SCOPE OF WORK The Columbia Metropolitan Airport is requesting proposals from Service Providers for the furnishing of professional services, skilled labor, materials, tools and equipment necessary to maintain approximately 40,000 square feet of terrazzo floors throughout the passenger terminal. All work is to be performed between 10:00 p.m. and 4:00 a.m. Attachment A reflects the areas covered under this RFP. SPECIFICATIONS All terrazzo floors shall be restored to standards within two (2) months of the beginning of the contract and must be maintained to a high gloss finish at all times thereafter. The moving and replacement of furniture, i.e. stations, tables, chairs, plants, etc. are to be completed by the Service Provider s personnel. All items shall be replaced to their original location. All debris, streaks, and marks must be removed. Surfaces adjacent to the floors, i.e. walls, baseboards, kick plates, etc., shall be protected from damage and debris and from equipment striking the surfaces. All surfaces shall also be free of watermarks or splashing from the cleaning solutions and/or rinse water. Proper precautions shall be taken to advise tenants and passengers of wet and/or slippery floor conditions and work areas shall be partitioned off. Service Provider shall prepare and maintain a log of all work performed each time the Service Provider is on-site for use by the Terminal and Contracts Supervisor when inspecting the work performed. During irregular operations (storm/weather events), terminal projects, or special events, the Service Provider shall be prepared to cease work or modify their schedule as requested by the Terminal and Contracts Supervisor. SPECIFICATIONS: OPTION A: To maintain the current terrazzo floor, the Service Provider shall perform, at a minimum, the following services: 1. The entire surface of flooring shall be swept, damp-mopped, scrubbed and buffed to a clean shine at a minimum of four days a week with a neutral floor cleaner according to the manufacturer s instructions. 2. All stains, scuff marks, and any other markings shall be removed. 3. All doors, walls, columns, planters, etc. shall be covered to be protected from splash marks or machine marks. The Service Provider will be responsible for replacing any items damaged by buffing or scrubbing machines or negligence to protect said items listed previously. 4. Floors shall be stripped, sealed and waxed every six months. OPTION B: To recondition the current terrazzo floor, the Service Provider shall perform, at a minimum, the following services: 1. The entire surface of flooring shall be stripped of old wax and cleaned before reconditioning. The Service Provider shall factor into its pricing and operational plan that multiple layers of old wax may need to be stripped. 2. Floors shall be allowed to dry thoroughly before reconditioning. 3. Reconditioning/polishing (honing) shall be performed using special diamond abrasive grit pads and commercial rotary cleaning/buffing machines. 4. The Service Provider shall supply and install an Airport approved sealer as specified by the manufacturer. The current approved sealer is the 3M Scotchgard Stone Floor Protector. Any alternate sealer must be approved by the Airport. 5. The Service Provider shall perform a final polish which shall result in a high gloss, non-slippery finish. 6. The Service Provider shall hand recondition coves, edges, corners, stairs, etc. as necessary where machines cannot reach. All adjacent surfaces shall be protected from any work performed, by the Service Provider. Areas to be protected include, but are not limited to, walls, baseboards, glass, furniture, carpet, and fixtures. 7. The Service Provider shall leave the completed areas clean, free of dust, and there will be no splatters or marks. 8. Service Provider shall be responsible for moving or coordinating the move of all unsecured items such as passenger seating, vending machines, railings and stanchions. The Service Provider shall return these items to their original location in the same condition as they were prior to the move. The procedures described above are required, at a minimum, to recondition the terrazzo floors. Any deviance or alternative plan must be submitted and approved by the Airport. OPTION C: To maintain the terrazzo floor with 3M Scotchgard Stone Floor Protector, the Service Provider shall perform, at a minimum, the following services: 1. The entire surface of flooring shall be dusted with the 3M Easy Trap Duster or Airport approved equivalent at a minimum of four days a week. 2. Damp mop or autoscrub with the 3M Red Buffer Pad 5100 using 3M Neutral Cleaner or Airport approved equivalent at a minimum of four days a week. 3. All stains, scuff marks, and any other markings shall be removed. 4. All doors, walls, columns, planters, etc. shall be covered to be protected from splash marks or machine marks. The Service Provider will be responsible for replacing any items damaged by buffing or scrubbing machines or negligence to protect said items listed previously. 5. Burnish all areas with Scotch-Brite Purple Diamond Floor Pad Plus, dark purple side down at a minimum of one time a week. 6. Recoat all areas using a single coat of Scotchgard Stone Floor Protector every six months. High traffic areas (checkpoint, ticket counters, entry ways, etc. shall be recoated as needed to ensure floor maintains a high gloss, non-slippery finish). EQUIPMENT AND SUPPLIES All equipment, chemical and supplies needed to meet the requirements of this RFP shall be supplied by the Service Provider. Propane floor machines may be used at the Airport after inspection and approval by the Airport Public Safety Department. Safety Data Sheets (SDS) for all chemicals used and stored at the Airport must be supplied to the Terminal and Contracts Supervisor before contract start date and shall be updated by the Service Provider as needed to stay current. STORAGE Secure storage space will be provided for storage of equipment, supplies and propane tanks (approximately 120 square feet) at no cost to the Service Provider. PERSONNEL The Service Provider must assign a site supervisor and submit the name and contact information in the RFP and to the Terminal and Contracts Supervisor. The site supervisor shall have the authority to act on behalf of the Service Provider in all day-today operational matters. He or She shall also be responsible for, but not limited to, record keeping, scheduling, supervising, and contract administration. All personnel assigned to work at the Airport must successfully clear a background check to be fingerprinted and badged under the Airport s Security Rules and Regulations. The Service Provider will be responsible for all costs associated with this process (approximately $85.00). All personnel assigned to work at the Airport shall wear uniforms with the Service Providers company logo. The Airport requires the Service Provider to maintain sufficient staffing to complete the scope of work and specifications listed in this RFP. PRICING AND CONTRACT TERM The Airport is seeking prices per year for three (3) years (July 11, 2016 July 11, 2019) with the option of two (2) one (1) year extensions. Pricing shall be based on the specifications and schedule set forth in this RFP. Pricing must be allinclusive and cover every aspect of this RFP. PROOF OF INSURANCE COVERAGE Service Provider shall provide the District with satisfactory evidence of the Professional Liability Insurance and Automobile Insurance from a company satisfactory to the District and licensed to transact business in the State of South Carolina. If the two insurances are with different companies, submit a form for each company. This form shall be submitted for responsiveness.
