Chief Minister s Official Visit to Africa March 2017 Frederick Holmes, Senior External Relations Officer
The First Official Visit to Africa by a Chief Minister of Jersey Senator Ian Gorst led the first official visit to Africa by a Chief Minister of Jersey on 1 st to 6 th March 2017; The visit forms part of the Government of Jersey s engagement strategy for non-eu markets; The visit comprised appointments in South Africa, Kenya and Rwanda; Delivery of Commercial, Legal, Political and Development Objectives.
South Africa Meetings focussed on protecting and promoting Jersey s current business interests with Financial Services providers, all of whom have an existing presence in Jersey; The Chief Minister and the Director of Financial Services met with: CEO Ashburton Investments; CEO Alexander Forbes; CEO Standard Bank, Wealth; The Chief Minister received positive messages around South African business links with Jersey and was particularly pleased to have visited during a good results season for several South African banking groups.
Kenya The focus of the agenda in Nairobi was on Political and Legal matters; Chief Minister had ministerial meetings with Government of Kenya officials including: o The Deputy Chief Justice; o The Attorney-General; o The Presidents Chief of Staff; and o The Principal Secretary of The Treasury. The Chief Minister also hosted a roundtable discussion with the British Chamber of Commerce to explore the opportunities for doing more business in Kenya.
Kenya The Chief Minister signed a preliminary Asset Recovery Agreement with Kenya; This paves the way for the return of 3m in confiscated assets from a high-profile money-laundering case (Windward Ltd); The landmark agreement secured Jersey s objectives by: o committing the Government of Kenya to ensuring that the appeal process concludes; o introducing specificity on the beneficiaries of the returned funds (renewable energy projects in the education sector); o and ensuring the funds are transferred in a manner than provides transparency, in line with an international framework for asset recovery.

Rwanda In May 2016 The Government of Jersey and The Government of Rwanda entered into a Memorandum of Understanding on Mutual Co-operation; The Chief Ministers trip fulfils a commitment of an official visit to Kigali following on from Rwanda s Finance Minister s visit to Jersey in January 2017; A highlight of the visit was a bilateral meeting and a private dinner hosted by His Excellency President Paul Kagame at The Office of the President.

Rwanda The CM visited the Kigali Special Economic Zone to see examples of foreign inward investment; The visit also included an opportunity to lay a wreath at the Rwandan Genocide Memorial.

Rwanda A visit to asses progress on the ongoing programme of a Jersey Overseas Aid development project in rural Rwanda in association with RJA&HS, Send a Cow, Rwanda and Ministry for Agriculture, Rwanda; The Jersey Inka Nziza (Beautiful Jersey Cow) project forms part of the Government led Girinka (One cow per Poor Family) project; The intention is to alleviate poverty, reduce levels of malnutrition and reconcile relationships on a National scale.

Rwanda There were also substantial discussions on all elements of the MOU; Agreement on how Rwanda can support Jersey s ambitions for greater visibility among African markets.
Conclusions Ambitious objectives achieved; Signal of commitment to broadening ties with African partners; Significant positive International and local media coverage; Government of Jersey s engagement efforts were positively received.
