Preamble: In pursuance of the administrative instructions, along with the guidelines and operational modalities circulated by Government of India, vide letter dated 16-07- 1999 placed no. at 1, the State Government, under Agriculture & Co-operation Deptt. GR No.RKB-1099-2644 (G 116)-K.7 (P.II), Dated: 10.12.1999 placed no. at 2, has accepted for implementation of National Agricultural Insurance Scheme- NAIS (i.e. Rashtriya Krishi Bima Yojana - RKBY) by replacing (old) Comprehensive Crop Insurance Scheme (CCIS) from Rabi, 1999-2000 season. As per Government of India letter No. at 3, Ministry of Agriculture, Dept. of Agri. & Co-op., Govt. of India, New Delhi had instructed to continue NAIS for the year 2015-16. As per Government of India letter No. at 4, Ministry of Agriculture, Dept. of Agri. & Co-op., Govt. of India, New Delhi had issued administrative approval for continuation of the scheme of NAIS for the year 2015-16. 1

The issue of continuation of the National Agricultural Insurance Scheme- NAIS (RKBY) and declaration of defined areas there under for Rabi-Summer, 2015 season and other related issues were discussed at length by the SLCCCI in the 36 th meeting held on 19/10/2015 at Sachivalaya, Gandhinagar as per circulated minutes of 36 th SLCCCI placed no. at 5. Accordingly, it was decided to continue NAIS for the Rabi-Summer-2015-16 and the declaration of the defined areas there under during Rabi-Summer, 2015-16 season in the State are notified as per this resolution. RESOLUTION: - As per Operational guidelines of NAIS & decisions taken in the 36 th meeting of SLCCCI, the State Government is pleased to continue the National Agricultural Insurance Scheme- NAIS (i.e. Rashtriya Krishi Bima Yojana - RKBY) during Rabi- Summer, 2015-16 season with the following conditions: (1) Farmers covered All farmers including sharepers, tenant farmers growing the notified s in the notified area are eligible during Rabi-Summer, 2015-16 season on the following basis: (A) On Compulsory Basis: All farmers growing notified s in the notified Defined Areas and availing Seasonal Agricultural Operations (SAO) loans and have declared to nodal bank that they have actually sown the for which the loan is availed from financial institutions (i.e. Loanee farmers) within the stipulated period. (B) On Voluntary Basis: All other farmers growing insurable notified /s in the notified Defined Area and not availed Seasonal Agricultural Operations (SAO) loans (i.e. Non-Loanee Farmers) who opt for the scheme. (2) Crops covered in NAIS for Rabi-Summer, 2015-16 are: 1. Wheat (Irrigated) 2. Wheat (Un-Irrigated) 3. Rapeseed and Mustard 4. Gram 5. Potato 6. Summer Bajara 7. Summer Groundnut 8. Cumin 9. Fennel 10. Isabgul 11. Onion 12. Garlic 2

(3) Defined Areas for the Rabi-Summer, 2015-16 The wise 625 notified defined areas for the Rabi-Summer, 2015-16 season are given in the Annexure-A. (4) Crop wise sum insured, premium rates and indemnity level for Rabi- Summer, 2015-16 Crop wise sum insured, premium rates and indemnity level for Rabi-Summer, 2015-16 for loanee and Non-loanee which is calculated by the implementing agency, i.e. AIC of India Ltd., and approved in SLCCCI are annexed as Annexure-B. a. Sum Insured: The Sum Insured (SI) may extend to the value of the threshold yield of the insured at the option of the insured farmers. However, a farmer may also insure his beyond value of threshold yield level up to 150% of average yield of notified area on payment of premium at commercial rates. In case of Loanee farmers the Sum Insured would be at least equal to the amount of loan advanced. Further, in case of Loanee farmers, the Insurance Charges shall be an additionally to the Scale of Finance for the purpose of obtaining loan. In matter of Crop Loan disbursement procedures, guidelines of RBI/NABARD shall be binding. b. Premium Rates & indemnity Level: Flat premium rates & indemnity level for food and oilseeds and actuarial premium rate for annual commercial & horticulture s will be continued as per Annexure-B. (5) Subsidy in premium rate As per administrative approval from GOI, 10% subsidy is to be provided to small & marginal farmers in premium amount in Rabi-Summer, 2015-16 season shared equally by State and Central Government. (6) The committee has decided to stipulate important conditions applicable for coverage of risk which are as follows: 1. In case of joint land holding, total insurance coverage shall be restricted to the total area jointly owned by account holders as per revenue record, either for individual farmer or jointly. 3

