He has directed the analysis of hundreds of construction claims, in some cases exceeding $1 billion in damages. These claims involved major infrastructure developments, power plants, oil refineries, prisons, wastewater treatment plants, rail transportation systems, airports, hotels and schools. His experience includes schedule delay analysis, damage claim analysis, design and construction technical analysis, and the evaluation of opposing expert analyses. Mr. Tortorello has testified in state and federal courts, before the U.S. Court of Federal Claims, the Armed Services Board of Contract Appeals (ASBCA), and in arbitration and mediation proceedings concerning various scheduling and cost issues. Mr. Barry is a chartered quantity surveyor with over 40 years of experience advising on building and engineering projects around the world. He specializes in quantity surveying, procurement and contract advice, and forensic investigation.
