TENDER NOTICE CDAC/ADMN/022(B)/03-2017 10 th March 2017 Subject: Tender for Supplying of Outsourced Manpower at CDAC, Thiruvananthapuram C-DAC, Centre for Development of Advanced Computing, is the premier R&D organization of the Ministry of Electronics and Information Technology (MeitY), Government of India, invites sealed quotations for Supplying of Outsourced Manpower Work for a period of one year from 01 April 2017, from experienced Registered/Licensed Agencies (having valid license issued under the provisions of contract labour Regulation and Abolition Act 1970), fulfilling the terms and conditions laid down below: Description and scope of work, Statement of wages and Profile of contractors for outsourced staff proposed to be engaged in C-DAC, Thiruvananthapuram, is attached as Annexure I, II and III respectively. Terms and Conditions: 1. The quotations are to be sent in two parts: 1. Sealed envelope enclosed with Tender document (along with copies of certificates as per checklist attached), Annexure I & Annexure III. 2. Second sealed envelope enclosed with Annexure II superscribed as Annexure II. The two sealed envelopes as above should be placed in another sealed envelope. Sealed Quotations along with the details in Annexure I, II & III shall reach the following address latest by 2.00 PM on 20.03.2017 by Registered post / Speed post / Courier. The tenders will be opened at 3.00 PM on 20.03.2017 in the presence of the bidders or their representatives present at that time and members of the committee duly nominated by CDAC. Page 2 of 13

b. If the Office remains closed or is not able to function due to unexpected reasons, the tender will be opened at the same time of the next following working day. c. If a representative / an authorized person of the bidder wish to attend the bid opening, an authorization letter must be produced before attending the bid opening. 3. A non-refundable amount of Rs. 525/- (Rupees Five Hundred and Twenty Five Only, Rs.500 + Tax) as tender document fee is to be remitted in the form of DD payable in favour of CDAC, Thiruvananthapuram. In case, tender form is downloaded from Website the tenderer shall deposit the cost of tender document alongwith the submission of tender. Any tender received after the deadline for submission of bids shall be automatically rejected. 4. Quotation should be enclosed with EMD of Rs. 2000/- (Rs. Two Thousand only) as DD in favour of CDAC, Thiruvananthapuram. This amount will be returned to unsuccessful bidder after finalization of the contract with the successful bidder. 5. All the Envelopes should be superscribed as TENDER FOR SUPPLYING OF OUTSOURCED MANPOWER WORKS, 022(B). 6. The bidder shall quote only Service charge in Annexure II. Wages will be fixed by CDAC as per rules applicable. 7. CDAC reserves the right to disqualify such bidders who has a record of not meeting the contractual obligations against earlier contracts entered into with the CDAC. 8. All pages of the tender are to be stamped and signed. 9. Tenders received and found deficient on account of registrations, documents or required information are liable to be rejected summarily. 10. Tender containing false, misleading information will be rejected and may also be liable for consequences for submitting false information. Incomplete quotations and the quotations received after the bid opening will also be rejected. 11. The Centre reserves the right to reject any quotations or to cancel the partial/whole tender procedure without assigning any reason whatsoever. 12. The contract awarded to the selected bidder is NOT TRANSFERABLE. 13. The Bidder should have a minimum THREE YEARS experience in providing Manpower Supply Services to Corporate Organizations /PSU/ Government body. The documents submitted should clearly state that the bidder provided / manpower supply service satisfactorily for a minimum period of THREE YEARS. 14. A Xerox copy of photo identity of the applicant (copy of Aadhar, Electoral Card, Driving License etc) should be enclosed alongwith the quotation. Page 3 of 13

15. The bidder shall inspect the site before submitting the quotation to get fully acquainted with the scope of work as no claim whatsoever will be entertained for any alleged ignorance thereof. 16. Preference will be given to agencies having office at Trivandrum district. Office facility and competency of the shortlisted quotes will be verified by CDAC. 17. The bank account of the bidder, for financial transactions with CDAC, shall be with a branch of a Nationalized Bank in Thiruvananthapuram, preferably with Syndicate Bank, (CDAC branch). 18. The selected bidder shall have to enter into an agreement with the Centre and shall submit a Bank Guarantee for Rs 1,00,000/- (Rupees One Lakh only) as security deposit which will be released only after due and proper fulfillment of contract. 19. The bidder shall submit self attested copies of the following Documents/Certificates alongwith the Bid Document. i) Copy of Labour Registration Certificate of the agency/firm from the appropriate authority. ii) iii) iv) Experience Certificate for minimum period of 03 years from corporate Organization/ PSU/ Government body. Copy of ESI Registration and payment certificate from ESI Department. Copy of Employees Provident Fund Registration and payment Certificate from EPF Department. v) Copy of Service Tax Registration Certificate, if registered with Service Tax authorities. vi) vii) viii) Relevant pages of the Bank Account Passbook having Account details. Copy of PAN Card. Any other required document. 20. Copy of Labour License shall be submitted within one month from date of awarding the Tender. 21. The contractor shall comply with the provisions as per the Minimum Wages Act 1948 and all statutory compliance like EPF, ESI, Service Tax and any other registration which is mandatory as per Central Govt. / State Govt. /Local Authority for such Agencies, in force from time to time. 22. The Contractor shall ensure that the persons engaged by them are not having any adverse police records or criminal cases pending against them. In this regard the Contractor shall obtain police verification certificate of the employees engaged and ensure the same. In Page 4 of 13

case of any concern, the Contractor will submit the same to authorities on call and will be responsible for facing the consequences, if any. CDAC shall not be held responsible for any illegal acts of Outsourced staff engaged by the Contractor. 23. All outsourced staff supplied by the contractor will be engaged only after the selection procedure conducted by CDAC. 24. The bidder shall issue ID Cards to all its personnel and provide Uniforms to Attenders. CDAC (T) shall issue card for swiping attendance and utilization of canteen facility on payment. Payment is subject to standard deductions as per CDAC rules. 25. The Contractor shall provide adult and skilled labour only. Employment of child labour will lead to the termination of the contract. The successful bidder shall engage only such workers, whose antecedents have been thoroughly verified, including character and police verification and other formalities. 26. Evaluation of tender will be done on the basis of the lowest rates quoted in terms subjected to fulfillment of all tender requirements prescribed herein. 27. In case if there is any difference in quote written in figure and quote written in words, then the amount written in words will be treated as amount quoted. 28. C-DAC reserves the right for termination of the contract at any time by giving one month written notice, if the services are found unsatisfactory. 29. CDAC reserves the right to modify the terms and conditions in the tender document as and when required. 30.