2. If drought situation arises and there are no chances of survival of the, installment of loan subsequent to the declaration of drought shall not be covered under insurance. 3. Loans given for unsown areas will not be covered by the Scheme. because, indemnity claims will arise under the Scheme, only after the has been sown and in the event of failure. Mere disbursement of loans by the financial institutions / submission of Proposal by a Nonloanee farmer will not entitle him for compensation under the Scheme. 4. In the areas where is sown but, withered away /damaged on account of adverse seasonal conditions / pest and / or diseases and also where there is no possibility of reviving the, no further loaning should be made by the financing institutions. Any further loaning in such cases shall not be covered by the Scheme. 5. The Scheme covers notified s until harvesting stage only. Losses caused to s which are spread in the field for drying after cutting / harvesting are excluded from the scope of the Scheme. 6. State Level Bankers Committee (SLBC), Lead Banks and District Central Cooperative Banks (DCCB) have to take all necessary steps to popularize this insurance scheme among Non Loanee Farmers. (7) Cut-off dates of loan disbursement installment, Proposal form and Crop/area sown Declaration form for insurance coverage and Special Conditions for On Line Data Entry & Reporting. Cut-off dates of loan disbursement / installment for notified s of Rabi-Summer, 2015-16 shall be as per column no.2 of Table-1. However, the cut-off dates for Rabi-Summer s for submission of the proposal of insurance coverage is extended as per column no. 3 of Table-1 for this year. Operationalization of the Crop Insurance Scheme shall be in the following manner: STEP:1 Proposal Form of Insurance coverage for Loanee and Non-Loanee farmers. A. Farmers' responsibility 1. Every proposal for insurance will be generated by Loanee/Non-loanee farmer by making data entry on i-khedut portal (ikhedut.gujarat.gov.in or kcc.gujarat.gov.in) within prescribed time limit shown as per column-3 of Table-1. Duly signed copy of such 4

computer generated & printed proposal form will be submitted by the farmer to the concerned bank within prescribed time limit shown as per column-4 of Table-1. B. Financial institutions/ Nodal Banks/ Loan disbursing Point s responsibilities: 1. As per the provisions of NAIS it is compulsory to insure loans disbursed for all notified in notified areas. Therefore banks should collect premium & the physical Annexure-I at the time of loan disbursement from the farmers and make it online and got sign of farmers on printed copy of Annexure I. 2. Concerned bank will receive a computer generated & printed proposal forms as submitted by loanee/non-loanee farmers as per prescribed format in annexure -I & II, respectively. 3. Thereafter, the concerned bank using assigned user ID and Password, will enter the auto generated number of computer generated printed proposal at kcc.gujarat.gov.in portal and provide computer generated receipt of this form to the concerned farmer. Upon verification of the details, the banker will authorize the same for submission of details to the AIC along with the remittance of requisite premium amount through their Nodal Bank. 4. Concerned bank will verify the date of first loan installment given to the farmers as mentioned in computer generated printed proposal form and if the date is beyond the limit of loan disbursement period shown in column-2 of Table-1, the proposal form will be rejected for the insurance purpose. 5. Based on aforesaid proposal forms submitted by loanee/nonloanee farmers, concerned bank has to submit consolidated statement of farmers' village wise land account no.,, area sown, sum insured, premium amount etc., report in prescribed format of the Implementing Agency (AIC) within the time limit as shown in column-5 of Table-1 through their Nodal Office. 5

STEP: 2 Final Crop/area sown Declaration Form of Insurance coverage for Loanee and Non Loanee farmers. A. Farmers' responsibility 1. Every loanee/non-loanee farmer who has changed the / area sown as reflected in the proposal form submitted to the bank earlier or otherwise will generate final /area sown Declaration Form by making online data entry on i-khedut portal (ikhedut.gujarat.gov.in) with in prescribed time limit shown in column-3 of Table-2. Duly signed copy of such Computer generated & printed /area sown Declaration Form will be submitted by the farmer to the concerned bank with in prescribed time limit shown in column-4 of Table-2. 6

