The Sufflk Cunty Landbank Crpratin ( SCLBC ) is sliciting qualified nn-prfit cmmunity husing develpment partners ( CHDP ) t prvide husing maintenance, security, prperty management, rehabilitatin, and dispsitin services in cnnectin with the redevelpment and rehabilitatin f vacant, abandned, and freclsed hmes within Sufflk Cunty ( The Cunty ). Please prepare and submit a statement f yur rganizatin s qualificatins (hereinafter Qualificatin Statement ) in accrdance with the prcedure and schedule in this RFQ. SCLBC intends t qualify the rganizatin(s) that (a) pssess the prfessinal, financial, and administrative capabilities t prvide the prpsed services, and (b) will agree t wrk under the cmpensatin terms and cnditins determined by SCLBC. 1.2. Backgrund. In 2013 the New Yrk State Empire State Develpment Crpratin apprved the Cunty s applicatin t establish the SCLBC, a nt-fr-prfit, Land Bank Crpratin which gives the Cunty discretin t acquire, dispse f r redevelp tax delinquent, tax freclsed, vacant r abandned prperties lcated thrughut the Cunty. Since 2015, it has been a strategic gal f the SCLBC t acquire and either rehabilitate r facilitate the redevelpment f vacant, hmes in areas highly affected by the 2007-2008 subprime mrtgage crisis, and subsequent freclsure crisis. This prgram, nicknamed the ARBOR prgram (Acquire and Renvate Bank Owned Residences), seeks t stabilize neighbrhds and prevent decline in prperty values, while als revitalizing neglected cmmunities, with an emphasis n wner ccupancy f quality, mdernized, rehabilitated, and affrdable hmes. The SCLBC redevelps these prperties in a respnsible by manner utilizing qualified rganizatins fr purpses that benefit the surrunding cmmunities, prviding wrkfrce husing t eligible and qualified hmebuyers within certain incme limits as established by the SCLBC.
[2] The SCLBC is currently seeking additinal CHDPs which can successfully implement all prgram administratin requirements in assciatin with this effrt and facilitate cmmunity revitalizatin and neighbrhd stabilizatin. 1.3. SECTION 2 SCOPE OF SERVICES 2.1. Overview The SCLBC is currently seeking qualificatin statements frm CHDPs that pssess the ability and experience t acquire, maintain, rehabilitate, and sell t eligible, incme qualified hmebuyers, vacant and freclsed hmes lcated within the Cunty. The Respndent must state in its prpsal if it can prvide the Services including but nt limited t thse set frth belw in Sectin 2.2 (Scpe f Services). The Respndent must affirmatively state if it is unable t prvide a particular service. The Respndent must prvide detailed infrmatin as t hw the Respndent will prvide the listed services set frth in paragraph 2.2. The Scpe f Services des nt include the selected Respndent taking title t the prperties acquired. Title t such prperties shall be held by the SCLBC. The Respndent(s) selected shall be required t execute a written agreement with the SCLBC in accrdance with the Scpe f Services set frth herein. 2.2. Scpe f Services SCLBC seeks a cmprehensive prpsal that describes the full prcess necessary t implement specific requirements which include but are nt limited t the fllwing:
[4] Prperty Rehabilitatin and Maintenance Perfrm r prcure all services necessary t implement prgram activities relating t the maintenance, and rehabilitatin f residential prperties acquired, including, withut limitatin, the fllwing (as agent f the SCLBC): Rehabilitatin Interir and Exterir Cnstructin, Rehabilitatin and General Cntracting, including but nt limited t: Engineering Inspectin and determinatin f eligible imprvements. Architectural design Preparatin f prject budgets, plans, specificatins and wrk scpes fr each prperty, subject t the apprval f the SCLBC. Securing f permits, variances, r ther municipal apprvals that may be necessary. Interfacing with Twn Building Cde Officials as necessary. Assessment and remediatin f envirnmental hazards such as asbests, lead based paint, undergrund il tanks, and mld. Cnstructin cmpliance with Enterprise Green Cmmunities Criteria r ther Green building standards as may be apprved by SCLBC Mnitring f rehabilitatin prgress and prject management. Reprting prgress t SCLBC fficials. Maintenance Lawn and/r Snw Remval Services befre, during, and after cnstructin, as requested by the SCLBC and in accrdance with apprved specificatins and applicable cdes, until sale f the prperty. Implement and maintain security measures thrughut the hlding perid such as lcks, alarms, and security fencing, t prevent break-ins, squatters, vandalism, and/r theft.
