1. Role and Responsibilities The key areas of responsibility for the Assistant Regional Bridge Manager (Executive Engineer) are outlined below. The Assistant Regional Bridge Manager will report directly to the Regional Bridge Manager, Donegal National Roads Design Office and will be responsible for delivering an annual work programme in the regional area including: Supporting the Regional Bridge Manager in all aspects of bridge management activity. Reviewing all bridge related information available to inform and develop annual schemes of work on a targeted and prioritised basis. Bridge Selection and the development of an appropriate rehabilitation strategy on the basis of existing reporting and assessment information. Procurement of consultants for the design and contract supervision of bridge rehabilitation schemes. Ensuring adherence and compliance with the requirements of the TII DMRB in the design of new and the rehabilitation of existing bridges as part of bridge rehabilitation schemes. Ensuring adherence and compliance with the requirements of the TII MCDRW in the development of contract documents for new and replacement bridge schemes and for the rehabilitation of existing bridges as part of bridge rehabilitation schemes. Development of contract documents for the provision of bridge term maintenance schemes. Contractor procurement and the development of contract documents for the execution of Bridge Rehabilitation and Bridge Term Maintenance schemes. The appointment and management of consultants for the delivery of the Bridge Rehabilitation Programme, Principal Inspection & Inventory gathering and Structural Assessments. Ensuring the provision of an acceptable level of quality of reporting and compliance with respect to the relevant DMRB technical standards. Ensuring compliance with the Safety, Health and Welfare at Work (Construction) Regulations 2013. Maintaining the Eirspan Bridge management database and ensuring information entered is in accordance with the Eirspan Bridge management technical requirements and system manuals. Seeking the cooperation and involvement of other Local Authority Senior Engineering staff with the implementation and execution of bridge management rehabilitation/assessment/inspection schemes. 2

Liaising with and seeking agreement with all relevant statutory bodies and stakeholders on the progression of scheme development. Negotiating land agreements, procuring/appointing valuers, and solicitors and overseeing the acquisition process. 2. Duties The duties of the office are to give the local authority, under the direction and supervision of the appropriate officer, such technical and ancillary services of an advisory, supervisory or executive nature as may be required by it in the exercise and performance of any of its powers, functions and duties, including the duty of assisting the appropriate officer in the supervision of such services and, when required to do so, to perform the duty of acting for a higher rank during the absence of such officer of higher rank. The holder of the office may be assigned to work in all appropriate areas in the course of their employment. 3. Qualifications (a) Character: Candidates shall be of good character. (b) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council s Occupational Health Doctor prior to appointment. (c) Education, Experience On the latest date for receipt of completed application forms, candidates must: (i) hold an honours degree (level 8 in the National Framework of Qualifications) in civil engineering, or an equivalent primary honours degree (level 8) in a related engineering discipline. (ii) have not less than 5 years satisfactory engineering experience of which at least three has been in management of structural works and bridges including design, rehabilitation, repair and maintenance. Each candidate must satisfy the local authority that he/she has adequate experience and ability of a type that would render 3

him/her suitable to perform satisfactorily the duties of the office for which he/she is a candidate. (iii) (iv) possess a high standard of technical training and experience have a full clean Class B driving licence and have access to his/her own vehicle Candidates should ideally be able to demonstrate knowledge and/or post graduate experience of the following: Experience in the area of bridge management. Experience in the development of annual bridge rehabilitation programme of works on a targeted and prioritised basis. have a good working knowledge of TII processes and procedures. It would be an advantage to have knowledge of the TII Project Appraisal Guidelines, Project Management Guidelines, and Project Approval Guidelines. Proficiency through experience with the use of an Asset Management database system. Possess strong ICT skills and have the ability to manipulate and interrogate data readily. Have an ability to pinpoint the critical information and address issues logically. Effective written and verbal communication skills. Excellent organisation skills and discipline, and possess the drive to deliver the required results. Experience in the management of external consultants, including an ability to work, lead and motivate multi-disciplined teams. Knowledge of maintenance requirements to bridges of varying structural form and applying this knowledge to the development of the consultancy brief for maintenance works. Knowledge of rehabilitation/strengthening/replacement requirements to bridges of varying structural form and applying this knowledge to the development of the consultancy brief for bridge rehabilitation/strengthening/replacement contracts. 4

