About State Planning Organization I. Establishment and Duties The State Planning Organization is directed by an Undersecretary. The duties of the State Planning Organization are as follows; 1. To determine every type of natural, human and economic resources and possibilities of the country; to provide assistance to the Council of Ministers in determining economic, social and cultural policies and targets; 2. To provide advisory service in coordinating activities of the ministries concerning economic, social and cultural policies; 3. To advise the Council of Ministers on targets which will provide long and short term economic, social and cultural development and to make recommendations on the realization methods of these targets; to prepare long and short term plans and required projects; 4. To monitor the implementation of long-term plan, short-term plan and annual programs; 5. To put forward views and to advise on improving structures and activities of the relevant ministries, government offices, public institutions and local administrations so that plan and annual programs could successfully be implemented; 6. To evaluate implementation of plans and if required to advise proper amendments, 7. To make recommendation for the private and the public sector activities to be consistent 8. To prepare every type of statistics; to do statistical analysis and studies and to publish, to ensure coordination among public institutions regarding statistics; to determine statistical standards; to publish statistical yearbook; to conduct census of population, census of agriculture, census of industry and business; to provide assistance to the scientific institutions which conduct opinion poll;

9. To conduct economic, social and cultural research required for plan and programs. 10. To form the focal point of innovations and improvement of administration for public administration and to implement organization and method services of all ministries, government offices, public and local institutions. II. Organization and Formation High Planning Council The High Planning Council is composed of the Prime Minister, if existed, State Ministers concerned and three ministers appointed by the Council of Ministers, the Undersecretary of the SPO, the Director of Economic Planning Department, the Director of Social Planning Department, the Director of Statistics and Research Department and the Director of Follow up and Coordination Department. The duty of the High Planning Council is to provide assistance to the Council of Ministries in determining economic, social and cultural policy targets and to examine the plans and programs which are prepared within the framework of determined principles, whether they are sufficient or in conformity with the goals determined before submitting them to the Council of Ministers. Social and Economic Council The Social and Economic Council, chaired by the Undersecretary of SPO, consists of the representatives of all ministries and the representatives of the state economic enterprises, the labor and employer unions, the cooperatives, the chambers of trade and industry, professional associations formed by law, local institutions and institutions having social and economic goals. The Social and Economic Council meets at least once in a year, and discuss economic, social and cultural problems of the country concerning preparation of plan and

programs, it gives counsel to the High Planning Council in determining target and strategy of Plan and Programs. Central Organization The Undersecretary of State Planning Organization is in charge of the management of the activities of the organization. The Departments within the Central Organization are; a) Directorate of Economic Planning Department b) Directorate of Social Planning Department c) Directorate of Statistics and Research Department d) Directorate of Follow up and Coordination Department a) Directorate of Economic Planning Department The Directorate of Economic Planning Department is comprised of long-term plans, annual programs, finance, project study, sectoral programs and if required, other units and permanent and temporary special expertise commissions. The duty of the Directorate of Economic Planning Department is to prepare long and short-term, general and regional plan and programs by doing required researches related to the country's economic problems and development. b) Directorate of Social Planning Department The Directorate of Social Planning Department is comprised of research and planning and if required other units and permanent and temporary special expertise commissions.

The duty of the Directorate of Social Planning Department is to examine the social problems of the country and to prepare long and short term plans and annual programs in order to solve these problems. c) Directorate of Statistics and Research Department The Directorate of Statistics and Research Department is comprised of national income, foreign trade, money-exchange, population, social statistics, agriculture, industry, tourism, prices, economic situation, inventory and the units for survey studies and permanent and temporary special expertise commissions. The duty of the Directorate of Statistics and Research Department is to collect statistical data, to evaluate, to arrange and carry out all activities which are related to the publication of these statistical data via the Follow-Up and Coordination Department. d) Directorate of Follow-Up and Coordination Department Directorate of Follow-Up and Coordination Department is comprised of financial and legal measurements, follow-up and evaluation, statistics and the units for publication and representation and permanent and temporary special expertise commissions. The duties of the Directorate of Follow-Up and Coordination Department are; 1. To monitor and co-ordinate the implementation of plans and programs; if required, to establish committees for this purpose consisting of high level authorities of certain institutions and establishments; 2. To collect three-months term reports about implementation from the authorities who are responsible for implementation, to evaluate and to present the results to monitor the implementation of measurements; 3. To provide organization and method examining, in the areas having a hitch in plan and program implementation;

4. To determine and advise administrative, financial and legal measurements in order to facilitate the realization of the plan in the government organization and the private sector; 5. To conduct research for government organization, local institutions and state economic enterprises in order to increase activity, productivity and quality; to guide these institutions in improving their administration; to provide advisory services and assistance; 6. To prepare the publications of the State Planning Organization. III. Preparation and Adoption of Plans Determination of the Economic and Social Targets and Policies The economic and social targets and the principles for the determination of policies are decided by the High Planning Council. The views of the Social and Economic Council are taken into consideration before the decision. The Council of Ministers discusses the principles determined and reaches a conclusion. Preparation of Long-Term Plan The State Planning Organization prepare long-term plan within the framework of the principles and the targets adopted by the Council of Ministers. Adoption of the Long-term Plan The High Planning Council meets within seven days following the submission of the longterm plan to the Prime Ministry. The council examines the plan and reports to the Council of Ministers whether the plan is consistent with the main targets adopted. Following the adoption of the plan by the Council of Ministers within ten days, it is submitted to the Turkish Republic of Northern Cyprus Assembly for approval.

Preparation and Adoption of the Annual Programs Annual Programs are prepared by the State Planning Organization and then submitted to the High Planning Council with the views of Economic and Social Council. The High Planning Council examines the programs and reports to the Council of Ministers. The annual programs adopted by the Council of Ministries gain certainty by 1 st October at the latest. Annual programs are prepared before the budgets and working schedules. While preparing the budgets and working schedules of the state, state economic enterprises, local administrations and institutions formed by law, the principles adopted within the annual programs are taken into account. All investments of the Public and the Private Sector have to be consistent with the Longterm Plan. Investments are examined and approved by the State Planning Organization prior the permission of the Ministry concerned or other authorized institutions. The Public Planning Organization. Implementation of Plan is periodically reviewed by the Undersecretariat of the State Planning Organization. After the results are evaluated necessary complementary measures to be taken are submitted to the Prime Ministry within the reports to be prepared at certain periods.
