Development and Cooperation Starting point: What do people think about development? Latest Eurobarometer results: 07/01/2015: A large majority of Europeans across all Member States (85%) see it as important to help people in developing countries; 37% believe it is very important. The latter figure has increased by 6 percentage points since 2013. However, fewer respondents are actively committed to helping developing countries by taking personal action (34%), with the largest group giving money to organisations that help developing countries (29%). Relatively few say they volunteer (6%) or are politically involved in helping these countries (3%). 2

Aim: developing citizens' awareness and critical understanding of the interdependent world, of roles and responsibilities in relation to development issues in a globalised society; and to support their active engagement with global attempts to eradicate poverty and promote justice, human rights and democracy, social responsibility, gender equality, and sustainable development strategies in partner countries 3

DEAR Policy evolution: 2010-present 2010: publication of the "DEAR Study" a participatory process, part of the Structured Dialogue. Initiation of a shift towards more strategic approach to DEAR. 2012: publication of the Staff Working Document on DEAR in Europe Taking stock of DEAR in Europe, clarifying the EC's vision for DEAR, and identifying elements of added value for EC intervention. 2014: MIP 2014-2017 defining and formalizing EuropeAid's vision and strategic orientations for DEAR in Europe 5
Development and Cooperation Outline of orientation for DEAR Concentrate on value added: Development Education: formal => complementarity Awareness Raising => European scale (=> bigger projects, while at the same moment considering sub-granting to reach smaller organisations) Exchange of policies, experience and practices among DEAR stakeholders Capitalisation, capacity building and networking for DEAR projects Importance of impact indicators, results monitoring and reporting 6

2014: a look at what we achieved Introduction of a new DEAR strategy in the MIP (building on SWD) Finalization of 2013/14 Call for Proposals: 22 projects directly contributing to EYD 2015, for a total amount close to 68M Inception and capitalization seminars for DEAR projects gathering together CSO and LA active in DEAR Development of closer partnership with Member States involved in DEAR for enhanced cooperation and increased policy coherence on DEAR across the EU Presidency projects : in support of the National NGO platforms of the EU MS holding the Presidency of the EU Council. 8

Development and Cooperation A look at 2015 and the years ahead - Contribute to 2015 European Year of Development and post- 2015 agenda Multi-Annual Action Program (MAAP) 2015-2017 submitted for adoption: innovative as multiannual programming MAAP Stakeholders consultation held via PFD (Policy Forum for Development) If endorsed, it will mean one financing decision covering 3 budgetary years Advantages: improved long term planning, improved predictability of funds, reduced number of procedures Disadvantage: potentially less room to react to sudden changes or events Mitigation: to foresee a reserve 11

DEAR Support Team (service contract) Service contract has been signed. Purpose: capitalisation, capacity building and networking for DEAR projects and DEAR stakeholders Workshops to be held annually: 1. one annual workshop of on-going DEAR projects, 2. one annual workshop of newly contracted DEAR projects, 3. one annual meeting with Member States' representatives, 4. one annual fair and discussion forum of DEAR projects 13
