About the Ben Hill County Revolving Loan Fund Application. Applications for the Revolving Loan Fund may be submitted at any time. Please complete the Revolving Loan Fund application and provide all requested documentation prior to submitting the application. Please remember to sign the application. No application that is considered incomplete will be considered by the Revolving Loan Fund Committee. Applicants will be contacted once if the application is incomplete. It is the applicant s responsibility to obtain the incomplete application and make the necessary changes required for completion. Completed applications will be reviewed by the Revolving Loan Fund Committee in the order that they are received and based upon the applicant s availability to meet with the Committee. Among other things, the Committee will review the application to determine if the project fits the overall objectives of the Revolving Loan Fund, is likelihood of having a positive economic impact on the community and sustain ability. The Revolving Loan Fund Committee will process and review applications and make recommendations for loan approvals. The Board of Commissioners for Ben Hill County, Georgia, will have final approval of all Revolving Loan Fund loans. Applications will only be used in the Revolving Loan consideration process. All information reported in the applications is considered confidential and will only be disseminated if required by law (and in accordance with law).

Dear Applicant: Thank you for your inquiry into the Ben Hill County Revolving Loan Fund ( RLF ). A loan application and supporting information are enclosed for your use. When you have completed the loan application, please return it to the office located at the address above-written. After review of the application, to ensure completion, you will be contacted about setting up a meeting with the Revolving Loan Fund Committee. If you require assistance with your business place or other requested data, please be advised that there are a number of sources available that will assist you in your endeavor of turning your dream into reality. Applications are processed in the order received. Funds will be loaned based upon need and availability. Minimum job creation or retention is required for every application that is approved and each applicant must undergo credit underwriting. Businesses must demonstrate a reasonable change for success to the Revolving Loan Fund Committee using business plans, pro forma and other documentation. REVOLVING LOAN FUND The Ben Hill County Revolving Loan Fund (RLF) is derived from the Economic Incentive Program of the Community Development Block Grant of the Georgia Department of Community Affairs and the goals and objectives are established in Title I of the Housing and community Development Act of 1974. The purpose of the Ben Hill County RLF is to expand economic opportunities for persons of low and moderate income in Ben Hill County and/or aid in the elimination or prevention of slums or blight in Ben Hill County by providing funding at the local level. The funds may be used in conjunction with traditional financing institutions. The business must be located within the corporate limits of Ben Hill County, Georgia, and must create or retain jobs and a minimum of 51% of the employment opportunities must be filled with low to moderate income persons. Projects creating opportunities for low to moderate income persons to advance themselves by obtaining employment, greater job security, better working conditions, job training, enhancement of workplace skills and advancement opportunities receive the greatest consideration. Program Objectives The creation of jobs through funding business activities To provide capital for businesses in Ben Hill County To increase the tax base for Ben Hill County Qualifying Factors Creation of new part-time/full-time for low to moderate income persons Evaluation of the ability to repay as agreed through financial evaluation of existing business record s or business plan (required for new businesses) Satisfactory evaluation of personal and business credit history Eligible Areas Any operations located in, moving to, or expanding within Ben Hill County, Georgia. Eligible Projects/Use of Proceeds Projects listed in the Housing and Community Development Act of 1974 (42 U.S.C.A. 5301 et seq.), including, but not limited to: small businesses, commercial and industrial projects.

Ineligible Projects/Use of Proceeds Finance political activities, refinancing, owner/shareholder buyouts and illegal activities Eligibility Considerations Borrower may be a sole proprietorship, partnership or corporation. Typically borrowers (or the majority of shareholders if corporation) must be United States citizens or have Permanent Residence Status Whether applicant has any outstanding payments to Ben Hill County, City of Fitzgerald, State of Georgia or Water, Light and Bond Commission Financing Provisions Loan terms depend upon the project and the assets being finances. Loans begin at $1000 Typical loans require a pledge of collateral (personal and/or business assets) but may also require a personal guaranty and/or security interest on business (and possibly personal) assets Interest rate is typically no less than 3% Borrower is responsible for fees associated with the loan, including out of pocket expenses and closing cost. Up to 5% of the loan amount may be charged to the borrower. The borrower may use the loan proceeds to pay the fee.
