(2) SUBMISSION OF PROPOSAL The response to this RFP will be submitted by way of two stage bidding process. The technical proposal with the relevant information/documents/acceptance of all terms and conditions as described in this RFP document will be submitted online through M/s. e-procurement Technologies Ltd.(ETL), Ahmedabad, the outsourcing agency approved by Stock Holding Corporation of India Limited (StockHolding or SHCIL) for e-bidding on the website (https://stockholding.auctiontiger.net). If technically short-listed, the vendor will have to participate in the online reverse auction which will be conducted by M/s e-procurement Technologies Ltd. (the Company selected by the SHCIL for conducting e-procurement reverse auction process).short-listed vendors will be trained by e-procurement Technologies Ltd. for this purpose, and they will have to abide by the e-business rules in consultation with e-procurement Technologies Ltd. The vendors will have to upload the duly signed and scanned RFP submission relevant document(s) as part of technical bid. All Annexure Forms will have to be filled and submitted online. The Technical Bid with relative documents must be submitted online. The vendors are requested to note that they cannot make their online submission after the time stipulated above and no extension of time will normally be permitted for submission of bid. (4) REQUIREMENT Supply of 115 nos. of Tablets with resolution support during warranty period at site or through service centres having specification as follows: Android Lollypop OS or Higher Quad Core 1.2 GHz & above 7 Display (1026 x 768) & above Built in IRIS scanner (Bio Metric Device Certification for UID Application from STQC to OEM) 2/3G 1.5 GB RAM LPDDR3 8 GB ROM / upto 200 GB expandable microsd At least 5 Mega Pixel Rear Auto Focus Camera 3600 mah Battery or higher 802.11 b/g/n, 2.4 GHz, BT 4.1, USB 2.0 Locking facility in case of theft or mis-place of device (5) SCOPE OF WORK (1) Bidder shall supply the required quantity of tablets (Original Box Pack) (2) Bidder will submit the invoice, delivery challan on completion of delivery of tablets (3) Bidder will verify successful functionality on completion of entire bill of quantity for the delivered tablets (4) Bidder will provide one-year comprehensive warranty confirmation plus one year extended warranty confirmation from product OEM (6) VALIDITY OF OFFER The offer should remain valid for a period of at least 60 days from the date of bid opening (7) TERMS & CONDITIONS (1) Delivery period: Maximum four weeks from the date of purchase order (2) Delivery Location: Stock Holding Corporation of India Limited, 301, 3 rd Floor, Centre Point, Dr. Babasaheb Ambedkar Road, Parel, Mumbai PIN 400012 or the address given in the purchase order for the winning bidder (3) Warranty: One year from the date of delivery plus one year extended warranty. This price need to be quoted in the commercial bid as mentioned.(refer commercial bid format) (4) Support: Resolution time within 7 days from the date of problem reported or submission of device in service centre(s) through authorised service centres in Mumbai and Navi Mumbai by the bidder during warranty period. (5) Payment: 90% on completion delivery of entire bill of quantity & submission of original copy of invoice duly signed and sealed along with delivery challan. Balance 10% on successful of verification of functionality of delivered entire bill of quantity and one-year comprehensive warranty confirmation from product OEM. The above-mentioned payment(s) will be made within 2 weeks from the date of submission of respective required documents duly signed (acknowledged) by SHCIL official. Page 5 of 9
(6) Taxes & levies: Applicable taxes & levies payable extra at actual. Octroi / Entry Tax is payable at actual on providing original Octroi / Entry Tax receipt in the name of Stock Holding Corporation of India Limited. (7) The Earnest Money Deposit (EMD) of the successful bidder shall be retained with StockHolding till bidder completes the delivery and produce warranty confirmation. The EMD of unsuccessful bidders shall be returned within one week of from the date of reverse auction, without any interest (8) Earnest Money Deposit (EMD) of Rs. 25,000/-(Rupees Twenty Five Thousand Only) must be paid as per above-mentioned table of RFP Document Details through RTGS/NEFT in favor of Stock Holding Corporation of India Limited payable at Mumbai without which the bidder will be not allowed to participate in the bid (9) If the successful bidder dishonors the fulfilment of requirement, the EMD shall be forfeited. (10) Penalty: Penalty of minimum 2% of total bid value for delay per week in delivery beyond delivery period subject to maximum of 6% may be levied (11) Force Majeure: The vendor (bidder) will not be held responsible for breach of executing any obligation or delay in executing any obligations during below given circumstances / conditions: - War, Riots, Strike, Fire, Flood, Earthquake, Storm, Epidemic breakout, Power failure, Theft etc. - Any Governmental priorities (Necessary proof for validation viz. Govt. Gazette notifications, Leading Newspaper reports, etc. should be made available) - Sabotage or omission of StockHolding (8) ELIGIBILITY CRITERIA SI.
