School Fee Policy for 2016. Debit Order Instruction/Schedule of Fees. Please note: Debit orders run from 1 February to 1 December of any given year inclusively, and are automatically cancelled in December. New debit order forms need to be filled in every year - please complete the forms and return them to the accounts office as soon as possible. Regulations for the exemption of parents from payment of school fees. Included, please find the School Fee structure and various payment options. Should any parent not be in a position to pay the full school fees, they are asked to contact the School as soon as possible in the New Year to discuss various options available to them. Applications for Exemption from the payment of School Fees forms are available from the School should parents require this type of assistance. Applications for Exemption need to be completed and submitted to the school, with all the relevant substantiating documentation, by the end of the first term. Parents are reminded that a new application is required for each year that assistance is needed. Exemption cannot be granted for Nursery School, Pre-School or Aftercare fees, as these are self-funding private facilities and as such are not in a position to grant financial assistance. SPECIAL INCENTIVE 2016 In 2016 we will be providing a special incentive to parents in an attempt to encourage all parents who do not qualify for exemption to pay their school fees. The incentive works as follows: If 95% or more of all qualifying parents have paid all their school fees by 30 November 2016, a 3% rebate on paid school fees will be granted. This 3% (based on the 2016 fees) will be paid out as a refund to all parents of learners leaving the school at the end of 2016 where there will be no siblings at the school in 2017. All other accounts where there will be learners at the school in 2017 will be credited to the 2017 account. Who qualifies: a) All parents with the exception of those parents who have qualified for partial or full exemption. b) All parents who have paid all school fees as well as any arrears on their account. Who does not qualify: a) Educators in the employ of Tom Newby School. b) Parents who have an arrear account from previous years. c) Parents who have been granted partial or full exemption from the payment of school fees. At a meeting of the Tom Newby School parent body on 28 October 2015, the school fees for 2016 were determined in accordance with Section 39 of the South African Schools Act, 1996. The school fees for 2016 are R 15 950.00 per learner Grades 1 to 7 inclusive. 2. In terms of Section 39 of the South African Schools Act, you are liable to pay these fees. In terms of Section 40 of the South African Schools Act, we may enforce this payment by taking legal action. Should you be eligible for an exemption of the above school fees, please contact the Bursar for further particulars. The payment of school fees is, therefore, compulsory and fees are payable in advance, first payment falling due on 13 January 2016. School fees are reviewed annually by the Governing Body in consultation with the Parent Body. 3. School fees can be paid by one of the following methods: If school fees are paid in full by the last working day in February, a 5% discount for credit card payments, and a 10% discount for EFT / Direct Deposits / Telephone Banking and Debit Card payments may be taken for learners in grades 1 to 7. Monthly Debit Order the favoured method of payment payable from 01 February to 01 December inclusive, after which the instruction is automatically cancelled. A new instruction is required for each year the learner is at the school. NB: A DISCOUNT OF 2% IS BEING OFFERED ON ACCOUNTS PAID BY DEBIT ORDER. Should school fees be paid directly into the Tom Newby School bank account, a copy of the deposit slip must be faxed to 086-751-0854 / e-mailed to cirsteenw@tomnewbyschool.co.za or leandas@tomnewbyschool.co.za / sent to the School s finance department. account. Please ensure that your school fee account number / family number is used as a reference on all deposits. 4. Monthly payments shall be payable on or before the 7th of each month. In the event of the parent failing to pay the monthly school fees on the due date, the full account will become due and interest at the rate of 9% per annum, compounded monthly, and calculated on the reducing balance outstanding from time to time will be charged. Should payments be made directly into the school s account for any other reason, e.g. stationery; tours etc, this is to be clearly marked as such or such payment will be credited to the school fee account. Should parents fail to pay the school fees timeously, or pay such fees and monies on demand by the Principal or authorized representative, the Tom Newby School Governing Body will give parents who are in arrears 90 days written notice of its intention to institute legal proceedings. Parents will have 7 days from due date of the notice to pay the fees. Thereafter the case will be handed over to the School s debt collectors / attorneys to institute legal proceedings to recover the outstanding school fees. The parents will then become liable for the legal costs of collecting such fees and monies in accordance with the accepted attorney / debt collector / client scale. 