Implementation Status and Key Decisions The Bank Board approved the Rio Bogotá investment loan on December 14, 2010. The Loan signing took place on July 15, 2011 with the World Bank declaring the loan legally effective on Sept. 22, 2011. The turnkey contract for the Salitre wastewater treatment plant became effective in October 2016. The contractor and program manager are fully on board, have started various planning, permitting and design activities as well as the construction activities of the plant on April 17, 2017. These activities are on schedule. Loan disbursement has improved after the request for reimbursement for the advance payment to the plant's contractor. The Inspection Panel assessed the complaints received from nearby communities. The Inspection Panel decided not to register the case, as per the communication approved by the Board of Directors, disclosed on January 18, 2017. The Inspection Panel Report includes a series of actions to continue engagement with residents of nearby communities and improve the overall Project communication strategy and Project outreach. Flood control works for the river s first 52.5 km are completed, and the CAR expects to complete the last 15.5 km by the end of 2017. The Rio Bogota Master Plan has been completed satisfactorily and the remaining two studies under component 3 are experiencing some delays with the procurement process, but they are expected to be awarded in the following weeks.
