CITY OF ROHNERT PARK CITY COUNCIL AGENDA REPORT ITEM NO. 7.C.3 Meeting Date: September 10, 2013 Department: Development Services Submitted By: Patrick Barnes, Deputy City Engineer Prepared By: Patrick Barnes, Deputy City Engineer Agenda Title: Authorize and Approve an Agreement with GHD for Construction Management of East Side Trunk Sewer Phase 2 Project No. 2007-02 RECOMMENDED ACTION: Approve an Agreement with GHD Consulting Engineers for the Construction Management and Inspection Services of the East Side Trunk Sewer Phase 2. BACKGROUND: On June 25, 2013, Council directed staff to proceed with the construction of the East Side Trunk Sewer Phase 2 project. The East Side Trunk Sewer Phase 2 project is in the CIP and PFFP. On July 12, 2013, Development Services issued a Request for Proposals ( RFP ) for the purpose of identifying qualified consultants to assist the City with the construction management and inspection of the East Side Trunk Sewer Phase 2 project (the Project ). Seven consultants expressed interest in providing construction management services for the project, but three of these were unable to properly staff the project and did not submit proposals. Four proposals were received. The City project team reviewed the proposals and scored them on responsiveness to the RFP. ANALYSIS: Staff received proposals from four consultants. Staff in Development Services and Public Works met and graded the proposals based on the following criteria: Experience with sewer trunk line work. The staff assigned understands the materials of construction better than any other consultants and was the only consultant with actual experience with certain aspects. The consultant has a thorough understanding of the unique and challenging soils conditions presented in this project and demonstrated in previous projects they could help the contractor be successful in completing the work. Public outreach plan. The public outreach plan was comprehensive and better detailed than any other consultant. The trunk sewer will be constructed in highly visible collectors in residential neighborhoods. Public outreach is crucial to the success of this project in the eyes of the public. Quality of construction management team and ability to appropriately commit staffing to the project. Team members received the highest ratings for this type of work from other municipalities. All members of the team can start immediately. Time together as a team. Members of the team have worked together for up to 24 years doing this type of work. 1

ITEM NO. 7.C.3 Staff selected GHD for the design review and construction management portion of the project at a proposed cost of $845,900. OPTIONS CONSIDERED: There were two options considered for providing design services for this project: 1. Having the consultant provide Construction Management services for the project. This is the recommended option. 2. Having City Staff provide Construction Management for the project with the County providing Material Testing support. This would require a year of full time work by all four staff persons in engineering, with some overtime. Dedicating this level of staff to the project would require a pull back from all other work until the winter of 2014. ENVIRONMENTAL REVIEW: In conjunction with the phase 1 project, a CEQA Draft Mitigated Negative Declaration was prepared for the project on April 28, 2006 and the Notice of Determination was filed for the project with the Sonoma County Clerk on August 11, 2006. Staff has found that the Eastside Trunk Sewer Phase II Project was fully analyzed and approved in the aforementioned MND and NOD. This is a subsequent action in furtherance of the approved project and, therefore, no further environmental review is required. FISCAL IMPACT/FUNDING SOURCE: The East Side Trunk Sewer Phase 2 project is funded by the Public Facilities Finance Plan. This includes construction management related services. The proposed cost for construction management related services is $845,900. This is in line with the planning level cost estimate for these services. RESOLUTION NO. 2013-129 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AND APPROVING AN AGREEMENT FOR THE EAST SIDE TRUNK SEWER PHASE II PROJECT NO. 2007-02 WITH GHD FOR CONSTRUCTION MANAGEMENT SERVICES WHEREAS, On June 25, 2013, Council directed staff to proceed with the construction of the East Side Trunk Sewer Project No. 2007-02 ( Project ); WHEREAS, on July 12, 2013, staff issued a Request for Proposals ( RFP ) for the Project to identify a qualified consultant that can assist the City with the construction management of the Project; WHEREAS, the City received four proposals on August 8, 2013; and WHEREAS, the City project team chose GHD for an award of contract due to their (1) quality of team and ability to staff the Project, (2) experience and expertise in this particular type of work, (3) Public outreach plan and (4) understanding of the Project as demonstrated in the selection process. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Rohnert Park authorizes and approves an Agreement by and between GHD, a California corporation, and the City of Rohnert Park, a municipal corporation, for design review and value engineering and construction management and related services for the East Side Trunk Sewer Project No. 2007-02, for a not-to-exceed cost of $845,900. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute such an Agreement in substantially similar form to Exhibit A, which is incorporated herein by this reference, subject to minor modification by the City Manager and City Attorney, on behalf of the City of Rohnert Park.
