CLASSIFICATION: ACCOUNT RECOVERY MANAGER, GRADE 14 FLSA STATUS: REPORTS TO: LOCATION: HOURS: EEMPT AVP, MINISTRY DEVELOPMENT GROUP, PORTFOLIO & RISK MGMT VICE PRESIDENT, MINISTRY DEVELOPMENT GROUP, OPERATIONS SAN DIMAS FULL-TIME, MONDAY FRIDAY, 8:00am to 6:00pm Management reserves the right to modify the work schedule as necessary. GENERAL RESPONSIBILITIES: The primary responsibility of this position is to assist Christian Community Credit Union to live out its Mission and Vision daily, in every member and/or staff interaction. This position is responsible for providing outstanding service in every service interaction. A key element of this outstanding service is to identify the needs of our members and recommend an appropriate solution that will help them become better stewards and achieve their financial goals. Responsibilities include managing account recovery staff and processes of commercial loan collections in order to minimize loss and maintain delinquency ratios according to current Credit Union goals. The Account Recovery Manager will organize and direct policies, and objectives in the account recovery area. Seek opportunities to increase department efficiencies and ensure policies and procedures are compliant with applicable laws and regulations. Participate in various projects within the Ministry Development Group. Provide accurate and timely delinquent loan reports for use by Accounting and CCCU leadership. Analyze borrower s current and historic financial statements and budgets together with all additional relevant information in order to determine the organization s ability and/or willingness to repay. Collect market and collateral data and apply to capacity findings to establish viable payment/cure or collection action to balance member needs while minimizing loss for the Credit Union. Negotiate potential solutions with delinquent borrowers ensuring compliance with regulatory requirements and state-specific law. Prepare written recommendations justifying and describing in detail the terms of the conditions for modification and or work-out loan options. Present recommendation for approval to the appropriate approval level authority. Identify and present loans for classification, create treatment strategies and oversee regular monitoring of classified credits. Prepare foreclosure and disposition recommendations for CCCU Board of Directors. Coordinate foreclosure process, manage REO and facilitate REO disposition. Utilize property management companies, brokers, legal counsel and manage costs. Collaborate with accounting, regularly communicate changes in classified credits and REOs; inform of updated property valuations for their use in calculating CCCU s Loan Loss Reserve. Demonstrate enthusiastic support of corporate mission, core values and long-term objectives Meet or exceed the standard score on the annual product knowledge certification Meet or exceed sales and service goals as established by the Credit Union Maintain accurate records Collection of delinquent accounts including real estate secured, unsecured, non-real estate secured, credit cards and negative shares Ascertain location of member through investigation Resolve delinquent accounts by communicating with borrowers to establish repayment terms Examine delinquent loan situations, analyze corporate financial statements, and prepare underwriting recommendations for modifications, and/or work-out loan options for management, Senior Loan Committee, and the CCCU Board, ensuring the terms meet regulatory requirements Resolve delinquent taxes and lapsed insurance, protecting CCCU s interest in collateral Conduct research and coordinate resolution of member s bankruptcy or lawsuit filings Assist in the structuring and communicating of loan options for assigned credits at loan renewal, determining potential creative loan financing possibilities and ensuring the terms meet regulatory compliance Work with non-responsive and/or difficult borrowers at loan maturity, taking on MDO responsibility as needed Annotate accounts in inter-company collection systems to document all interactions with the borrower Maintain conversation logs and incident reports of members, vendors and management to ensure documentation is available to determine action items and protect the Credit Union from potential liabilities Manage payment processing problems Obtain property valuations from appraisers and brokers Prepare Sold Comp Report using research and analysis of current market conditions and real estate trends through available resources such as CNL and LoopNet Perform site visits as needed Provide analysis, recommendation and action plan treatment strategy for loans to be classified as impaired, TDR or collateral dependent Oversee collection and tracking of financial statements and insurance of all classified loans as required by policy and treatment strategy Review and analyze classified loans on a regularly scheduled basis as provided by MBL policy Engage and correspond with legal counsel in foreclosure, evictions and deficiency judgments Manage and regularly monitor third-party vendors including REO services, foreclosure services, brokers, and similar vendors to ensure services are provided as contracted Research regulatory agencies and legal requirements of California and individual states in order to ensure terms of existing delinquent or potential modified loans are in compliance with regulations specific to the state associated with the loan/borrower Prepare foreclosure and disposition recommendations for CCCU Board of Directors; complete NRV and DCF calculations Coordinate foreclosure proceedings, tracking all pertinent dates and issuing bidding instructions Facilitate the transfer of collateral to REO; coordinate the exit of the property by the borrower Work with property management companies and vendors to ensure REO is secured and maintained while under the Credit Union s ownership Facilitate REO property disposition, working with approved brokers, and negotiate sales contracts within terms approved the CCCU Board of Directors Coordinate charge offs of uncollectable, unsecured debt Regularly communicate with accounting, updating them on classified loans and REO status Provide accounting with updated property valuations
Prepare, maintain and present the Criticized Asset Report, Weekly Delinquency Report and Delinquent Credit Card Report for/to management, Senior Loan Committee, and CCCU Board of Directors Maintain operating procedures seeking opportunities to improve efficiencies Work with Ministry Development Group leadership and other teams in the fulfillment of enterprise and team goals Act as project manager or team member for various projects as assigned Participate in enterprise as needed Oversee daily collections efforts by other collection staff Develop each employee to their highest potential by identifying their areas for improvement and appropriately coaching, training or correcting the employee s performance Ensure that employees meet sales and service goals as established by the Credit Union and each individual employee Perform the annual review process of all account recovery team members Oversee all scheduling, time off, time sheet edits, administer disciplinary actions, and review daily actions of the account recovery team Train new and existing Ministry Development Group team members to comply with all policies and procedures Perform regular review of MBL Policy relating to collections to ensure conformance with all applicable laws and regulations Coordinate and determine the agenda and facilitate weekly Account Recovering Meetings Responsible for all account recovery templates and correspondence, ensuring compliance with regulators and legal counsel Assist in CCCU audits; respond to questions and provide necessary information and documentation to on-site auditors Perform other related duties as assigned SECONDARY ACCOUNTABILITIES: Responsible for the day-to-day clerical aspects of collections: o Disputes o Proof of claims o Delinquent notices and letters o Processing payments o Termination letters o Credit Reports o Maintain charge off and bankruptcy files Review records and transactions to resolve misapplied payments Monitor tax service reports (FARETS) to ensure current property taxes; follow up with members that show delinquent taxes and action as necessary Monitor QuieTrack, and assist as necessary in keeping current hazard insurance/placing forced coverage on loans as necessary Monitor Paid-off Loan Report REQUIREMENTS: Bachelor s Degree required Minimum of five years experience in commercial lending & collections field (or related area) required Knowledge of State and Federal Regulations pertaining to the area of collections required Proficient with word processing (Word preferred), spreadsheets (Excel preferred), and presentation software (PowerPoint preferred) Knowledge of Title Insurance issues Willing to attend classes, as needed, for real estate lending/collections Ability to work under pressure, independently and take initiative to complete assignments Ability to deal effectively with multiple tasks and interruptions
