Legal Framework (I) Regulation (EC) No 184/2005 of the European Parliament and the Council of 12 January 2005 on Community statistics concerning balance of payments, international trade in services statistics and foreign direct investment Common framework for the systematic production of community statistics Output-oriented, provides definitions, timeliness and defines data elements, geographical breakdown (Annex I + Annex II) BoP Vademecum, updated yearly, clarifies technical details of data compilation and transmission to Eurostat 07-10 June 2011 WORKSHOP AND STUDY VISIT ON BOP STATISTICS 3

Quality Report (I) Commission Regulation No 1055/2008, which defines the quality criteria and the timeline for BoP Quality Reports, was amended in line with the quality criteria defined in the Regulation on European Statistics Article 4 Regulation (EC) No 184/2005 Reasonable measures to ensure quality of the data transmitted according to community quality standards MS supply the Commission with a report on quality of transmitted data (Quality Report) Takinf into account the implication as regards to cost of collecting and compiling data and important changes concerning data collection Assessment with the assistance of the Balance of Payments Committee Send to the European Parliament for information Methodological changes should be communicated (not later than 3 months after any such change becomes applicable) Seven quality dimensions, developed and defined by Eurostat and Member States since late 1990s. They form the statistical output component of the Code of Practice Quality dimensions are same in all statistical domains. Quality Report (II) Relevance of statistical concepts Refers to the degree to which statistics meet current and potential needs of the users. Accuracy Refers to the closeness of estimates to the unknown true values. Timeliness Refers to the period between the availability of the information and the event or phenomenon it describes. Punctuality Refers to the delay between the date of release of the data and the target date (the date by which the data should have been delivered). Accessibility & clarity Refer to conditions and modalities by which users can obtain, use and interpret data. Comparability Refers to the measurement of the impact of differences in applied statistical concepts, measurement tools and procedures when statistics are compared between geographical areas, sectoral domains or over time. BPM6 in the EU - Legal Framework (I) While BoP-Regulation No 184/2005 corresponds 100% to the EBOPS developed in 1996 and included in the MSITS (2002), new amending regulation has no full coverage Annex I and Annex II to Regulation (EC) No 184/2005 are going to be replaced, respectively, by Annex I and Annex II to the new regulation 07-10 June 2011 WORKSHOP AND STUDY VISIT ON BOP STATISTICS 28
