THE NATIONAL INDUSTRIES (LICENSING AND REGISTRA- TION) ACT, 1967 (No. 10 OF 1967) REGULATIONS Made under section 28 THE NATIONAL INDUSTRIES REGULATIONS, 2000 Short title Interpretation Act No. 10 of 1967 Application for industrial licence or certificate of registration Application to be on a prescri bed Form 1 1. These Regulations may be cited as the National Industries Regulations, 2000. 2. In these Regulations, unless the context otherwise requires- "Act" means the National Industries (Licensing and Registration) Act, 1967; "Board" means the Board appointed by the Minister under section 10A of the Act; "prescribe" in relation to forms means prescribed in the Schedule to these Regulations; "Registrar" means the Registrar of industries: 3. Every application for an industrial licence shall be submitted through the Board, and in case of application for a certificate of registration to the Registrar or Assistant Registrar. 4. Every application for a first grant or renewal of an industrial licence or a certificate of registration shall be in a prescribed form.

5. Every industrial licence shall be in the prescribed form. 6. Every regulation certificate shall be in the prescribed form. 7. Every licence shall be authenticated by an official seal. 8. The project with a fixed investment cost not exceeding one hundred million shillings shall be issued with a certificate of registration and a project with fixed investment exceeding one hundred million shillings shall be issued with an industrial licence. 9. The fee for a certificate of registration shall be US$ four hundred or its equivalent in Tanzania shillings and the fee for an industrial licence shall be US$ five hundred or its equivalent in Tanzania shillings. 10. Where the Registrar- (a) is satisfied that a holder of a licence issued in respect of a project has not, within the period of three years from the date of issue of the licence, implemented that project; and (b) &er requiring the person referred to in paragraph (a) to show cause why the licence issued in respect of the project shall not be cancelled, is satisfied that there is no sufficient cause, he may cancel the licence issued in respect of that project and shall report the matter to the Board. l1.+l) Every person who holds a valid temporary industrial licence or certificate of registration shall submit, in the case of temporary industrial licence to the Board, and in the case of registration certificate, to the Registar, a progress report once in every calender year. (2) Every progress report shall be in a prescribed form. (3) Any person who contravenes the provisions of paragraph (l) of this regulation commits an offence and upon conviction is liable to a fine of fifty thousand shillings payable to the Registrar of Companies. Every application for the transfer of an industrial licence shall be in the prescribed form. 13.--(l) The Board shall meet at least four times in a year. (2) Without prt:judiee.to the generality of subregulation (1) the Chairman may at any time call an emergency meeting. 14.--(l) The time within which a person may appeal to the Minister under the provisions of subsection (1) of section 24 of the Act shall be thirty days from the date of the communication of that person of such decision, revocation or variation. 2) The Minister may for any good or sufficient reason extend the time for the bringing of the appeal.
