The final CP document as approved by the Programming Comminttee in November 2014 Programme mission The Danube Transnational Programme (DTP) is a financing instrument with a specific scope and an independent decision making body and supports the policy integration in the Danube area in selected fields under the EU Common Provisions and ERDF regulation linked to the EU Strategy for the Danube Region (EUSDR). 11

Transnational projects should influence national, regional and local policies. 12

The final CP document as approved by the Programming Comminttee in November 2014 Policy framework In order to achieve a higher degree of territorial integration of the Danube region the DTP will act as a policy driver and pioneer to tackle common challenges and needs in specific policy fields where transnational cooperation is expected to deliver good results through the development and practical implementation of policy frameworks, tools and services and concrete pilot investments whereby strong complementarities with the broader EUSDR will be sought. 13

The final CP document as approved by the Programming Comminttee in November 2014 Types of actions supported by the programme - Development of common orientations, frameworks and strategies in fields of transnational relevance where early policy development is needed (i.e. in fields which until now have not been touched by significant projects in the previous programming periods); - Development and practical implementation of transnational tools and services (e.g. analytical tools, management tools, technical tools, software tools, monitoring tools); - Preparation of transnational investments (infrastructure, equipment) to be subsequently financed through other sources; - Pilot activities including small-scale fixed investments (of testing or demonstration nature); - Development and practical implementation of training and capacity building (e.g. training seminars and courses, study visits, peer reviews); - Accompanying information, dissemination, capitalisation and publicity measures to inform stakeholders and/or the general public about project activities and outcomes. 14

Priority axes 3.2 Improve energy security and energy efficiency Specific objective: Contribute to the energy security and energy efficiency of the region by supporting the development of joint regional storage and distribution solutions and strategies for increasing energy efficiency and renewable energy usage. 16

Examples of action in priority 3.2 Improve energy security and energy efficiency Contribute to the transnational integration of different energy networks and explore the development opportunities for a joint energy infrastructure in the Danube region. Contribute to the development of Smart Grids in the Danube Region by supporting smart grid policy integration and joint action plans. Contribute to regional energy planning and -coordination of transnational relevance across the Danube region within the wider context of EU energy policy in order to diversify energy sources and contribute to the security of energy supplies; improve policy learning and develop practical strategies and solutions to increase the use of renewable energy sources. Contribute to practical transnational coordination of developing energy efficiency concepts. Promote joint efforts to comprehensive spatial planning in order to position adequately generation and transmission capacities; Support human resource development and the exchange of related knowledge and experience accompanying policy and technology development. 17

Relation of the Programme to EUSDR as agreed at the 3rd meeting of the Danube PC (18 April, 2013) The Danube Programme is considering to support the governance of the EUSDR and other activities for institutional capacity building through one priority axis based on TO11. Other TOs support the implementation of EUSDR through projects in different thematic fields. The other 3 / 4 priority axis/tos will be selected based on the need of the transnational area considering the objectives of the EUSDR but without making direct references to project / initiatives (no projects in the OP). Projects will be selected according to sound and agreed selection criteria in line with the Structural Funds regulations. 21

Relation to EUSDR Meetings with EUSDR stakeholders Results Meeting with the PACs PACs specified their expectations and concerns. The PC agreed to develop a concept to be discussed at the next PC meeting. 21 May 2013 Ljubljana DPC-NCP-PAC Meeting Stakeholders agreed on the elements of the priority (PACs; Seed Money; Focal Point) and decided to develop technical details in small working groups. 24 Jan 2014 Budapest EC-DPC-NCP Participants specified details of the Danube Strategy Point and selected its location and hosting institution. 1 Sep 2014 Brussels 22

Thematic Objective 11 in the regulations In the final Coopearation Programme document the programme direct support to EUSDR is targeted within programme priority 4: Well governed Danube Region (linked with EU thematic priority 11) 1299_2013_ETC art 7. Investment Priority: enhancing institutional capacity of public authorities and stakeholders and efficient public administration by developing and coordinating macro-regional and sea-basin strategies; 23

Facility for direct support to EUSDR governance Expected content based on discussions at the Programming Committee meetings 1. Facility for direct support to EUSDR governance Each of the eleven priority areas of the Danube Region Strategy are managed by two Priority Area Coordinators (PACs). The aim of this element of the priority is to provide a stable source to fund activities of the PACs on a longer run. 2. Seed money/project development fund facility This instrument is providing support to all project developers in the thematic fields of the Strategy. Small scale financial assistance would be available for EUSDR-relevant project ideas. 3. The EUSDR Strategy Point It is an independent structure ( project ) aiming to provide general and specific support on EUSDR to the work and cooperation of EUSDR stakeholders. 24

Foreseen activities of EUSDR Strategy Point based on discussions at the Programming Committee meetings This element of the priority was proposed by the European Commission. The main tasks of the Technical Point are proposed to be: 1) Providing information on the implementation of the strategy, mostly related to: a) projects (existing, on-going, planned, proposed), including providing support for finding funding sources; b) targets of the EUSDR; 2) Support the work of the Steering Groups by: a) Helping the PACs to build up their network b) Preparing and moderating and following up on the SG meetings 3) Gathering information regarding the implementation of the strategy from NCPs, PACs, Commission, programmes etc, structuring the information and making it available for the public 4) Facilitating the reporting exercise. The TP shall be an intermediary between the PACs on one side and the Commission and the Programme on the other side. 5) Preparing the EUSDR Annual Forum 25
