3.4 Assignment of Risk-Weights for Portfolio Under the Standardised Approach (contd.) For the purpose of determining counterparty risk-weights, the Bank uses external credit assessments from Rating Agency Malaysia ("RAM"), Malaysian Rating Corporation ("MARC"), Standard and Poor's ("S&P"), Moody's, and Fitch. In the context of the Bank's portfolio, external credit assessments are mainly applicable to banks/financial institutions and rated corporations. The Bank follows the process prescribed under BNM CAFIB-Basel II to map the ratings to the relevant risk weights. The ratings are monitored and updated regularly to ensure that the latest and most appropriate risk-weights are applied in the capital computation. The following tables show the rated exposures according to rating by Eligible Credit Assessment Institutions ("ECAIs"), or as prescribed under the CAFIB: 30 September 2015 Exposure Class On and Off Balance-Sheet Exposures Moody's S&P Fitch RAM MARC Ratings by Approved ECAIs Total Aaa to Aa3 / A1 to A3 / Baa1 to Ba3 / B1 to C / P-1 P-2 P-3 Others Unrated AAA to AA- / A+ to A- / B+ to D / A-1 A-2 BBB+ to BB- / A-3 Others Unrated AAA to AA- / A+ to A- / BBB+ to BB- / F1+, F1 A-2 F3 B+ to D Unrated AAA to AA3 / P- A+ to A3 / BBB1+ to BB3 / B to D / 1 P-2 P-3 NP Unrated AAA to AA- / A+ to A- / BBB+ to BB- / B+ to D / MARC-1 MARC-2 MARC-3 MARC-4 Unrated RM'000 RM'000 RM'000 RM'000 RM'000 RM'000 (i) Exposures risk weighted using Sovereigns and Central Banks rating Sovereigns and Central Banks (See Note 1) - 1,288,533 - - - 1,288,533 Public Sector Entities - - - - - - Corporates - 184,992 - - - 184,992-1,473,525 - - - 1,473,525 (ii) Exposures risk weighted using Banking Institutions long term rating Banks, MDBs and FDIs 526,660 347,996 - - - 874,656 Exposures risk weighted using Banking Institutions short term rating Banks, MDBs and FDIs - - - - - - 526,660 347,996 - - - 874,656 (iii) Exposures risk weighted using Corporate long term rating Public Sector Entities - - - - - - Corporates 238,125 - - - 1,864,869 2,102,994 Insurance Cos, Securities Firms & Fund Managers - - - - 10,536 10,536 Exposures risk weighted using Corporate short term rating Public Sector Entities - - - - - - Corporates - - - - - - Insurance Cos, Securities Firms & Fund Managers - - - - - - 238,125.00 - - - 1,875,405 2,113,530 Note 1: The Federal Government and Central Bank of Malaysia are accorded 0% risk weight as provided under the CAF. *Upper Range = Long Term Rating, Lower Range = Short Term Rating 14
