1. ABOUT HELB The Higher Education Loans Board (HELB) was established by an act of Parliament CAP 213A of 1995. When it was establish it took over all the function and the responsibilities of management of higher education inancing which was by then being managed by the University Student Loans Scheme (USLS) a department in the Ministry of Education. Under the scheme, Kenyan students pursuing higher education at Makerere, Nairobi and Dar-es-Salaam universities received loans to cover their tuition and personal needs, which they would repay on completion of their education. Though inancing of higher education started in 1952 when the then colonial government awarded loans under the Higher Education Loans Fund [HELF] to Kenyans pursuing university education in universities outside East Africa notably Britain, the USA, the former USSR, India and South Africa. However, USLS lacked the legal basis to recover matured loans from loanees. In addition, the general public and university students wrongly perceived that the loan was a grant from the government, which was not to be repaid. It is against this background that, HELB was established with the mandate of sourcing for funds, allocating and disbursing to needy Kenyan pursuing higher education in recognized institution of higher learning. It also has the mandate of recovering all mature loans disbursed since 1974. 2. 3.OUR PRODUCTS A. LOANS i. Diploma Students Technical, Vocational, Education and Training (TVET) Loans: Students pursuing Diploma courses, in Institutes recognized by the Ministry of Education, Science and Technology [MoEST] and registered with KUCCPS are eligible for this loan. ii. Undergraduate Students a. Loans for Direct Entry Students (DES): These are students joining public and private universities within the East Africa states from secondary school either through the Kenya University Placement Board Services or as self-sponsored students. The loans attracts an interest of 4%p.a.. The loans range from Kes 37,000 to Kes 60,000.00 per year. The students are required to repay their loans on completion of studies. b. Loans for Continuing Education Students (CES): This loan product is for employed students who intend to upgrade their professional skills by pursuing a degree program. This category of loans attracts interest of 12% p.a. Repayment commences immediately after disbursement. The loans are awarded on the basis of the borrower s ability to service the loan while studying. The maximum amount is Kes 100,000 with a minimum of Kes. 50,000. The awarded loan is remitted directly to the University as tuition fees. Applicants are required to pay a loans processing fee of Kes 2,000 upon application. Terms and condition apply. iii. Postgraduate Students: Kenyans pursuing Masters or PhD programmes may access this category of loans to inance their studies. Masters and PhD applicants may receive a maximum of up to Kes 200,000.00 per year. The award is based on the ability to service the loan through check off system while studying. A processing fee of Kes 2,000 is charged. Postgraduate loans attract interest of 12% p.a. B. BURSARIES i. Undergraduate bursaries: HELB awards bursaries to extremely needy undergraduate students in the government sponsored programs. ii. Technical, Vocational, Education and Training (TVET) Bursaries: HELB awards bursaries to extremely needy students pursuing Diploma courses, in Institutes recognized by the TVET authority (TVETA) and registered with Kenya Association of Technical Training Institutions (KATTI) C. SCHOLARSHIPS HELB awards partial scholarships to Masters and PhD students. The award is based on the academic merit. A processing fee of Kes 3,000 is payable on submission of the form. D. PARTNERSHIP PRODUCTS i. Training Revolving Fund (TRF): This loan facility is a partnership between HELB and the Ministry of Devolution and Planning. Public Servant pursuing Masters or PhD programmes or short technical and professional examinable courses relevant to their duties may apply for the loan. They may qualify for a minimum of Kes 30,000.00 or a maximum of Kes. 500,000.00. This category of loans attracts 4% interest. ii. Afya Elimu Fund: This product is a partnership between HELB and USAid funded HRH. Afya Elimu Loans are tailored for Kenyan health care students pursuing Diploma and Certi icate courses in recognized institutions such as KMTC. iii. HELB Universities Partnership: HELB is partnering with universities to support orphans, vulnerable and talented needy students to undertake degree programmes on self-sponsored basis. HELB allocates the maximum allowable to these vulnerable student while the concerned university takes care of the balance through the inancial aid of ice. HELB has already signed an MOU with Kenyatta University. iv. Visa Oshwal Scholarship: HELB has partnered with Visa Oshwal Educational Board to offer scholarships to direct entry university students. The scholarship funds (20) students annually for the total tenure of study for undergraduate degree programmes. The maximum loan award is Kes.100,000 per annum. v. Constituency and County Funds: Helb is partnering with various counties and constituencies (through their CDF) to set up higher education revolving funds. HELP EDUCATE TOMORROW, PAY TODAY. 03

4.SOURCES OF FINANCE HELB s mission is to provide affordable loans to Kenyans pursuing Higher Education through adequate mobilization and prudent management of resources. As a result, the Board relies on multiple sources of inance as follows: A. Government Funding HELB relies primarily on government capitation to inance students pursuing Higher Education in Kenya and East Africa. B. Loan Recoveryi. HELB is mandated to recover funds so as to maintain a revolving fund. iii. CREDIT CARD or DEBIT (ATM) CARD Give authority to HELB to make monthly debits or lump-sum payments directly from your bank account or credit card. This is done by signing the CREDIT CARD AUTHORI- ZATION FORM (CCA) and forwarding the same to HELB. VISA branded credit cards or debit (ATM) cards can also be swiped at HELB of ices. iv. ONLINE PAYMENT via HELB PAYMENT PORTAL You can now pay your HELB loan online. To make your payment: Register an account with HELB online portal; if you already have an account please Login Once logged in, click on Online Services > Online Payment menu. Enter your National ID number as your account number Enter the amount you are paying and click Pay Now. A payment acknowledgement will be issued once the payment is successful. HELB will issue an of icial receipt for the payment. v. DIASPORA LOAN REPAYMENT OPTIONS: a. Wave You can make payments instantly from the US and Canada through Wave via KCB account number 1103266314. Go to www.sendwave.com to update/download the app and then make transfers immediately.