5. The Governing Body of the School shall have the right to amend the school fees as mentioned in paragraph 1 above, and method of payment thereof, subject to proper consultation with the Parent Body. A term s notice (where possible) will be given in the event of the school fees being raised. 6. School fees, interest on arrear school fees and any other monies collected by the School shall be paid into the School Fund administered by the Governing Body and the Governing Body shall be entitled to apply such monies in the manner it deems fit, but subject to the conditions of the Education Act, in particular, and to an annual audit. 7. Parents are however reminded that, in terms of the Act, both parents are, both jointly and severally, responsible for the payment of school fees and divorce settlement agreements are not binding on third parties. 8. Should parents not be in a position to pay the stated school fees to the School, they may, in terms of the South African Schools Act, apply for exemption from the payment of school fees. It is the responsibility of the parent to advise the school of such circumstances and to submit a formal application for assistance on the prescribed forms available from the school s Accounts Department. Before the application can be considered, the parents will be required to produce the following documented information, but not limited to: Total gross annual income (household including any persons living in the home and contributing to the household expenses). Salary slips or letters from employers as proof of income must be provided; Number of dependants and reason for dependency; The total annual necessary expenses; A statement of Assets and Liabilities; Parents must submit the application in person directly to the authorized school representative in the School Fee Accounts Department; Parents are to make themselves available to be interviewed by a member of the School Governing Body should this be requested of them; All applications are to be submitted to the School by no later than 30 March of each school year and can only be for the current school years fees. Assistance cannot be considered for any debt brought forward from a previous year. Parents are legally liable for the arrear amounts and will need to make acceptable arrangements to reduce any such amounts. A new application and substantiating documentation will be required for each year that assistance is required; Parents will be advised of the Governing Body s decision in writing and the reason for the decision within 7 days after the decision has been taken. Parents must be able to prove that the information provided is true and correct documentation / statement to be signed in front of a Commissioner of Oaths. Assistance will be granted to those parents who qualify for assistance, who live in the feeder area first. Should funds still be available, only then will assistance to families from outside the feeder area be considered. To qualify for exemption from payment of school fees, any persons legally fostering a learner will be required to provide the school with a copy of the current Court Order before fees will be waived. NOTICE Parents shall give one calendar month s written notice before removing their child from the School and this obligation shall be applicable irrespective of the reasons for the removal of the child from the School. This is not applicable to Grade 7 learners leaving at the end of their final year at the school. Parents who fail to give the required written notice to the School, will be held liable for one month s School fees in lieu of the notice period. In the event of the parent removing the learner from the School in the month of November, the parent shall be liable for the full fees. It is hereby recorded that the School depends on the adequacy of amounts standing to the credit of the School Fund. The School Fund is funded predominantly by the parents of the learners. Subsidies and loans are only granted in exceptional circumstances and the School can, therefore, not readily rely on State aid. Failure by parents to pay School Fees and other monies owing to the School timeously will result in financial hardship to the School and possible closure of the School. The parent therefore undertakes to pay School Fees and other monies owing to the School. On enrolment of the learner to the School (grades 1 7) a R 600.00 (SIX HUNDRED RAND) acceptance fee is to be paid to the School. This amount will be credited to the relevant school fee account in February of the year the learner starts their schooling at Tom Newby. A R350.00 (THREE HUNDRED AND FIFTY RAND) non-refundable, once-off Computer Centre fee is due and payable for new learners attending the school for the first time in 2016. It is important that ALL parents complete and return the tear-off slip by 13 January 2016 as proof of acknowledgement and understanding of the School Fees Policy of Tom Newby School. The Governing Body would like to thank the parents for their co-operation in the payment of school fees.
