BROAD SCOPE OF WORK FOR CONSULTANT Objective: OMFED desires to set up a Pellet Fish Feed Plant at Bhubaneswar for inland and brackish water fish farmers of the State. Minimum eligibility criteria for Consultancy: The Consultant/ consultancy firm shall provide details of experience in providing services for formulation of fish feed (Inland & Brackish water) and installation of fish feed plant for the above sector. Scope of the Consultant: Preparation of Detailed Project Report (DPR) which shall be comprise of the following components: 1.0 a. Background information to be collected in consultation with the Director, Fisheries and Central Institute of Freshwater Aquaculture (CIFA). b. Assessment of feed requirement for inland & brackish fishery c. Determination of Plant Capacity d. Formulation of Feed e. Present sources of availability of fish feed in the State f. Present sale price g. Feed distribution channel 2.0 Cost estimation of Civil & Structural works 3.0 Cost estimation of machineries, equipments, services & utilities.

4.0 Technical specification of machineries. 5.0 Financial and cost benefit analysis 6.0 Justification of the project. 7.0 Technical presentation on behalf of OMFED in Project Sanctioning Committee. 8.0 Consultancy modalities 9.0 Payment terms & conditions Period of Completion: i) The DPR should be delivered within 15 days from the date of acceptance of work order. ii) The technical and commercial tender documentation for turn key execution should be handed over within 10 days from the date of approval of the project. Services of the Consultant after approval of project: Preparation of Tender Document for Turn Key execution of the Project Work estimation for civil construction. Civil drawing & design. Sanitary and utility services after visit to the site. Mechanical layout plan, flow diagram, technical specification for the equipments, services and utilities. Power load assessment, Electrical substation, Electrical control panel board, Motor Control Centre, Diesel Generator etc. Formulation of Product.

Assisting in scrutiny of Technical & Commercial Bid and offer expert opinion. Certification of the quality of machineries on arrival and offering expert opinion if it is in line with the terms & conditions of the order. Commissioning & Trail run Manpower Planning, Training & Orientation. Terms of Payment: 1. DPR 50% advance against 50% after submission of DPR. 2. Consultancy Charges - 20% of the total fees shall be payable after receipt of preliminary detailed cost estimate for Civil/ Mechanical/ Electrical works. - 20% of balance payment shall be payable after receipt of Turn-key execution document. - 20% of balance payment shall be payable after completion of civil work and looking to the installation of machineries. - 20% of balance payment shall be payable after installation of machinery.. - Balance payment shall be released after commissioning and trial run. NB: All payments are subject to deduction of statutory dues as applicable.

Frequency of Visit: - The cost of DPR shall include at least 04 (four) times visit to Bhubaneswar for discussion and technical presentation and one time visit to New Delhi. - The consultancy charges shall include at least 10 (ten) visit to Bhubaneswar and site. - No extra claim towards TA and other incidental charges shall be released for DPR and consultancy charges if it is within the above schedule. - The quoted rate shall be inclusive of all taxes, duties, rayalities etc. as applicable. Penalty: Penalty @ Rs.0.5% of the order value shall be charged per week for delay in beyond the stipulated time frame.
