Changes in transnational European Territorial Cooperation Programmes Three new transnational Programmes: Danube; Adriatic-Ionian (Adrion); Baltic Mediterranean.

EUSAIR All Programmes operating in the area shall contribute to the implementation of the EUSAIR goals, e.g.: Programmes directly managed by EU COM: e.g.: Life+, Creative Europe, Horizon 2020, Cosme, Erasmus +; ETC interregional, transnational and bilateral Programmes; ERDF, ESF, EMF funds; Contribution from other institutions (e.g. EIB, BERD, WBIF); National/ international public/private donors. Adrion will contribute to support the governance and implementation of EUSAIR, and its projects can contribute to the governance & implementation of the Action Plan

EUSAIR macro-region - principles Like the other existing macro regions (the Baltic Sea Region, the Danube Region), also EUSAIR is characterised by the "3 Nos": NO new funds; NO new legislation; NO new institutions The macro region launch coincides with the start of the 2014-2020 programming period, allowing to embed it in EU, national and regional Programmes, and to mobilise all policies and programmes in support of the approach

The Ariatic Ionian transnational programme ADRION OVERALL GOAL To promote sustainable economic and social prosperity of the Adriatic and Ionian region through growth and jobs creation, by improving its attractiveness, competitiveness and connectivity while at the same time preserving the environment and ensuring healthy and balanced marine and coastal ecosystems.

Brief overview of the territorial anaysis Overall growing of R&D intensity but still lagging behind the EU average; Extraordinary but fragile environmental ecosystem subject to high pressures from human activities Low investments in environmental infrastrustures, innovative technologies for the prevention of natural risks and use of renewable energy sources; Imbalanced development of infrastructures and modes of transport due to structural weaknesses, low level of maintenance and little investments in ifrastructures; Unbalanced regional development(weak territorial cohesion), combined with ageing population and de population in mountain and rural areas; Rich biodiversity of the region in terms of variety of cultures High tourism relevance in participating Countries; strong concentration of seasonal tourism in coastal areas.

*EU available funds 99,2 milion EUR out of which ERDF 83,5 milion EUR IPA 15,7 milion EUR *EU co-financing rate: up to 85% *Seat of the implementing bodies (MA,CA, AA, JS) Bologna - Emilia Romagna Region

Thematic Objectives and Investments priorities Priority 1 - Innovative and smart region (IP 1b) -Support the development of a regional Innovation system for the Adriatic-Ionian area Priority 2 - Sustainable region (IP 6c) - Promote the sustainable valorisation of natural and cultural assets as growth assets in the Adriatic-Ionian area/region {IP 6d - Enhance the capacity in transnationally tacking environmental vulnerability1 fragmentation and the safeguarding of ecosystem services in the Adriatic-Ionian area/region Priority 3 - Connected region (IP 7c) - Enhance capacity for integrated transport and mobility services and multimodality in the Adriatic- Ionian area/region Priority 4 - Towards a better governance of the EUSAIR IP (IP 11) - Facilitate the coordination and implementation of the EUSAIR by enhancing institutional capacity of public administrations and key stakeholders and by assisting the progress of implementation of joint priorities. Programme priorities, TOs and IPs are in line with the overall EUSAIR goals

Budget Available ERDF funds : around 224 Mio Available IPA funds: around 9 Mio ERDF co-financing rate for partners not concerned by state aid: 85% ERDF co-financing rate for economic operators and structures concerned by state aid: 85% or 50%

Projects organised by modules of 12/18 months: Module 1: Studies / Common strategies Module 2: Action plans / Transnational experimentation / Local transfer Module 3: Capitalisation / Transfer / Mainstreaming Focus on synergies mechanisms, thematic communities and clusters e.g. by realizing horizontal projects Focus on performance and measurable results Enhanced participation of private sector (SMEs) and civil society (private co-financing in priority axis 1-3)

PRIORITY AXIS 1:Promoting Mediterranean innovation capacities to develop smart and sustainable growth : Specific Objective 1.1: To increase transnational activity of innovative clusters and networks of key sectors of the MED area Available ERDF budget : 72 Mio Available IPA budget: 3 Mio = 32% of ERDF and IPA budget Private co-financing for ERDF partners

PRIORITY AXIS 2: Fostering low carbon strategies and energy efficiency in specific MED territories: cities, islands and remote areas Specific Objective 2.1: To raise capacity for better management of energy in public buildings at transnational level Specific Objective 2.2: To increase the share of renewable local energy sources in energy mix strategies and plans in MED territories Specific Objective 2.3: To increase capacity to use existing low carbon transport systems and multimodal connections among them Available ERDF budget : 45 Mio Available IPA budget: 1,9 Mio = 20% of ERDF and IPA budget Private co-financing for ERDF partners

PRIORITY AXIS 3: Protecting and promoting Mediterranean natural and cultural resources Specific Objective 3.1: To enhance the development of a sustainable and responsible coastal and maritime tourism in the MED area Specific Objective 3.2: To maintain biodiversity and natural ecosystems through strengthening the management and networking of protected areas Available ERDF budget : 76 Mio Available IPA budget: 3,2 Mio = 34% of ERDF and IPA budget Private co-financing for ERDF partners

PRIORITY AXIS 4: A shared Mediterranean Sea Specific Objective 4.1: To support the process of developing multilateral coordination frameworks and strengthening the existing ones in the Mediterranean for joint responses to common challenges Available ERDF budget : 18 Mio Available IPA budget: 0,4 Mio = 8% of ERDF and IPA budget NO private co-financing!

ITALY - CROATIA Program budget is around EUR 221 million ERDF PRIORITY AXIS 1: Innovation and internationalization Specific Objective 1.1: Enhance the framework conditions by cooperation of innovation system players in the sectors of the blue economy PRIORITY AXIS 2: Climate change adaptation Specific Objective 2.1: Make the Programme area more resilient to climate change Specific Objective 2.2: Safeguard the Programme area from natural and man-made disaster PRIORITY AXIS 3: Environment and culture heritage Specific Objective 3.1: Make natural and cultural heritage a leverage for economic and territorial development Specific Objective 3.2: Contribute to protect and restore biodiversity in the Adriatic Basin Specific Objective 3.3: Improve the conditions of the environmental quality of the Adriatic Basin by use of sustainable and innovative technologies and approaches to reduce pollution PRIORITY AXIS 4: Transport Specific Objective 4.1: Improve the quality, safety and environmental sustainability of marine and coastal transport services and nodes by promoting multimodality in the programme area
