INTRODUCTION Programs funded under the Workforce Innovation and Opportunity Act must report financial, participant, and other performance data in accordance with instruction issued by the Secretary ( 683.300). Section 116 of WIOA establishes performance accountability indicator and performance reporting requirements to assess the effectiveness of States and local areas in achieving positive outcome for individuals served by the workforce development system s six core programs (Program Memorandum OCTAE 17 2). Title ll, Adult Education and Family Literacy Act (AEFLA) a core partner is required to collect and report data on adult education student outcomes to the National Reporting System (NRS). The NRS for Adult Education is an outcome based reporting system fort State administered, federally funded adult education program (http://www.nrsweb.org). NCCCS is required to submit annual reports to the Department of Education (DOE) to comply with reporting requirements. NCCCS Research and Performance Management staff report NC data to OCTAE through NRS. Under section 116(b)(2)(A) of WIOA, there are six primary indicators of performance: a. Employment Rate 2nd quarter after exit, b. Employment Rate 4th quarter after exit c. Medan Earnings 2nd quarter after exit d. Credential Attainment e. Measurable Skill Gains f. Effectiveness in Serving Employers The purpose of this report is to provide detailed outcomes associated with Measurable Skill Gains. Measurable Skill Gains () Level of Performance 2016 2017 For Program Years (PY) 2016 17 and 2017 18, OCTAE will negotiate adjusted levels of performance with States for one indicator for the AEFLA program the measurable skill gain indicator. OCTAE will collect baseline data for the other five primary performance indicators during this period (Program Memorandum OCTAE 16 2). For the AEFLA program, States are required to propose in their first plan submission expected levels of performance for only the measurable skill gain indicator established by section 116(b)(2)(A)(i)(V). For PY 2016 2017, NC AEFLA negotiated level of performance was overall 36%. For PY 2017 2018, the negotiated level of performance is overall 38%. Baselines and Excellence Levels In North Carolina, annual baseline levels of success for providers are set at 80% of the state s goal. Excellence levels are set at the state goal plus half of the distance between the baseline and state goal. The first couple of tables within the report provides each provider with an overview of its results as compared to its peers. Color indicators and shapes represent various levels of performance: Met or exceeded the excellence level Above the baseline level, but below state goal Above state goal, but below the excellence level Below the baseline level Color Gradients To assist in identifying areas of strengths and weaknesses, color gradients are provided throughout the report. These are based on comparing results between providers within a specific category. Green represents high outcomes while red represents those that are the lowest. The color scale is below. Low High 1

MEASURABLE SKILL GAINS METHODOLOGY Description The percentage of participant periods of participation (POP) associated with a measurable skill gain. Calculation Denominator: Number of periods of participation as determined by an individual receiving 12 or more hours of service without a break in service. If an individual has a gap in service of more than 90 days, and returns during the program year, a new period of participation is established. Numerator: Based on the denominator, number achieving one of the following gains: Posttest: Scored high enough on a posttest to place into a higher educational functioning level within the POP. Adult High School Credit: Entering program with less than 50% of required AHS credits and obtaining enough AHS credits to put them over the 50% threshold during the program year. Secondary school diploma or its equivalent: Attainment of a secondary school diploma or other high school equivalency during the program year. Post Secondary : leaves program and is found to have enrolled in a Post Secondary Institution during the program year. Data Sources Literacy, Adult, and Community Education System (LACES) Literacy Education Information System (LEIS) annual data file National Student Clearinghouse Additional Details An individual s Entering Educational Functioning Level is determined based on the individual s performance on the first NRS approved test(s) taken during the program year. Per National Reporting System (NRS) guidelines, initial placement is based on the lowest Educational Functioning Level of the tests given within 3 days of the first test of the program year. A pre test is considered if it occurs up to 90 days prior to the program year and the test code and component match the test code and component of the test having the lowest Educational Functioning Level of the first test(s) in the program year. Excellence level: 39.6% State Goal: 36.0% Baseline level: 28.8% 2

LABEL DESCRIPTIONS Educational Functioning Level (EFL) The initial assessment is the basis for placing individuals in an entering educational functioning level according to state guidelines (NC CCR Assessment Policy Manual). The local program decides, in accordance with state guidelines, the skill areas most relevant to the individual s needs or the program s curriculum and assesses the individual in those areas. At a minimum, individuals must be assessed in reading, writing, listening or math. If multiple skill areas are assessed and the individual has different abilities in different areas, the program should place the individual according to the lowest educational functioning level based on the Educational Functioning Level scale, score, or subject, in that order. The Educational Functioning Levels are as follows: Adult Basic Education (ABE) o BEG ABE LIT Beginning ABE Literacy o BEG BASIC ED Beginning Basic Education o LO INTERM BASIC ED Low Intermediate Basic Education o HI INTERM BASIC ED High Intermediate Basic Education o LO ADULT SEC ED Low Adult Secondary Education o HI ADULT SEC ED High Adult Secondary Education English as a Second Language (ESL) o BEG ESL LIT Beginning ESL Literacy o LO BEG ESL Low Beginning ESL o HI BEG ESL High Beginning ESL o LO INTERM ESL Low Intermediate ESL o HI INTERM ESL High Intermediate ESL o ADVANCED ESL Advanced ESL receiving Adult Education and Family Literacy Act (AEFLA) services during the program year receiving 12 or more hours of AEFLA services during the program year Percentage of individuals served receiving 12 or more hours of AEFLA services during the program year Total Periods of Participation. A period of participation refers to the period of time in which an individual receives 12 or more hours of service without a break in service. If an individual has a break in service of more than 90 days, and returns to receive additional services during the program year, a new period of participation is established. may have more than one Period of Participation during a program year. Measurable Skill Gains () Includes an educational functioning level gain through pre post testing, entry into postsecondary education after program exit, awarding of Carnegie Units for progression from ABE Level 5 to ABE Level 6, or receipt of a secondary credential. Only one is reported for each period of participation. Period of Participation (POP) s by Category Percentage of in which the indicated outcome was achieved. If an individual achieved multiple outcomes during a POP, the credit was provided to the category listed first below. Adult High School (AHS) graduate. Individual graduated with a secondary school diploma. High School Equivalency. Individual passed an exam administered by a recognized agency. (Examples are: GED, HiSET and TASC) Individual left the program and was found to have enrolled in a post secondary institution. Post secondary enrollment was determined based on data matching with NCCCS data and data from the National Student Clearinghouse. Individual entered with less than 50% of required AHS credits and obtained enough AHS credits to exceed the 50% threshold. Individual scored high enough on the posttest to be placed into a higher educational functioning level. Total: The proportion of in which there was a Measurable Skill Gain. 3
