CORK COUNTY COUNCIL Senior Resident Engineer Road Construction Supervision QUALIFICATIONS 1. Character Candidates shall be of good character. 2. Health Canidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Experience, Etc. Candidates shall: (a) (b) (c) hold an honours degree (level 8 in the National Framework of Qualifications) in Engineering; have at least seven years satisfactory relevant experience of engineering work; possess a high standard of technical training and experience; (d) possess a high standard of administrative and management experience; and (e) have satisfactory knowledge of public service organisation. 4. Age Candidates deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004 must be under 65 years of age on the latest date for receipt of completed Application Forms for the office. The age restriction of 65 years does not apply to new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004 (entrants in 2004-2012). In accordance with the Public Service Pensions (Single Scheme and other Provisions) Act 2012, there is compulsory retirement at age 70 for new entrants to the public service after January 1 st 2013. The Minister for Housing, Planning & Local Government has deemed that qualifications for Senior Resident Engineer to be commensurate with those of Senior Executive Engineer. The following is desirable: Not less than four years, satisfactory experience in civil engineering work. Be capable of dealing efficiently with the range of engineering work undertaken by a local authority.

CORK COUNTY COUNCIL Senior Resident Engineer Road Construction Supervision 1 Background: Senior Resident Engineers are being recruited to supervise construction works on a number of upcoming road construction/improvement projects in the Cork County area. Projects are likely to include: a. N22 Baile Bhuirne Macroom Road Development The N22 is a National Primary route, which runs from Cork City to Tralee. The existing N22 route is a single carriageway passing through several towns and villages, including Macroom, Baile Mhic Íre and Baile Bhuirne. The existing N22 comprises a single carriageway of varying width, with hard shoulders along some of its length. Sections of road with reduced width hard shoulders or verges are also present. The N22 passes through Macroom and is prone to congestion and traffic delays at peak hours. The proposed road development consists of a high quality road for this strategic route, along a 22 km route corridor which commences to the west of Ballyvourney at Slievereagh, and ends at Coolcour, approximately 2km south of Macroom. Cork County Council has already commenced Advance Works contracts, with a view to removing potential delay items to the main construction stage. The advance works include site investigation, archaeological testing and resolution, site clearance, fencing, utility diversions and ecological mitigation works. The Advance Works should reach completion early in 2018 and Main Construction works will then follow, subject to availability of funding. A 3 year construction period is likely for the main construction works. b. Dunkettle Interchange Project The Dunkettle Interchange forms the junction between the M20 Cork/Dublin motorway, the N25 Cork/Rosslare National Primary Route, the N40 Cork City South Ring and the N8 Cork City to Dunkettle National Primary Route. The existing Interchange is adjacent to the Jack Lynch Tunnel, it is traffic light controlled and is prone to congestion particularly at peak hours. The proposed development will include significant modifications to the existing interchange, construction of a new interchange to the east of the existing interchange catering mainly for local traffic, 8 major structures, new road links, retaining walls, culverts etc. On completion, all of the main movements through the interchange area will effectively be on a free flow basis. The tender process is now underway, the NEC contract form is being used and it is hoped to have a Contractor appointed by Q1 2018 with a 4 year contract period envisaged.

c. Resurfacing Projects The level of funding for these projects has yet to be confirmed but it is envisaged that a significant number of resurfacing/refurbishment schemes will be progressed throughout the county over the coming years on the National Road Network. The scale and duration of individual resurfacing/refurbishment projects will vary based on the scale of works required and also based on availability of funding. The exact timing and staff requirements for the above have not, at the date of publication of this notice, been finalised. However, it is currently envisaged that a number of Senior Resident Engineers may be required. 2 Additional Skills: Given the nature of the post, the following skills and experience are of benefit: At least three years experience in the project management, on-site supervision or contract administration of civil engineering and/or structural works; Direct experience in the delivery of major road infrastructural projects would be an advantage Direct responsibility for leading and supervising the construction phase of a range of civil engineering contracts would be an advantage. A track record in the successful delivery of construction projects; Detailed working knowledge and experience of the Capital Works Management Framework suite of documents including considerable experience in the preparation and administration of contract documents for civil infrastructure projects; Detailed experience of fulfilling duties required by the Safety Health and Welfare at Work (Construction) Regulations, 2013, including ensuring, on behalf of the Employer, that the duties of the PSCS, PSDP, Designer and Contractor are implemented across the project; Knowledge and experience of civil engineering measurement and materials quality control; Familiarity with and experience of ensuring relevant compliance with project environmental commitments including habitat protection, implementation of mitigation measures and construction related environmental management; Proven ability to: Successfully deliver civil engineering construction projects Manage contractors Assess Interim and Final Account submissions including the assessment of claims. Supervise all elements of construction work from Site Investigation Stage through the Main Construction Stage to Contract Closeout Stage Manage site teams Liaise with landowners and other stakeholders and assist with any interactions that are necessary in relation to outstanding land acquisition procedures and ongoing accommodation works; Address queries from members of the public and/or Elected Members; prepare and maintain regular progress updates for publication; Prepare clear and concise reports Maintain accurate records

