The "Nexus Dialogues" The "Nexus Dialogues" Phase I (2016-2019) EUR 6,17 million (co-financed by BMZ) proposes to strategically steer on-going and newly established demand-driven Nexus policydialogue approaches in different regions: Africa (Niger and SADC) Latin America Central Asia (Aral Sea region) Neighbourhood (with particular focus on the MENA region) with a view to achieving agreement on multi-sector projects that can benefit from Phase II This action will also finance support studies, building up teams of nexus experts from the countries/regions, small-pilot projects.

Latin America component Budget: 400.000 EUR from EC + 260.000 EUR from Germany Implementing partner: GIZ Starting date of activities: February 2016 The Action built on the NEXUS activities that GIZ has been carrying out in the past years in the region, with the aim to continue these activities and expand them. The main interventions are implemented in cooperation with the already existing steering group within the UN-Economic Commission for Latin America and the Caribbean (CEPAL). CODIA (Council of Water Ministers of LA) also supports the Nexus Regional Dialogues in close cooperation with Spanish Government and AECID. Main activities 2016: Nexus Multi-Stakeholder Workshop in Mexico led by CEPAL, participation of relevant representatives of Mexican and Bolivian Ministries and other stakeholders e.g. UNECE, IADB, AECID. Study: The water-energy-food nexus in Latin America and the Caribbean: Planning, normative framework, and identification of priority interconnections by ECLAC (third draft). Country selection for Nexus case studies: Assessment and feasibility missions by ECLAC to Costa Rica and GIZ to Peru.

Mediterranean component Budget: 500.000 EUR from EC + 110.000 EUR from Germany Implementing partner: GIZ Starting date of activities: February 2016 As for the LA component, also this action built on the NEXUS activities that GIZ has been carrying out in the past years in the region, with the aim to continue these activities and expand them. The main partner is the League of Arab States (LAS) which looks at the WEF Nexus as an instrument to implement the SDGs. Main activities 2016: High Level meeting at the League of Arab States with 45 experts for review and acknowledge the Nexus Policy Briefs. Publication of the Nexus Policy Briefs in English and Arabic by an pan- Arabic team of experts and further dissemination work. Selection of the first pilot project Solar Energy Farming in Jordan which build on work of prior GIZ projects. Pre-assessment for the selection of Sudan for a Nexus country study.

Africa component SADC: Budget: 700.000 EUR Implementing partner: Global Water Partnership Organisation Starting date of activities: January 2017 An identification mission has been held by the EC technical assistance in November 2015 with the scope to identify a relevant Nexus dialogues project focusing on the implementation of a Nexus approach in the SADC region in the framework of SADC s Regional Strategic Action Program IV (2016-2020). The project proposal has been jointly elaborated by EC, SADC and GWP Southern Africa. Niger: Budget: 700.000 EUR Implementing partner: GIZ Starting date of activities: last trimester of 2016 A scoping mission has been held by the EC technical assistance in March 2016 in order to explore how a Niger Basin Nexus Dialogues project could be formulated and implemented and to study existing synergies and complementarities with other ongoing actions. Constructive discussions have been held with EU Delegation in Niamey, NBA Management, NBA Technical Staff and Key Development Partners.

Other Nexus related activities in Africa Nile: An identification mission has been held by the EC technical assistance in May 2016 in order to integrate the Nexus objectives in the EC Regional programme supporting Nile institutions that will be implemented through delegation agreement with GIZ. Senegal: Nexus objectives will be integrated also in a new EC project with OMVS "Appui à la gestion des ressources en eau et du eau-enegrgieagriculture dans le bassin du fleuve Sénégal". Dialogue with African Institutions: The dialogue with African Institutions (AMCOW, AUC, ICA, ANBO, etc) on the Nexus will be assured as part of the Africa-EU Water Partnership Project implemented by SIDA under the JAES.

Central Asia component Budget: 1.300.000 EUR Implementing partner: CAREC + IUCN, UNECE Starting date of activities: last trimester of 2016 A one day consultation meeting on Nexus has been held July 2016 to: unite efforts of international organizations experienced in promoting Nexus approach in order to prepare a first draft of the Nexus Dialogues Project in Central Asia. exchange information about different proposals that complements ongoing work by other actors in the field. Constructive discussions led to the formulation of a joint project proposal between CAREC (main implementer), IUCN and UNECE (cobeneficiaries).

Other Nexus related activities in Asia Mekong River Basin: Nexus objectives will be integrated in the EC Regional programme supporting the Mekong River Commission, which will be implemented via a basket fund. MRC's Strategic Plan 2016-2020 and Basin Development Strategy aim to ensure water, energy and food security. Nexus challenges: fisheries, irrigation for agriculture, Hydroelectric potential, flooding and severe drought.

Global Nexus Secretariat Budget: 800.000 EUR from EC + 800.000 EUR from Germany Implementing partner: GIZ Starting date of activities: February 2016 The Global NEXUS Secretariat (GNS) is a support platform for the development of the Regional Nexus Dialogues coordinated by GIZ. The Secretariat ensures coordination, coherence between the different Regional Dialogue s components, and implementation of horizontal tasks. Among its activities the GNS aims at: Stimulating exchange and mutual learning across the (sub) regional dialogues Providing the main interface to the Executive Committee. Providing input to the (sub)regional working groups.
