.2 The PV modules used should be made in India. 3.3 The Bidder should be manufacturer of Solar PV system of required capacity. Or Authorized dealer of a manufacturer of Solar PV system to quote on behalf of their manufacturer. In such a case the authorized dealer shall have to submit relevant, Valid Authorized Dealership certificate from the manufacturer. Only agencies submitting a general Dealership or Authorization certificate issued by the Manufacturers, without reference to any specific tender and having validity of such authorization for the considerable duration shall only be considered for determining the eligibility of the Bidder for the particular tender. Authorization issued with reference to the specific tender in favor of particular dealer/bidder will not be entertained. 3.4 In case a dealer is participating in a tender on behalf of one manufacturer, he is not allowed to participate/ quote on behalf of another manufacturer in this tender or in a parallel tender for the same item. All such bids with same make/manufacture will be rejected. 3.5 A valid ISO certification of manufacturer for manufacturing the specified goods should be submitted with the bid. 3.6 Bidder should have supplied at least two similar equipments/ systems of same capacity or higher in previous seven years. The bidder should submit Notarized copies of Supply orders. The similar system means Design, Supply, Installation, Testing and Commissioning of On grid Rooftop Solar PV system. 3.7 The equipment/system supplied should have performed satisfactorily for one year from the date of commissioning. The bidder should furnish Notarized copies of the performance report from the clients. 3.8 The reference date for considering the period for eligibility/ qualification requirements above shall be the last day of the month previous to the one in which tenders are invited. 3.9 The bidder must be an MNRE Empanelled agency and shall submit copy of registration certificate at the time of bidding. The manufacturer of offered Solar Module must hold ISO certification, valid IEC Certificate i.e IEC-61215 (Ed.-II), IEC-61701 and IEC- 61730(1&2) as per MNRE guidelines. 3.10 All Micro and Small Enterprises (MSEs) are exempted from meeting the qualification criteria in respect of Prior Experience Prior Turnover in public procurement subjected to meeting of quality and technical specifications for which necessary documents shall be submitted by such bidders. 3
3.11 The supplier has to furnish the copies of GST certificate & PAN No. along with the techno-comm. Bid 3.12 The bidder should not have been banned/de-listed/ black listed/ de-barred from business on the grounds mentioned in Para 6 of Guidelines on Banning of Business dealings (Annexure-A). Self-declaration in this regard is to be submitted as per enclosed Proforma. 3.13 Integrity Pact: To improve transparency and fairness in tendering process the Employer is implementing transparency pact. The bidder must submit the Integrity Pact as per Proforma (Annexure-B) duly signed as per Clause 25 of this ITB. Note: All the Bidders shall enter into an Integrity Pact (to be executed on plain paper) with NHPC Ltd. at the time of submission of Bids. Successful Bidder shall submit duly executed Integrity Pact on Non-Judicial Stamp Paper of appropriate value prior to the award of the Contract. Bids of only those Bidders who are meeting the Qualifying Criteria specified above will be considered for evaluation and award of the contract. Mere download of Bid document by prospective Bidder shall not be construed that such a bidder automatically fulfills the prescribed qualifying criteria. Whether the bidder meets the specific qualifying criteria or not, shall be checked or ascertained, on opening their bids by scrutinizing documentary evidences furnished by them along with their bid. 4. In the event of the specified date for the submission of bids being declared a holiday for the Client, the hard copies of the documents will be received up to the specified time on the next working day. However, the date and time for online submission of the bids shall continue to be the date and time specified above or any amendment for the same. 5. Online submission of the Bids (incl. attachments) will not be permitted on the portal after expiry of submission time and the Bidders shall not be permitted to submit the same by any other mode. In such case, even if the bidder has submitted the specific documents in hard copy(ies) in original within the stipulated deadline, its bid shall be considered as late and shall not be considered at all any further. Offline documents, if received by the Employer after the deadline for submission of hard copies, then it will be considered as late bid even if the bidder has uploaded the bid online within the deadline. In such a case, the bid uploaded on the portal shall not be considered at all any further. 6. At any time prior to the deadline for submission of bid, the Client may amend the Tender Document by issuing corrigendum/addenda which shall be notified on portal http://eprocure.gov.in/eprocure/app. Therefore, the bidders are advised to visit the site regularly before deadline for submission of bids. 7. Bids will be opened as per the schedule at the aforesaid venue. In case the office happens to be closed on the date of opening of bid as specified, the same will be opened on the next working day at the same time and venue. 8. Tenderer who has downloaded the tender from the NHPC website www.nhpcindia.com or Central Public Procurement Portal (CPPP) website http://eprocure.gov.in/eprocure/app, shall not tamper/modify the tender document including downloaded price bid template in any manner. In case if the same is found to be tempered/ modified in any manner, tender will be completely rejected and would be forfeited and tenderer is liable to be banned from doing business with NHPC. 9. The bids, as well as all correspondence and documents relating to the qualification exchanged by the bidders and the Client, shall be in the English language. 10. The details/ information regarding online tendering i.e. Registration on CPP portal, Preparation of Bid and Submission of bid are available in the tender document. 11.
