This can be expressed as a percentile. A household is said to be in fuel poverty if it needs to spend more than 10% of its income on fuel to maintain a satisfactory heating regime (usually 21 degrees for the main living area, and 18 degrees for other occupied rooms). The Fuel poverty ratio is defined as: Fuel poverty ratio = fuel costs (modelled consumption x price) income. If this ratio is greater than 0.1 then the household is Fuel Poor. The fuel poverty ratio shows that fuel poverty can be considered to be an interaction of three main factors: The energy efficiency of the dwelling (affecting the numerator). The cost of energy (affecting the numerator); and Household income (affecting the denominator). Data, analysis and information on the methodology underlying the Fuel Poverty Index are available at the DECC website: http://www.decc.gov.uk/en/content/cms/statistics/fuelpov_stats/fuelpov_stats.aspx 26
