1 Explanaory Noes 1.1 Inroducion This saemen has been prepared by Norhern Powergrid (Yorkshire) plc and Norhern Powergrid (Norheas) Limied in accordance wih he requiremens of sandard condiion 36 of he elecriciy disribuion licence ( he Licence ) issued under he Elecriciy Ac 1989 ( he Ac ). Words and expressions ha are defined in he Ac and are used in his saemen have he definiions given o hem in he Ac and should be consrued accordingly. This saemen describes he service of providing Legacy Meering Equipmen offered by Norhern Powergrid (Yorkshire) plc and Norhern Powergrid (Norheas) Limied and ses ou he basis of he charges made by us for such service. The charges in his saemen relae o he provision of Legacy Meering Equipmen as defined in sandard condiion 1 of he Charges for enhanced meer asse provision (i.e. services addiional o hose comprising he provision of Legacy Meering Equipmen) will be quoed upon applicaion on a discreionary and bespoke basis. The Licence requires ha he erms and charges conained in his saemen should be reviewed a leas once each year. 1.3 Enilemen In accordance wih sandard licence condiion 34 of he Licence, upon applicaion Norhern Powergrid (Yorkshire) plc or Norhern Powergrid (Norheas) Limied will offer o ener ino an agreemen wih any person for he provision of Legacy Meering Equipmen wihin is disribuion services area, specifically: The service of providing Legacy Meering Equipmen comprises he provision of Meering Equipmen (which, a he licensee s own choice, may be Meering Equipmen owned by iself or by any person oher han he person making he applicaion o he licensee under paragraph 34.4) in respec of premises a which such equipmen had been insalled on or before 31 March 2007 and is of he same funcionaliy as was being provided by he licensee a 1 June 2003. 1.4 Condiions for he provision of Legacy Meering Equipmen The erms and condiions for he provision of Legacy Meering Equipmen by Norhern Powergrid (Yorkshire) plc and Norhern Powergrid (Norheas) Limied are se ou in our non-half hourly meer asse provision agreemen, which may be obained from Norhern Powergrid using he conac deails in secion 1.9 of his saemen. 1.5 Meer operaion (MOp) services Norhern Powergrid does no provide MOp services. 1.6 Charges for he provision of Legacy Meering Equipmen As highlighed previously, Norhern Powergrid (Yorkshire) plc and Norhern Powergrid (Norheas) Limied are subjec o separae price conrols for disribuion use-of-sysem (UoS) and for heir provision of Legacy Meering Equipmen, and separae heir charges for UoS and Legacy Meering Equipmen accordingly. Charges for Legacy Meering Equipmen are levied on all users of he services described in secion 2 of his saemen. Charges are se o recover forecas operaing coss plus depreciaion of, and a reasonable reurn on, he asses employed. If users choose no o ake hese services, hey will face no charges from Norhern Powergrid (Yorkshire) plc or Norhern Powergrid (Norheas) Limied oher han hose under heir agreemens for UoS or connecion. Generally, users will be charged for he provision of Legacy Meering Equipmen in a MAP invoice. This invoice will charge he regisered supplier a each meering poin where here is a Norhern Powergrid-owned meer locaed a a meering poin based upon he specific meer ype ha is insalled a ha meering poin. Only if users choose o ake he provision of Legacy Meering Equipmen from Norhern Powergrid (Yorkshire) plc or Norhern Powergrid (Norheas) Limied will hey be liable for charges as laid ou in secion 2 below. The charges described in his secion will be levied a a daily rae for each meer, for he period ha he Legacy Meering Equipmen is provided o he user by Norhern Powergrid (Yorkshire) plc or Norhern Powergrid (Norheas) Limied. This will be in addiion o charges for any nework services aken under oher agreemens. All of he charges published exclude VAT. 1.7 Appoinmen and de-appoinmen in respec of Legacy Meering Equipmen No indusry sandard procedure exiss for appoining or de-appoining meer asse providers. In he even ha a user wishes o de-appoin Norhern Powergrid as provider of his service, please conac he Marke Sraegy Manager a Norhern Powergrid a he address below, so ha an appropriae applicaion arrangemen can be pu in place. An applicaion for de-appoinmen from a supplier and he subsequen cessaion of meering charges will be acioned when: i) he exising Norhern Powergrid meer asse(s) has/have been reurned o any of he locaions specified in he meer asse provision agreemen in sound condiion; or ii) he coss of any Norhern Powergrid meer asse reurned damaged have been recovered on a ransacional-charge basis in accordance wih he meer asse provision agreemen. 1.8 Righ of deerminaion This saemen relaes o he provision of Legacy Meering Equipmen and he basis on which Norhern Powergrid (Yorkshire) plc and Norhern Powergrid (Norheas) Limied will charge for his service. I is no a formal offer of erms for he provision of such services. For informaion, in accordance wih paragraph 34.14 of sandard condiion 34 of he Licence, any applican who has been unable o reach agreemen wih Norhern Powergrid on erms for he provision of Legacy Meering Equipmen may seek deerminaion by he Gas and Elecriciy Markes Auhoriy (GEMA).
