Expression of Interest (EoI) Inviting Pre-Bid Offer for Supply, Installation & Commissioning of VSAT RF equipment in Ext-C band and VSAT Baseband Hub equipment for Satellite communication network with CAMC for 7 Years for RF HUB for EXT C Band and Base Band HUBs and agreement for comprehensive repair charges for 7 years for VSATs after warranty period against STP, BSNL tender No. CGMP/CHI/MM/NIT-7/HUB EQPT/2017-18/ dated 05-02-2018 STP, BSNL, Chennai has floated the subject tender for Supply, Installation & Commissioning of VSAT RF equipment in Ext-C band and VSAT Baseband Hub equipment for Satellite communication network with CAMC for 7 Years for RF HUB for EX C Band and Base Band HUBs and agreement for comprehensive repair charges for 7 years for VSATs after warranty period. The tender is for two packages as follows: 1. Package-I: VSAT RF equipment in 1+1 configuration Extended C-Band 2. Package-II: VSAT baseband hub equipment in (1+1) configuration for satellite communication network TCIL intends to participate in this tender along with eligible partners for both the packages. This EOI is being published for selection of eligible and reputed OEMs/Vendors for partnering in the Bid Response submission and project execution if awarded. The complete project scope and responsibilities are available in the subject tender published on the STP, BSNL e-tendering portal www.tenderwizard.com/stpbsnl. OEM/Vendor shall go through tender and understand the complete project scope, however Eligibility/Technical response to this EOI may be submitted for individual subsystems covering its scope or as a whole covering the project scope. Your valuable response is requested for participating in this opportunity in partnership with TCIL on the following broad basis: 1. TCIL will be the Bidder and System Integrator for this tender. 2. The OEM/vendor shall possess min. 5 years of experience of having supplied and installed the equipment to any Telecom Service provider/defence organization/government organization in India as per tender conditions given below : a. For Package-I: i. RF equipment for Ext. C/ C -band equipment including Antenna, HPA, Up / down convertors, LNA from two agencies. b. For Package-II: i. Baseband equipment working in Ku, Ext C/ C from two agencies ii. VSAT equipment (IDU, BUC & LNB) for 500 nos for Ku- band, 100 nos for Ex C/ C band. Page 1 of 6
c. OEM shall submit the user experience certificates clearly mentioning the details of the supplied equipment such as the supplied quantity, make/model and date since the supplied equipment is in operation etc. as per the format given in Annexure-1. The equipment shall be in operation at least for last one year on the date of submission of the bid. 3. OEM Authorization: OEM shall authorize TCIL to participate in this tender as per the manufacturer s authorization format given in Annexure-1 to undertake the tender scope for the offered products. 4. Undertakings from OEM: OEM/Vendor shall submit the undertaking to the various clauses as per tender conditions duly signed and stamped by authorized signatory as per format given in Annexure-3. 5. All the offers from OEM/vendor shall be accompanied with an Earnest Money Deposit of Rs. 5,00,000/- (Rupees five lakhs only), valid for a period of 180 days from date of bid opening, in the form of Demand Draft payable at New Delhi/Delhi or Bank Guarantee in the prescribed format (Annexure-4) from a Scheduled Bank having branch in New Delhi/Delhi, in favour of Telecommunications Consultants India Limited along with the offer. 6. Warranty: OEM shall provide 01 year onsite comprehensive warranty including spares for equipment supplied from the date of commissioning for the equipment in both packages. 7. Comprehensive Annual Maintenance Contract (CAMC): OEM shall provide 07 years CAMC support after expiry of 1 year warranty for RF HUB for EX C Band (Package-I) and Base Band HUBs (Package-II) including spares. OEM/vendor shall also quote for Gateways operations on 24x7 basis ( 3 Shifts (one Engineers per Shift + one extra for day shift) of 8 Hours are to be organized per day for gateway) for 7 years. An agreement to this effect shall be signed between TCIL and OEM/vendor. 8. Comprehensive Repair Charges: OEM/Vendor shall also provide comprehensive repair charges (CRC) for 7 years for VSATs supplied under Package-II. An agreement to this effect shall be signed between TCIL and OEM/vendor. 9. OEM/vendor shall carry out the preventive maintenance of all supplied equipment at VSAT Hub once in every six(6) months as per OEM s recommendation/guidelines by qualified personnel during 8 years including warranty period for Package-II. 10. Spares and Maintenance support: The OEM/Vendor shall explicitly undertake (as per format given in Annexure-1) to provide support in terms of provision of spares, repair/replacement/maintenance of faulty equipment and software patches and upgrades for a period of 10 years. 11. Delivery schedule is as follows: a. Package- I b. Package-II i. Delivery of goods within 6 months from date of issue of PO. ii. Installation and commissioning 1 year from the date if issue of PO i. Delivery of goods within 6 months from date of issue of PO ii. Installation and commissioning 9 months from the date of issue of PO. c. One set of baseband equipment including EMS and Ku-band VSAT equipment will be ordered initially. Remaining equipment will be ordered subsequently. d. Consignee shall be intimated at the time of placement of Purchase order. 12. Training: OEM shall arrange for conducting the training for BSNL officials as per the following modalities: a. Package I: Onsite training on RF equipment at Hub location for about 20 Officers of BSNL for system design, operation and maintenance and troubleshooting of VSAT Network for 5 working days in phases free of cost. b. Package II: Onsite training at DVB-S2x VSAT Hub Location for about 20 Officers of BSNL for system design, operation and maintenance and troubleshooting VSAT Network for 5 working days in phases free of cost. 13. Clause by clause compliance of all the tender terms and conditions including technical specifications (TEC GR s and any other specifications as per tender provided in Annexure- 2), and other tender clauses shall be submitted as part of the response to this EOI. Bidder may mark any clause not pertaining to the subsystem they are quoting for as not applicable 14. Clause by clause compliance shall also be submitted for this EOI document. 15. OEM shall mention make/model and Country of Origin for each of the offered equipment 16. OEM/Vendor shall provide all the necessary technical literature, data-sheets, brochures, manuals, proposed system design, layout drawings, schematics, link budget etc. in support of the offered equipment. 17. OEM/Vendor shall ensure that the equipment proposed for this tender has a valid Type Approval Certificate (TAC)/TSEC as per TEC GRs specifications. If the same is not available, OEM/vendor has to obtain necessary TAC/TSEC within 4 months after issue of PO. Samples shall be arranged by OEM/vendor for evaluation. OEM/Vendor is responsible for any delay in supplies occurring due to delay in obtaining TSEC approval for their products. 18. OEM shall submit their support & maintenance plan envisaged to meet the requirements as per tender. Page 3 of 6