Create and develop good working relationships within and across teams Set own high standards of performance and deliver desired results Experience of working as part of a multi-disciplinary project team; Excellent interpersonal skills; Excellent verbal and written communication skills; Excellent IT skills including proficiency in the Microsoft Office Suite, including Word, Outlook, PowerPoint and Excel; Ability to receive and act on feedback given; It is desirable for the successful candidate to hold a full clean current driving licence; Have a current Safe Pass Card; 3 Duties: Carry out such duties as are appropriate to the office of Senior Resident Engineer in particular the following: a. Ensure that the works are constructed in accordance with the Contract Requirements and that the Contractor correctly carries out all of his obligations under the contract. b. Organise and phase duties of staff to ensure adequate supervision at all times during construction works on the site. c. Maintain a comprehensive diary constituting a detailed work history of construction work and significant happenings on the site. d. Ensure that detailed reports, diaries and records (hard and soft copies), including photographic records, in relation to all aspects of progress of the works are kept and available for inspection by authorised personnel. e. Ensure that all day work records and all variations from specification are approved and documented prior to execution. f. Keep records of all information relating to delays, industrial disputes, adverse physical conditions and disputes with sub-contractors and landowners. g. Attend, with other necessary site supervisory staff as required, regular site meetings and ensure that proceedings are minuted for circulation to all relevant personnel. h. Keep other site supervisory staff informed on matters which may influence their work. i. Management of any changes to the scope of works to be carried out. j. Be aware at all times of the duties of contractors, sub-contractors and others under Safety, Health and Welfare at Work legislation and in particular the provision of a. A safe place of work and safe access and egress to a place of work b. A safe system of work c. Safe plant and machinery d. Appropriate personnel protective equipment e. Arrangements for the welfare of employees k. Liaise with Local Authorities, Transport Infrastructure Ireland, Department of Transport, Tourism and Sport, Department of Housing, Planning, Community and Local Government, statutory undertakers and stakeholders as required. l. Carry out such further instructions of the Cork County Council insofar as they are deemed appropriate for the satisfactory supervision of structural and civil engineering

works undertaken by the Local Authority, as agent for Transport Infrastructure Ireland and the Department of Transport, Tourism and Sport, by contract and by direct labour and other works of an ancillary nature in connection with the N22 Baile Bhuirne Macroom Road Development only. m. Undertake other duties as required. 4 Particulars of Office: a. The office of Senior Resident Engineer, is temporary, whole-time, and pensionable in accordance with legislation. b. Contract duration is likely to be a minimum of 3 years. c. Weekly hours are minimum 37 hours per week, but successful candidates will be required to work Contractor hours. No overtime is payable. d. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. e. When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. f. The base for working purposes shall be the work site or as determined by Cork County Council. 5 Superannuation: a. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable officers of a local authority are required, in respect of the Local Government (Spouses and Children s Contributory Pension) Scheme, 1986, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. For Class D officers the minimum retirement age is 60 and the maximum retirement age is 65. b. Persons who become pensionable officers of a local authority, who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). For Class A non new entrants as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 60 and the maximum retirement age is 65. For Class A new entrants as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 the minimum retirement age is 65 with no maximum retirement age. c. Persons who become pensionable officers of a local authority for the first time on or after 1 January 2013 are assigned to Public Service Pensions (Single Scheme & Other Provisions) Act 2012. Therefore, the conditions of employment regarding retirement age and superannuation shall be as follows:

The minimum retirement age is 66 in line with State Pension contributory age. This will increase to 67 in 2021 & 68 in 2028. Scheme members must retire at age 70. You are liable to pay the Class A rate of PRSI contribution. You are required in respect of superannuation to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay. d. Officers on temporary contracts must pay superannuation and Spouses and Children s Pension Scheme contributions. At end of employment, where the employment period is less than 2 years, contributions will be refunded, adjusted for tax/other state deductions. If your service exceeds 2 years, your superannuation entitlement will be preserved to the minimum retirement age and payable at the minimum state pension retirement age. 6 Probation: Where persons who are not already officers of a Local Authority are appointed, the following provisions shall apply: (a) (b) (c) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; such period shall depend on the length of the contract and may be 12 months but the Manager may, at his/her discretion, extend such period if the contract is for a longer duration; such persons shall cease to hold office at the end of the period of probation unless during such period the Manager has certified that the service of such persons is satisfactory. 7 Salary: Salary Scale: The salary is 80,877 per annum. Salary is paid fortnightly by pay path. A taxable allowance of up to 7,800 per annum may also be paid to cover associated costs arising on the scheme. The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. 8 Recruitment: The appointment will be made on the basis of an interview conducted by or on behalf of Cork County Council. Candidates may be short-listed on the basis of relevance and extent of their previous experience as contained on their application form and these applicants only will be called for interview. A panel may be formed as a result of these interviews from which further similar positions on these projects may be filled.

The contract may be terminated at any time subject to normal legal requirements. The local authority shall require persons to whom an appointment is offered to take up such appointments within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 9 Health For the purpose of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. 10 Changes To Terms And Conditions: The rate of remuneration, increment arrangements, and any terms & conditions may be adjusted from time to time in line with Government policy.
