H.P. GOVERNMENT EMPLOYEES AS ON 3.3.3. GENERAL The data regarding the State Government employees is collected every year by the Department of Economics and Statistics, Himachal Pradesh with an object to ascertain the volume of employment in the State. The information is collected for all Himachal Pradesh Government employees including employees of Government undertakings, Corporations, Boards and Local Bodies etc. for all Regular, Non-Regular, Daily-paid, Adhoc, Contract etc. in position as on 3 st March. The data collected contains the detail of employees according to social status, sex-wise, class-wise, basic pay range, total emoluments and concentration of employees at different places. The information thus compiled over different years present the status and trend of employment in Government sector in the wake of implementation of various Plans, Programmes and Schemes under Five Year Plans. The present report which is 56 th in series presents the count of H.P. Govt. employees as on 3.3.3 working in various Govt. departments, Public undertakings and Local Bodies of the Pradesh. The information is collected from all the Heads of Departments at Headquarters and DDO s at Districts. (i). EMPLOYEES OF GOVERNMENT DEPARTMENTS (i) Volume

The total number of employees as on 3.3.3 stood at 6384 out of which 8476 i.e. 8.6 percent were regular employees and 463 or 8.4 percent were non-regular employees. The number of Adhoc employees were, Contract employees 576 Part time employees 853, Vidyaupasak/ Vol./PAT/PARA employees 5395 and Daily-paid employees were 337. Taking 3.3.99 as the base year, the index of regular employees as on 3.3.3 is 65. The indices of regular Government employees over previous decade have been shown in the following table: Sr.N o. 4 3.3. 3 46. 7475 66.7.7 (iii) The above table reveals that in Himachal Pradesh there is one gazetted officer for 7 non-gazetted employees. Distribution among various departments The distribution of regular employees according to departments as on 3.3.3 have been given in table-5. (iv) As per data shown in table-5, it is observed that out of the total 8476 regular employees of the govt.64 were in the Education department followed by 3546 in Public Works, 893 in IPH, 476 in Police, 4 in Medical, 7769 in Forests and 385 in other departments. Position of regular employees in major departments (v) (iv Women Employees Total number of women employees were 3943(. %) out of which 89 i.e. 4.8 percent were reported to be in gazetted cadre and 375 i.e. 95. percent in non-gazetted cadre as on 3.3.3. (vi) The highest number of 74 women were employed in Education Department followed by 5764 in Medical department. (v) Employment of Scheduled Castes and Scheduled Tribes The number of S.C. and S.T. regular Government employees were reported 3947 and 373 as on 3.3.3 which was.3 and 6.7 percent of the total 8476 regular employees. In Kangra district the maximum number of employees were 379 which counted for 7. % of the total state govt. employees. Among the district employees Kangra had the maximum no. of 379 (7.%) employees followed by Mandi district i.e.957(5.7 %). DISTRIBUTION OF EMPLOYEES IN PUBLIC UNDERTAKINGS There were 3689 employees in state Public Undertakings, out of which 389 were regular and 464 were nonregular as on 3.3.3. Out of the total 3689 employees of Public Undertakings 599 (55.9 %) were in the H.P. State Electricity Board

followed by 83 (.8 %) in HRTC and 354 (6.4 %) in H.P. State Forest Corporation. Non-Regular, 464 Regular Non-Regular Regular, 389 4. DISTRIBUTION OF EMPLOYEES IN LOCAL BODIES There were total 3384 employees in local bodies, out of which 33 were regular and 6 non-regular as on 3.3.3. Out of the total 3384 employees of local bodies Shimla District has the highest share of 37 employees which is 4.5% of the total followed by 46 in Solan, 36 employees in Municipal Committee, Kangra, and 67 in Chamba and 53 in Mandi. 6 Regular Non-Regular 33 (ix)
