1 Ministry of DoNER and allocation to North Eastern Region 1. Budget allocation for DoNER Ministry (BE 2017 18) increased by 6.2 % at Rs. 2682.45 cr. against RE of Rs. 2524.42 cr. in 2016 17. 2. The outlay for NEC has been fixed at Rs. 925 crore against the last year s allocation of Rs. 800.00 crore (15.63% increase). 3. Grant of Rs. 500.00 cr. has been provided under Budget Estimate 2017 18 for Grants to Autonomous Council and Areas covered under the Sixth Schedule of the Constitution 4. Continuation with the special dispensation in the assistance pattern to the North Eastern States (90:10 for core central schemes & 80:20 for non core schemes). 5. Budget Allocation to NER by 55 Non Exempt Ministries for 2017 18 amounts to Rs. 43,244.64 cr. under 10% GBS. This allocation is 34.38% higher than the RE 2016 17 of Rs. 32,180.08 cr. 6. 11 Ministries including DoNER have a budgetary allocation of more than Rs. 1000 cr. as per BE 2017 18. 7. 6 major Ministries have budget allocation of more than 50% over previous year.
2 DoPT, ARPG and Pensions 1. Special Recruitment Drive launched in May, 2015 led to filling up of 83.50% of 15694 vacancies of Divyang Jan 2. Interviews have been dispensed with for recruitment to all Group C, D and Group B (non gazetted) posts w.e.f 1st January 2016. 3. Employees Online App launched by Hon ble MoS (PP) on 28 th October, 2016 which will enable will enable officers, media persons and all stakeholders to stay updated on real time basis with appointments and postings of Sr Govt functionaries. 4. W.e.f June, 2016, our recruiting agencies are issuing provisional appointment letters based on the self certification of the candidates. 5. To improve transparency and reduce time to complete recruitment, the Government has switched over from the traditional OMR (Optical Mark Reader) mode to Computer Based Online mode in respect of the various exams (viz. CGLE, CHSL, MTS level etc.) conducted by SSC 6. IPR through PRISM implemented w.e.f. 01.01.2017 and E Service Book to be implemented in DoPT w.e.f. 15.2.2017 7. Revamped Website of DoPT launched on 25.12.2016 8. Revamped online Recruitment Rules system operationalised on 25.12.2016. 9. SPARROW, online APAR system for All India Services being expandedto Group A Service Officers from 01.04.2017. 10. Implementation of e Office in Central Government Ministries/Departments under MMP. So far 11 ministries/departments have successfully implemented e Office and 55 more Ministries/Departments expected to implemented e Office by 31 st March, 2017.
11. UN e Gov Index 2016 India s rank has improved from 118 in 2014 to 107 in 2016. DARPG in association with UNDP is working towards improvement in online service delivery and development of Services portal for India. 12. Commonwealth Association for Public Administration and Management (CAPAM) Awards were conferred to 4 initiatives from India out of total of 5 Awards. 13. Minimum monthly pension enhanced from Rs. 3,500/ to Rs.9, 000/ by 7 th CPC 14. The ceiling of gratuity increased from Rs.10 lakhs to Rs.20 lakhs by 7 th CPC 15. The rates of ex gratia lump sum compensation being paid to the families of employees who die in performance of duty increased from Rs. 10 15 lakhs to Rs.25 45 lakhs by 7 th CPC 16. Tax Exemption for partial withdrawal up to 25% of employee contribution has been introduced for all the NPS Subscribers 17. Web based pension disbursement system for Defense pensioners will be established soon 18. In order to enforce accountability and transparency in all offices of Central Government Ministries/ Departments except Railway, Defense, Post & Telecommunication, Bhavishya has been made mandatory for processing Pension cases w.e.f. 01/01/2017. 19. Order were issued 26.08.2016 to extend the benefits of 'Retirement Gratuity and Death Gratuity' to the Central Government employees covered by new Defined Contribution Pension System (National Pension System). 3
4 Space and Atomic Energy 1. Civil nuclear agreement with Japan was signed on 11 th November, 2016 during the visit of Prime Minister to Japan 2. Kudankulam Nuclear Power Project Unit 1 (KKNPP 1) which started commercial operation on December 31, 2014 and was dedicated to the Indo Russian Friendship on August 10, 2016 by the Prime Minister Shri Narendra Modi and Russian President Shri Vladimir Putin. 3. KKNPP 2 achieved its first criticality on July 10, 2016, synchronised to the grid, on August 29, 2016, and achieved 100% power on 21st January 2017. 4. India on December 09, 2016 signed an Inter Governmental Agreement with Vietnam for peaceful uses of atomic energy. 5. On November 21, 2016, India and European Organization for Nuclear Research (CERN) signed an agreement making India an Associate Member State of CERN. 6. Tata Memorial Centre Cancer Hospital, Mumbai, which functions under the aegis of Department of Atomic Energy, Govt of India, has achieved 100% "cashless" transaction through the use of exclusive hospital specific multipurpose pre paid Smartcard 7. NavIC (Navigation with Indian Constellation), successfully established for India. 8. Two important Technology demonstrations have been undertaken: The Reusable Launch Vehicle Technology Demonstration (RLV TD) and the ScramJet Engine 9. Launched 20 satellites in one go on board PSLV of which 17 were international payloads, 2 were from Indian Academia and the CARTOSAT 2S
10. Successfully launched GSLV Mk II, the 3 rd consecutive successful flight with indigenous Cryogenic Stage, carrying INSAT 3DR 11.