19. The OEM/Vendor shall have at least one Technical Support Centre in India. The OEM/vendor, shall furnish the names, locations, complete postal address, Telephone numbers and FAX numbers of all Technical Support Centre. The OEM/vendor shall establish adequate repair facilities for repair of faulty equipment in India. The number and location of repair facilities should be such as to meet the requirement of repairs and turnaround time provided in the bid document. 20. OEM/ Vendor shall be responsible for the completeness of the system offered for both Package-I & Package-II as per the tender requirements. Any equipment/fitting/accessories which may not be specifically mentioned but which are necessary for the satisfactory function of the systems shall be quoted. As per the tender conditions, OEM can participate directly or can authorise not more than one bidder to participate in tender with OEM technology. Based on the response to the above clauses and the offer submitted, OEM/vendors will be shortlisted. Shortlisted OEM/vendors shall enter into a MoU/Teaming agreement with TCIL on mutually agreed terms and conditions. TCIL has the right to select the most competitive & compliant techno-commercial offer. 1. The selected OEM/vendor shall submit a PBG & EMD to TCIL on award of P.O. subject to the package awarded by BSNL, limited to their own scope of work in the following manner: a. Performance Bank Guarantee: PBG of 5% of the PO value shall be submitted to TCIL within 7 days from the date of issue of PO by TCIL valid for a period of Three years in the prescribed format, which shall also cover the performance obligation regarding the contract during warranty period. The PBG will be discharged by TCIL after completion of OEM/vendor performance obligations including any warranty obligations under the contract. b. Earnest Money Deposit: An amount equivalent to maximum 2% of contract value shall be furnished in the form of DD/Banker s Cheque OR Bank Guarantee from a scheduled bank which shall be valid for 180 days after tender opening date. EMD will be released only after satisfactory completion of the contract. 2. Payment terms: On back-to-back basis for each package as per tender conditions mentioned below: A. Package-I a) 70% of the cost of equipment within 1 month After receipt of the equipment/material at sites in good condition. b) 20% of the cost of equipment within 1 month after installation and commissioning of RF equipment including validation &NOCC testing. c) Remaining 10 % of the cost of Equipment within 1 month After completion of successful warranty of one year from date of commissioning of equipment. B. Package-II I. For Baseband Hub equipment (Sl no 1 to 4 of Package II) and VSAT IDU a) 70%of the cost of equipment within 1 month After receipt of the equipment/material at sites in good condition. b) 20% of the cost of equipment within 1 month after installation and commissioning of baseband equipment including validation / testing. c) Remaining 10 % of the cost of Equipment within 1 month After completion of successful warranty of one year from date of commissioning of equipment. II. For VSAT equipment consisting of BUC, LNB( Sl no 5(b) to 5(g) a) 90%of the cost of equipment within 1 month after After receipt of the equipment/material at sites in good condition and QA tested for indigenous and FTR for imported items. b) Remaining 10 % within 1 month, after completion of 6 months from the date of completion of I&C or on submission of PBG for 10% of equipment cost from the date of completion of I&C. 3. Payment for CAMC & Gateway operations shall be made on back-to-back basis after end of each six months period, after successful execution of the works under the CAMC Agreement within 1 month from the receipt of Gateway Equipment & Gateway Operations bills duly completed. 4. CRC: Two months before the expiry of the PBG (5% of P.O value), the OEM/Vendor shall deposit additional performance guarantee of 2% of the P.O. value in the form of a bank guarantee for Comprehensive Repair Contract (CRC) obligation and AMC (valid for 7 and ½ years) as per the prescribed format. The Bank Guarantee shall be discharged after successful completion of OEM/vendor performance obligations under the Agreement and subsequent extension if any or in the event of any default in the execution of the agreement by the OEM/Vendor as per terms and conditions of the agreement, the Bank Guarantee shall be invoked either in part or in full. 5. Payment for CRC: Bills for repair charges of cards/modules/units shall be paid within 1 month after the receipt of the bill duly completed in case of successful execution of the works under this Agreement. The bills shall be submitted on a monthly basis with satisfactory performance report by in-charge of the circle. 6. OEM shall submit the price quote with 180 days validity from the tender opening date for supply of the offered goods/equipments. OEM shall mention applicable rate of ED / CD / applicable GST and delivery term (Inco term) used. 7. OEM/Vendor shall sign an Integrity Pact with TCIL at the time of award of contract award. 8. Any levies, taxes, duties applicable on offered equipment/items shall be clearly specified in the price offer. 9. All other terms & conditions for this pre-bid offer shall be as per the subject tender and its amendments/ clarifications/corrigendum. 10. Interested OEMs/Vendors shall submit their techno-commercially compliant responses, along with the supporting documents sought as per the tender document and this EOI, to the undersigned latest by 13.03.2018. The response should contain documents establishing experience in similar field, technical and financial details as stated above.
