Letteri, Director of Building Services Lindsay Snoddy Environmental Compliance Manager Yancey Elementary School Septic System Project Update Land Acquisition The contracts for the properties adjacent to Yancey Elementary (Davies and Scott properties) are currently being reviewed by the County Attorney s office. Closing is anticipated by July 31, 2013. The property costs are projected to be within budget. Septic System Preliminary Engineering W.W. Associates completed the Septic System Preliminary Engineering Report for Yancey Elementary School. The recommended system is a BioMicrobics underground system with BOD removal, ammonia reduction and denitrification. The estimated project cost is $530,000. The cost is higher than initial estimates due to new regulatory requirements associated with the removal of nitrogen. System design size is 2,400 gallons per day. An increase in design flow to this system can be achieved with a minimal cost increase. Recommendations Include an additional line item for $250,000 for FY 2014/15 to install Yancey s upgraded septic system. Land will be purchased from the designated FY 2013/14 funds, and the remainder will be carried into FY 2014/15 to complete the septic system. Postponing the septic system installation until FY 2014/15 will allow time for a finalized capacity number. The delay may also allow us to explore comparable systems that meet the new regulatory requirements. The additional nutrient requirements for systems in the Chesapeake Bay watershed take effect in December 2013. Proposed Alternative 2 can add three U-10 soccer fields and six U-8 fields for approximately $100,000. The field area is optimized while also buffering the school visually from the proposed roadway. Request for Field Upgrades Based on the Field Feasibility Study for Greer Elementary School, it is requested that $150,000 be included in the FY 2015/16 Capital Improvements Program for Field Upgrades at Greer Elementary. The $50,000 increase from the feasibility study is to account for potential site constraints, scope changes and further design fees. The Field Feasibility Study did not model how the proposed fields may affect noise impacts from the proposed 29 Bypass. The School Division submitted comments in response to VDOT s 29 Bypass Environmental Assessment requesting relocation or renovation of the recreational field at Greer Elementary. February 26, 2013 Joe Letteri Albemarle County Public Schools 2751 Hydraulic Road Charlottesville, VA 22901 Re: Greer Elementary School Field Feasibility Study Dear Joe, Timmons Group has evaluated the Greer Elementary school site for possible additional athletic fields with respect to the adjacent proposed construction of the Route 29 Bypass project. There is currently enough room for one U-10 soccer field (two U-8 fields) on the Greer site. We specifically looked at the placement of additional fields to interrupt the line of sight between the school classrooms/playgrounds and the proposed highway. We did not, however, evaluate or model how these new fields may affect proposed roadway noise impacts. Two conceptual alternatives have been selected to optimize field area while also buffering the school visually from the proposed roadway. Please refer to the attached plan-view and profile figures for representation of the two alternatives. Alternative 1 This alternative maximizes playing field area by creating up to three U-10 soccer fields and seven U-8 fields. Construction will require approximately 2,000 cubic yards (CY) of cut and 21,000 CY of fill; resulting in an import of 19,000 CY of material. This alternative will also require coordination between Greer Elementary and VDOT as the limits of fill extend into the proposed Bypass Right of Way. The cost of this project is estimated at approximately $350,000. Alternative 2 This alternative maximizes playing field area while remaining outside of the proposed VDOT Right of Way and eliminating the need for fill import. This alternative creates three U-10 soccer fields and six U-8 fields by balancing cut and fill volumes with 10,000 CY of onsite grading. This alternative will require little to no coordination between Greer Elementary and VDOT as the limits of work remain on school property. The cost of this project is estimated at approximately $100,000 Please note that these schematics are conceptual in nature and will still require additional engineering to ensure proper drainage, erosion and sediment control, possible stormwater management, and coordination with VDOT. Similarly, cost estimates are based primarily on preliminary rough grading quantities using available GIS topographic data and assume no rock excavation.