Experience in the procurement, appointment and management of construction consultants for the design and development of bridge rehabilitation and term maintenance contracts. Experience in the design requirements of bridge rehabilitation schemes in accordance with the TII DMRB technical standards and the development of contract documents in accordance with the TII MCDRW for the provision bridge rehabilitation and bridge term maintenance schemes. Knowledge of the requirements of the Safety, Health and Welfare at Work (Construction) Regulations 2013. Knowledge and experience of Structural Assessment, Scour Assessment and Special Inspection of bridges and corresponding TII DMRB technical standards. Have the ability to review reporting of this information and confirm adequacy, correctness and quality. Experience in liaising with and seeking agreement with all relevant statutory bodies and stakeholders on the progression of scheme development. 4. Particulars of the Post (a) General Donegal County Council proposes to create a panel of qualified candidates for the position of Assistant Regional Bridge Manager (Executive Engineer), from which it will fill any vacancy. (b) Probation Successful candidates shall be required to be on probation for an initial period, as determined by the Council. (c) Remuneration Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The current payscale is 48,209 minimum to 67,014 maximum per annum (Executive Engineer pay-scale, as per Circular EL 10/2017). New entrants to the public service will commence on the minimum point on the pay-scale. 5

(d) Base The base for the post shall be the Donegal National Roads Office, Drumlonagher, Donegal Town, or any such place as determined by Donegal County Council. The role of Executive Engineer will involve some travel, with some trips involving overnight stays and associated costs covered by the appropriate allowances. (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours The normal hours of work will be 37 hours per week. The Council reserves the right to alter the hours of work from time to time. (g) Superannuation Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5%. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 6

(h) Retirement Age New Entrants to the Public Service on or after 1st January 2013 have a compulsory retirement age of 70 years under the provisions of the Public Service Pensions (Single Scheme & Other Provisions Act 2012). New entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 do not have a mandatory retirement age. Any candidate who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, 2004, is subject to a compulsory retirement age of 65 years. [Circulars S.4/2017 and S.7/2017 outline interim arrangements regarding the retention of certain Local Authority employees beyond their compulsory retirement age of 65 until they reach the age of eligibility for the Contributory State Pension (age 66 at present, rising to age 67 on 1 January 2021 and to age 68 on 1 January 2028).] 5. Recruitment Process A. Short-Listing Candidates may be short-listed for interview on the basis of information supplied. In the event of a short-listing exercise being required, an Expert Panel will convene to examine and assess the application forms against a set of pre-determined criteria, based on the requirements of the job. It is therefore in your own interest to provide a detailed and accurate account of your qualifications and experience on the application form. Where it is considered that it would be reasonable not to admit all candidates to the interview, by reason of the number of applications received and the standard of knowledge, training or experience in general of the candidates, only persons likely to attain at the interview a standard sufficient for selection and recommendation for appointment shall be called for interview. B. Right to Information and Review: The Council is committed to offering feedback and information to candidates. Any candidate who wishes to do so may request to have a decision or the process reviewed. Any such request must be submitted in writing, stating the grounds of the request and this must be submitted to the HR Dept, Three Rivers Centre, Lifford, Co. Donegal within five working days of the date of notification of a relevant decision. 7

C. Confidentiality: Subject to the provisions of the Freedom of Information Act 2014, applications will be treated in strict confidence. D. Other Appointments to the Council are subject to satisfactory checks with regard to references, qualifications, medical examinations, and Garda Vetting, as applicable. E. Canvassing Will Disqualify Any attempt by a candidate (or by any persons acting on their behalf) to canvass or otherwise influence any officer of the Council (or persons nominated by it to interview or examine applicants) in the candidate s favour, either directly or indirectly, by means of written communication or otherwise, will automatically disqualify the applicant for consideration for the position. 8
