Instructions to Bidders & Terms and Conditions:- A pre bid conference will be held on 28.02.2012 at 2.30 p.m. in Room No. 223 III KAB- Il, PUSA which all bidders are advised to attend so that bidders may get an overview about the existing quality of the Furniture etc. in the office. All intending bidders will be required to bring samples of all the items quoted for inspection of the Purchase Committee at KAB-II premises, Pusa, New Delhi-l 10 012 The bids are to be submitted in two parts in separate sealed envelopes i.e. Technical Bid and Financial Bid and these two envelopes should be placed in third Envelop Superscribed "BID FOR FURNITURE ITEMS FOR ICAR HQRS. KAB, PUSA, NEW DELHI". In case the prices are revealed in the Technical Bid, the bid will be summarily rejected. The Bidder's name, Telephone Number and complete mailing address should be indicated on the cover of all the three envelopes. The quantities included in the tender can be increased or decreased at the discretion of the Competent Authority, ICAR, Hqrs, Pusa, New Delhi. The firms may give their bids for all items or specific items. Bidders shall deposit EMD of Rs. 2S,000/-(Rupees Twenty Five Thousand Only) in the form of Bank Draft/Pay Order in favour of ICAR Unit, Education Division. Those bidders who are registered with the Central Purchasing Organization are exempted from earnest money (copy of the such order should be enclosed with the Technical Bid). EMD will be returned without any interest to all unsuccessful bidders once the contract has been awarded. 90% payment of the Purchase Order will be made on receipt, acceptance and satisfactory supply of Furniture and balance 10% payment will be released against bank guarantee of the same amount for the minimum warranty period of one year to cover the warranty obligations. The Bidder shall bear all cost associated with the display of sample Furniture and the Council (Purchaser) will in no case be responsible or liable for any cost, regardless of the conduct or outcome of the bidding process. Failure to furnish information required by the biding document or submission of bid not substantially responsive to the bidding document in every respect will result in rejection of the bid. Telex or Facsimile quotations are not acceptable. The Technical bid will include the following:- i) EMD of Rs.2S,000/-(Rupees Twenty Five Thousand Only) in the form of Bank Draft/ Pay Order. ii) Full particulars of the Government/Corporate Bodies for which the bidders have supplied Wooden Furniture in a single order valued at 5.00

lakhs or more in any of the three preceding Financial Years or current Financial Year. A documentary proof in this regard may be submitted. iii) A copy of Sales Tax Registration certificate. iv) The details of bid items along with specifications. v) The details of warranty offered by the bidders in respect of manufacturing defects as also against prevention of termite / borer in the items of furniture being supplied. The Financial bid should be submitted in theperforma given as Annexure-I of the tender. Opening and Evaluation of Technical Bid: The Local Purchase Committee of the Council will open all Technical Bids in the first instance on the appointed date, time and venue and will do the evaluation on the spot. The results of the evaluation of Technical Bids will be declared on the spot. Inspection of Sample Furniture: Immediately after declaration of the result of the evaluation of Technical Bid, inspection of sample furniture brought by the bidders will be done by the Local Purchase Committee. After inspecting the furniture of successful Technical Bidders, the Local Purchase Committee of ICAR will select the furniture items after perusing specification, quality and suitability of the furniture items. Opening and Evaluation of Financial Bid:- Immediately after selecting the furniture items, the Committee will open the Financial Bids of the bidders whose furniture items have been found suitable by the Committee. Arithmetical errors will be rectified on the following basis: If there is a discrepancy between words and figures, the higher of the two shall be taken as bid price. The Council will award the contract to the bidder whose bid has been determined to be the most responsive to the bidding document and who has offered lowest price. The quotation shall remain valid for a period not less than 120 days after the dead line fixed for submission of quotations. The Council reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of the contract without incurring any liability to the affected bidder/bidders or any obligations to inform the affected bidder/bidders of the grounds for the Council decision.

The Council at its discretion may exercise option to buy additional number of the same items from the successful bidder at the rate which has been quoted by him within six months of the placing of the initial order. The tenderer is at liberty to be present or to authorize a representative to be present at the time of Pre-bid conference and opening of the tender (Technical! Financial Bids). The name and address of the representative who would be attending Pre-bid Conference should be informed. Further the name and address of the representative who would be attending the opening of the tender on your behalf should be informed. Please also state the name and address along with telephone Nos. of your permanent representative, if any. The delivery of Furniture has to made within 03 days from the date of issue of Supply Order in the rooms of KAB-I/KAB-II. In case the firm fails to supply the furniture within the stipulated time, 0.5% of the whole supply order for each day will be deducted from the bill subject to the maximum 5% failing which the order will stand cancelled and earnest money will be forfeited.
