News from the UNDP JPO Service Centre Article on the JPO Programme bringing new talent to UNDP From the JPO Service Centre The role JPOs play in UNDP goes beyond their JPO assignment itself. UNDP and the UN System in general heavily taps in the pool of JPO talent to renew its workforce. Being a JPO is one of the best entry door to the UN Organizations.. Moreover, UNDP s strategy to find new creative talents through the JPO Programme is successful as it can be seen in the following figures of the JPO Service Centre: out of 74 former UNDP JPOs who ended their JPO assignment in -9, almost half of Njeri Kamau (to the left in the background) them (59) continued working within the UN System for at least six months after their JPO assignment. But even those JPOs who decide to leave and work elsewhere can share their experience of working in a multilateral organisation with others, acting as ambassadors for UNDP and development work in general. Some current and Former JPOs, among them Jens Wandel, Director of UNDP s Bureau of Management, have accepted to share with us their success stories and feedback about the JPO programme and their careers. Read the article From the JPOSC Team: Welcome to Olga Nielsen The UNDP JPO Service Centre is very pleased to announce that Olga Nielsen joined the JPOSC as a Finance/HR Assistant until the end of the year. Olga is from Kyrgyzstan. She has previous UNDP experience she has worked in the UNDP Global ICT Advisor Unit in Copenhagen as an Administrative and Finance Assistant. Olga Nielsen Highlight on the JPO Mentoring Programme The UNDP/ UN Women Mentoring Programme is about to celebrate its nd anniversary! Numerous JPOs have made use of the JPO Mentoring Programme and while maybe some JPOs need it more than others the majority of JPOs have made very positive experiences with it and have found it very valuable. It does not only help JPOs to perform well and feel at home at their duty station but UNDP as a whole benefits from this arrangement of matching JPOs with more experienced staff. UNDP Duty Station Survey We are pleased to inform you that the results of our Duty Station Survey are online! This one-time survey was designed to seek feedback from UNDP Country Offices or Headquarters Duty Stations that currently or recently benefited from a JPO/SARC placement. We are proud to announce that the satisfaction rates are very high: for instance, the overall satisfaction of the work performed by the JPO was scored at 96.4%. Furthermore, among other results, the satisfaction of the receiving office of the JPOs preparedness to their arrival at the duty station revealed a 96% satisfaction rate. We will do our utmost to reflect the comments to monitor our activities and to better respond to the needs of the hosting offices. Thanks to all respondents. News from Donors: Australia, Nigeria and Kuwait Donor Updates There have been positive news coming from the JPO Programme donor community in the past few weeks: Australia has reactivated its JPO programme by financing two JPO positions with UN Women and WHO The State of Kuwait and UNDP have signed a JPO agreement in October. Administered by UNDP Kuwait, the Kuwaiti participation in the UNDP JPO Programme should reach JPOs The Federal Republic of Nigeria and UNDP have also entered a JPO agreement in October. A total of 7 JPOs should be funded by the first JPO donor African partner for UNDP! More info to come into the next bulletin! JPO ToR: new JPO Job Description Format HR Updates The Job Description format in use for the JPO Terms of Reference (ToRs) has been reviewed and the new version is being implemented into the Online JPO Request System. The JPO request in the former format will remain in the system without changes while new requests will be using this new template. Webinars with JPOSC: Building Your Career The UNDP JPO SC Career project group hold a series of webinars for UNDP and affiliated JPOs, UN Women JPOs and SARCs in the past few weeks: the main theme was Building your Career, The webinars gave an overview of the various elements to pay attention to in career management and the group has invited a guest speaker: Lauren Canning from the Recruitment unit in OHR New York to give corporate insights. JPOs/SARCs administered by the UNDP JPO Service Centre Brief introduction to the JPO and SARC Programmes The Junior Professional Officer (JPO) Programme offers young professionals under years old the opportunity to gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date academic knowledge to recipient UN Organizations. In, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC) Programme in response to a need to support UN coordination in the field. SARCs are experienced young professionals (in many cases former JPOs) recruited at the P level. The SARC Programme is currently funded by Denmark, Spain and Sweden. Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give participating donor countries a unique opportunity to strengthen their national capacity in the field of cooperation and to market their nationals with the UN System. Role of the UNDP JPO Service Centre Part of the UNDP Office of Human Resources, the UNDP JPO Service Centre (JPOSC) is in charge of the following activities: Overall management of the UNDP and affiliated (UNCDF, UNDOCO, and UNV) JPO Programme, as well as the SARC Programme. This responsibility includes strategic donor activities, such as JPO/SARC placements, supervision, career planning, etc. Day-to-day contracts, benefits and entitlements administration of all or some JPOs assigned to partner UN Organizations (UN Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA, UNSSC, UNU, UPU, and WHO). 4 6 4 8 Number of JPOs and SARCs As of October, the UNDP JPO Service Centre administers 95 JPOs and 4 SARCs, as follows: 7 JPOs/SARCs are assigned to UNDP and affiliated funds and programmes (UNCDF, UNDOCO and UNV) 57 JPOs are assigned to partner UN Agencies that have delegated the administration of part or all of their JPO Programme to UNDP. 6 Jan. 6 Jan. 7 Jan. 8 UNDP JPOs Jan. 9 non-undp JPOs Jan. Breakdown by Organization As of October, the UNDP JPO Service Centre (JPOSC) administers 95 JPOs and 4 SARCs, assigned to UN entities. Compared to the first quarter, the total number of JPOs/SARCs administered by the JPO Service Centre has decreased by %. Breakdown by Gender As of October, 7% of all JPOs and SARCs administered by the UNDP JPO Service Centre are female. This is the highest percentage of female participants in the JPO/SARC Programmes ever. Upcoming Activity As of October, 5 JPO/SARC positions have been selected by the donor community and are in the process of being filled. The recruitment process varies from post to post: some JPOs/SARCs are in the final recruitment stage, while other placements will be advertised in the coming months. Focus on the UNDP JPO/SARC Programme UNDP and affiliated JPOs Breakdown by Entity The UNDP JPO population includes JPOs directly assigned to UNDP, as well as to UNCDF, UNDOCO and UNV. Until, JPOs assigned to UNIFEM (now part of UN Women) were included in the UNDP JPO population. The total number of UNDP JPOs has therefore decreased as UN Women JPOs are no longer included. UNDP JPOs and SARCs Breakdown by Gender The SARC population is more gender-balanced than the JPO population, which reflects the fact that males are more represented in higher level UN positions. This trend is however slightly reversed in the current stats, as the pool of potential SARC talent is becoming increasingly female-based. The number of JPOs assigned to Headquarters locations has increased over the years and now reaches % in relative terms (5% for the JPO population and % for the SARC population). UNDP JPOs Retention Rates Retention groups are defined as follows: Retained, current UN Staff groups former JPOs who still work in the UN System. Retained, former UN Staff groups former JPOs who worked for at least six months within the UN System after their JPO assignment but who currently have another professional activity or occupation. Non retained JPOs groups former JPOs who did not work at all, or worked for less than six months, within the UN System after the completion of their JPO assignment. Over the last ten years, at least 46% of UNDP and affiliated JPOs continued working in the UN System after their JPO assignment; and at least JPO out of still works in the UN System. This figure is probably higher as it is not possible to keep a perfectly accurate carrier track of all separated JPOs. The detailed figures below are based on available information as of August.