If any farmer fails to submit the /area sown Declaration Form within prescribed time limit to the concerned bank, the details of /area sown in the proposal form submitted earlier would be treated as final and process of insurance coverage will be on the basis of the said proposal form only. If any discrepancy arises in the / area sown as reflected in the proposal form, the said farmer will be debarred from National Agricultural Insurance Scheme (NAIS) and the insurance premium amount paid by such farmer will be forfeited. B. Financial institutions/ Nodal Banks/ Loan disbursing Point s responsibilities: 1. Concerned bank will receive computer generated final /area sown Declaration Forms as submitted by loanee and non-loanee farmers as per prescribed format in annexure-iii & IV respectively. 2. Thereafter, the concerned bank using assigned user ID and Password, will enter the auto generated number of computer generated & printed final Crop/area sown Declaration Forms in kcc.gujarat.gov.in portal and provide computer generated receipt of this form to the concerned farmer and also verify of the details of such Crop/area sown Declaration Forms. 3. Based upon aforesaid final Crop/area sown Declaration Forms & any subsequent loan disbursement amount taken by the farmers, the concerned banker has to submit a final consolidated statement of farmers, area sown, sum insured, premium amount etc in the prescribed format to the implementing agency (AIC) with in prescribed time limit as shown in column-5 of Table-2. 7

(8) Cut-off dates for submission of yield data to AIC As per the guideline given by Govt. of India, broad cut off dates for receipt of yield data for Rabi/Summer season is January to March. However, this seasonality discipline may be modified if and where necessary in consultation with state and Govt. of India. The cut-off dates for submission of yield data to AIC were proposed as under for timely sanction of claims for Rabi-Summer, 2015-16 season as following: Last date for Name of submission of yield data to AIC Wheat (I), Wheat (UI), Gram, Rape & Mustard, Cumin, Isabgul, Fennel 15th June, Potato, Onion, Garlic 30th June, Summer Bajra & Summer Groundnut 15th July, 8

(9) Threshold yield : Threshold yield for the new talukas would be calculated by Implementing Agency. For the respective notified s, threshold yield of new Taluka would be the same as that of the original Taluka area from which it is separated. Wherein new Taluka has been carved out of more than one Talukas, the threshold yield of new Taluka will be calculated using past yield data of higher stratum. (10) All the talukas of different districts indicated in Annexure-A of this Resolution, for the respective s are hereby notified as DEFINED AREA under the RKBY (i.e. NAIS) for Rabi-Summer, 2015-16 season. (11) The Director of Agriculture, State Level Bankers Committee (SLBC), Lead Banks, District Central Cooperative Banks and Agriculture Insurance Company of India Ltd. should take necessary action to ensure the effective implementation of the scheme as per guidelines of NAIS & this Resolution. (12) The Director of Agriculture, Gujarat State, Gandhinagar and the Agriculture Insurance company of India Ltd., Ahmedabad should make necessary arrangements for the wide publicity of this scheme. (13) The Director of Agriculture, Gujarat State, Gandhinagar should ensure to conduct the requisite numbers of Crop Cutting Experiments i.e. CCES. (14) Banks as well as the AIC of India Ltd should verify and area sown details given by the loanee and non-loanee farmers by using their own resources. (15) During the Crop season, agricultural situation will be closely monitored by District Level Monitoring Committee(DLMC), who will provide fortnightly reports of agricultural situation with details of area sown, weather situation, pest incidence, stage of failure (if any) etc. to the implementing agency. (16) All concern nodal banks shall submit summary details of the farmers participated and benefited in the scheme, under SC/ST and others category to AIC with details including number of farmers, area insured, sum insured, premium paid, premium subsidy, consolidated summary in the declaration format, separately, at the end of season. (17) The financial Institutions would advance additional loan to loanee farmers to meet requirement of premium amount as applicable up to the extent of 9

(19) Administrative and Operational expenses to the extent of 20% of these expenses will be shared equally by the GOI and the GOG. (20) Expenses towards Bank service charges @ 2.5 % of net premium and total publicity charges shall be equally shared by the GOI and the GOG. (21) Risk of implementing Agency in meeting claims will be restricted to 100% of premium in case of food and oilseeds s. However, the implementing agency shall be responsible for any additional liability level in respect of food and oilseeds s, for which actuarial premium is charged under the scheme. (22) Implementing agency shall bear all the claims/losses in respect of annual commercial /horticultural s for which auctorial premium rates are being charged. (23) The expenditure on this account should be debited to the following budget head and should be met from the provision made in the subsequent financial year.
