JOB DESCRIPTION Job Title: Responsible To: Responsible for: Scheme Manager Supported Housing Services Manager Cleaners Main Purpose of Job To provide an effective intensive housing management service to all residents living in a sheltered housing environment. To manage the scheme premises to ensure they are properly maintained as a safe living and working environment. Key Areas Intensive Housing Management Tenants 1 Keep regular contact with all tenants of the scheme, making regular visits to tenants who are confined to their individual flat or bungalow to ensure that the accommodation and services are adequate 2 Advise and where necessary, assist new tenants in settling into their new home, for example; Giving advice on obtaining or disposing of furniture Assistance with/guidance on applying for housing benefits Arranging connections to the statutory services, e.g. electricity & telephones Introducing tenants to the scheme s services and facilities ensuring they are properly instructed on the use of the alarm system, door entry and laundry etc. 3 Advise tenants in maintaining security of their homes and the premises in general. 4 Ensure safe practice guidelines are followed and Safeguarding policies and procedures are adhered too. Lettings 5 Play a full part in the lettings process, to ensure appropriate lettings to minimise void levels, including viewings. 6 Assessing applicants housing needs as part of the lettings process. 7 Contribute to the marketing of the scheme and sheltered housing generally by encouraging visitors to the scheme, participating in promotional activities both locally and citywide. 8 Advising tenants on transfer and other re-housing opportunities, assisting tenants with their applications and assisting with the processing of applications. 9 Comply with tenancy sign up procedure, complete paperwork and submit housing benefit forms where appropriate. Rent Collection 10 Assist tenants with their housing benefit claims. On tenants request, advocate on their behalf with housing benefit departments and Neighbourhood Management staff to ensure the rent and service charges can be paid in a timely manner to reduce the risk of arrears. Provide advice when required on rent accounts. 11 Comply with financial procedures when receiving any financial payments. Maintenance 12 Receive repair requests from tenants, pre inspect repairs and report accurate information to the maintenance and property investment staff on repairs required. 13 Report emergency repairs direct to contractors out of office hours as required. 14 Inspect vacant flats and specify repairs and other works required for re-letting. 15 Liaise between tenants and contractors for appointments for repairs to be carried out. 16 Advise tenants on rechargeable repairs service and arrange payments required. 17 Monitor the delivery of service contracts, for example lifts, heating, fire alarms, gardening and grounds maintenance. 18 Post inspect repairs and report on quality of work, health and safety and other aspects of service provided by contractors while on site. 19 Where post holder is comfortable with these duties, and in the interests of providing a cost effective service to tenants, undertake minor maintenance tasks where this is compatible with health and safety risk assessments and where guidance and training has been provided These include; Changing of light bulbs or tubes within common areas and in an emergency within tenants flats Resetting time clocks for lighting or heating Bleeding of radiators Adjusting thermostats Replacing lock barrels Scheme Budgets 20 Monitor expenditure on the scheme against budgets and report on unexpected variances. Resident Involvement 21 Encourage tenant involvement in the management of the scheme via discussing housing management policy and practices. 22 Identify and apply for funding opportunities and facilitate training programmes and activities within the scheme. 23 Organise tenants meetings, newsletters and surveys within the scheme and any other consultation methods to keep tenants fully informed of any matters that affect them, including redecoration and major works. Cleaning 24 Supervise the cleaning of the common parts by staff and or contractors. Participating in the recruitment and supervision of cleaners/relief staff in accordance with South Liverpool Homes Recruitment Policy. Health & Safety In accordance with Health & Safety Policy & Procedure; 25 Carry out routine fire alarm tests and fire drills. Carry out regular emergency light inspections. 26 Carry out recorded health and safety checks. 27 Carry out annual health and safety risk assessment. Date Issued November 2014 Issue No 1 Page 3 of 4

28 Administer first aid in emergency and maintain First aid supplies on the premises. Carry out Fire Marshall duties in compliance with Health and Safety procedures. 29 Carry out other routine tasks which may be required to ensure high standards of health and safety within the scheme. Ensure all scheme visitors and contractors comply with health and safety requirements. General 30 Communicate effectively with or any staff providing cover to ensure tenants receive the same standard of service. This includes keeping records up to date, leaving clear written notes and information relating to any tasks or activities undertaken, ensuring a smooth handover and service continuity. 31 Provide cover during normal working hours at any other schemes. This may include where necessary holding keys for void units in other schemes, enabling contractors to collect them without travelling to Head Office. 32 Establish and maintain efficient administration systems with reference to the Scheme Managers handbook. When required facilitate and attend multi agency meetings to deal with intensive housing management issues. 33 Undertake training as necessary, attend appropriate meetings and contribute ideas to promote improvements to ensure the highest quality service to tenants. 34 Maintain accurate manual and computer records for the tenants, the scheme and ensure that the 24 hour control centre has current information on all tenants. 35 Maintain the highest standards of personal and professional integrity and conduct. Ensure that the Codes of Conduct e.g. the Centre for Sheltered Housing Studies Code of Practice and the National Housing Federations Code of Conduct. Integrity at Work, are observed and report any departures from these standards to the Human Resources Manager. 36 To carry out all duties with due regard to the provisions of Health and Safety Legislation. 37 To undertake any other tasks and duties within the scope and grade of the post.
