3803 Meeting of the Hoke County Board of Commissioners on Monday, September 21, 2015 at 7:00 p.m. in the Commissioners Room of the Pratt Building. Vice Chairman Thomas led the Pledge of Allegiance and Pastor-Eldress Artie McPhatter gave the invocation. (minutes continued from the September 21, 2015 meeting) 3804 Commissioner Southerland stated that he would like to pull item #b for comments. Motion: Commissioner Wright made a motion to approve the consent agenda except for item #b, seconded by Vice Chairman Thomas. Tom McNeill stated that phase V of the water system was complete costing about 11 million dollars taking about 8 years to complete. This phase makes the county current. The water system needs to be evaluated. They are looking at the PWC and City of Raeford water purchase agreements. The pumps sometime exceed the state required run time. Future requirements also need to be looked at. We need to also look at the possibility of building our own surface water plant. This RFQ will allow the county to look at future needs. The county could possibly stop water purchase agreements. Motion: Commissioner Southerland made a motion to approve item #b of the consent agenda, seconded by Vice Chairman Thomas. Request to Re-name a Portion of Bridges Road to Dr. N. W. McPhatter Road Chairman Leach stated that this will require a public hearing. The family of Mr. McPhatter was present. Mrs. Betty McPhatter Redmon stated that this request is being made by the family. Attorney Hunt stated that this public hearing is more extensive and will probably need to be heard on the 18 th of October due to sufficient time to advertise. Motion: Commissioner Wright made a motion to approve the public hearing to be held on October 18 th, seconded by Commissioner Southerland.
(minutes continued from the September 21, 2015 meeting) 3807 Financial Update Barry Mayo Mr. Mayo stated that Hoke County adopted a budget of $40,800,000.00. for FY 2016. Revenues collected at the end of August were 44.5% which is about 18.1 million. Expenditures were at 19.1% which is 6.2 million compared to last year which was at 16%. This attributed to departments turning in more purchase orders. It is too early to project how much will be spent at the end of the fiscal year. The enterprise funds for utilities are at 18.6% for expenditures and 4.2% for revenues and solid waste is at 38.3% for expenditures and revenues is at 58.3%. NCACC Video Update The update gave a report of the annual meeting which was held in August in Greenville, NC. The youth summit, which consists of youth from around the state, were also at the annual meeting. The strategic plan, which has been approved, is on the website. Manager s Report Ms. Edens stated that effluent pump station of the waste water treatment plant started up this week. They are going to start bringing in sludge to the plant next week. Operation should also start next week. Chairman Leach asked the county attorney to highlight terms of the Manager s contract. Mr. Hunt stated that this is a severance agreement between Mrs. Edens and the board. She will receive 6 months of salary if she is terminated. The agreement has sections for a salary, vehicle, vacation and sick leave and health care benefits. Ms. Edens is not currently enrolled in the health care program. This agreement requires her to move to Hoke County within 6 months, providing $3,000.00 in relocation expenses. Commissioner Southerland asked if this contract mirrored the past county manager s contract. Mr. Hunt stated yes. Chairman Leach stated that there is also a savings to the county in insurance. Motion: Commissioner Southerland made a motion to approve the County Manager s Agreement, seconded by Vice Chairman Thomas.

There being no further business to come before the Hoke County Board of Commissioners, Vice Chairman Thomas made a motion to adjourn, seconded by Commissioner Southerland, unanimously carried.
