Uttar Pradesh Health Systems Strengthening Project Terms of reference of Financial Management Advisor I. Background: The Department for Medical, Health & Family Welfare, and Government of Uttar Pradesh intends to implement health systems strengthening and quality improvement project in the state of Uttar Pradesh with the assistance of International Development Association (IDA) / World Bank. The IDA has in principle agreed to fund the Project up to UDS 152 million over a period of 5 years. To prepare and implement the proposed project, the Department for Medical & Health, Govt. of Uttar Pradesh seeks the services of a Financial Management Consultant/Advisor to provide technical, commercial, and financial management support services to Project Management Unit, Uttar Pradesh Health Systems Strengthening Project. II. Scope of work: The Financial Management Advisor will provide technical, commercial, and financial management support services to Financial Controller/Additional Project Director/Project Director in day to day functions of the Project with specific focus on following:- 1. Designing and developing project plans and micro planning of the various interventions under the Project. 2. Implementing Internal Control Systems at all level of the Project including contract monitoring & payment tracking system in the Project. 3. Prepares financial reports by preparing periodic internal and external financial documents, supporting schedules and financial reports to ensure accuracy; researching, compiling, monitoring, and summarizing current and historical financial information and data. 4. Prepares budget reports by researching, compiling, monitoring, and summarizing current and historical budget information and data, creating reports on budget variances, and downloading financial information from government accounting system and getting approval from PSC/PGB on annual action plan and budget. 5. Performs financial analysis by monitoring, reviewing, and analyzing current and historical financial and budget information, preparing financial forecasts and summaries, and analyzing trends to inform management of the financial and budget condition of the project. 6. Performs budget analysis by researching, compiling, monitoring, analyzing, and summarizing current and historical budget information and data, preparing information for budget forecasts, preparing current year estimates, and preparing budget variance reports.
7. Overseeing the proper maintenance of Project Accounting Records, verifies accounts by posting or reviewing the posting of accounting transactions, reconciling statements and transactions and finalization of Project Accounts. 8. Maintains accounting documents for reporting purposes by preparing financial transactions to ensure that transactions are processed in accordance with policy, applicable laws, regulations, and financial hand book of Government. 9. Develops and maintains computer spreadsheet models and databases by designing and maintaining spreadsheets and databases to support project data analysis and presenting information for specific report of the program/project. 10. Training and capacity building support to project accounting staff at PMU and hospital locations. 11. All secretarial work related with preparing agenda for Project Steering Committee (PSC) /Project Governing Board (PGB) and maintaining minutes of proceedings. 12. Providing financial and commercial advices and assistance in various procurement proposals for goods, services and works as per the World Bank Procurement Guidelines for Goods and services. 13. Submission of Interim Financial Reports (IFRs) and claiming reimbursements from the World Bank, CAAA, Government of India. 14. Getting Accounts audited by Internal Auditors, Procurement Auditors and CAG and ensuring compliance action. 15. Providing financial progress report to Govt. GOI and the World Bank. 16. Co-coordinating various references to the World Bank and getting approvals from the World Bank. 17. Coordinating various interventions and activities designed under the Project with Technical Assistance Provider (TAP), Procurement Agent cum Capacity Building Consultant, Directorate of Medical Health & Family Welfare, Government of Uttar Pradesh and other implementing agencies. 18. Assisting FC, APD & PD on key decisions by providing financial management support. 19. Any other task as assigned by the higher Project Authorities and Government. III. Knowledge, Skills, and Abilities: Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate that the essential functions of the position as described above can be performed. The incumbent should have in-depth knowledge and expertise in the field of
project preparation, discussions and deliberations with World Bank, commercial negotiations, financial management, internal controls/systems development & implementation, government treasury accounting, auditing & reporting, taxation, general management and ability to resolve problems or situations that requires the exercising of good judgment. Expertise in preparation of terms of references for consulting services, RFP documents and bidding documents for procurement of goods, services and works as per the World Bank s Procurement Guidelines will be an essential requirement. The incumbent should also have proficiency in computer operations and applications specially, Excel, MS Office, Power Point presentation and Accounting software. Experience of working with the government sector will be an added advantage. IV. Qualification & Experience Qualified Chartered Accountant with a minimum of 10 (ten) years post qualification experience. Candidates should have a minimum of 5-6 years experience in a Government aided Project/ Institution/ Project funded by agencies like- UNICEF, DFID, WHO, UNDP etc. Candidates having knowledge and work experience of 5-6 years in a World Bank Funded Project will be given preference. V. Duration of engagement: The requirement of the position is for full time basis. The Financial Management Advisor will be hired for 5 years project period on monthly remuneration basis. However, performance of the Financial Management Advisor will be reviewed every 12 months and if found unsatisfactory the contract may be foreclosed. VI. VII. Assistance and facilities to be provided by the employer: The Project will provide all necessary support inputs (like proper office space, computer, laptop, other gadgets and support staff) to the Financial Management Advisor for proper functioning and performance of the task assigned. The Financial Management Advisor will have to work in the office of PMU, Lucknow as a team member of the Project Support Team. Output Deliverables of the Financial Management Advisor: 1.
