Supervisor Damp made a motion to approve the September 12, 2017 Planning, Resources, Agriculture and Extension committee minutes. Mr. Lammers seconded the motion. Motion carried unanimously Public Hearing opened at 4:17 PM. To consider amendments to Sections 72.15 and 72.32(43) Sheboygan County Shoreland Ordinance regarding Lake Michigan setbacks Kathryn Fabian, of the Planning & Conservation Department, gave an overview of proposed State required amendments to the Sheboygan County Shoreland Ordinance and answered questions from the Committee. Mrs. Fabian addressed questions from the public. Public Hearing closed at 4:45 PM. Supervisor Baumgart made a motion to deny the proposed amendments to the Sheboygan County Shoreland Ordinance with Supervisor Bauer supporting. Committee members, along with the stakeholders in the audience, felt that the Ordinance is working well as written due to the dynamic nature of Lake Michigan and that the one-size-fits-all changes the State is requiring do not do Lake Michigan property owners or that particular environmental area due justice. The motion passed with a 5-1 vote with Supervisor Damp voting Nay. Public Hearing opened at 4:49 PM. To consider amendments to the Sheboygan County Floodplain Ordinance

PRAE Committee Minutes October 10, 2017 Page 2 Mr. Brault gave an overview of the proposed amendments to the Sheboygan County Floodplain Ordinance. Public Hearing closed at 4:52PM. Mr. Lammers made a motion to approve that the amendments to the Sheboygan County Floodplain Ordinance be enacted. Supervisor Ogea seconded the motion. Motion carried unanimously. UW-Extension Cindy Sarkady presented the 2 nd Quarter Variance Report. Supervisor Damp made a motion to approve the variance report and Supervisor Bauer seconded the motion. Motion carried unanimously. Planning and Conservation Mr. Brault explained the proposed Wisconsin coastal management grant for Amsterdam Dunes. Supervisor Baumgart made a motion to approve the grant application and corresponding $5,000 match from the County. Supervisor Damp seconded the motion. Motion carried unanimously. Mr. Brault gave a brief overview on the proposed 2017 budget adjustments. He requested that $19,989 be added to budget revenue account #132.466135 to reflect the sale of property adjacent to the Shoreland 400 Rail Trail to RCS Inc. Additionally, he requested $35,000 in contingency funds be added to budget expense account #127.552125, which is Planning and Conservation s interdepartmental account for the Transportation Department, as well as the same amount to budget revenue account #127.411100, the property tax levy account for the Marsh. Supervisor Damp motioned to approve the proposed budget adjustments and Supervisor Ogea seconded the motion. Motion carried unanimously. Mr. Brault and Supervisor Baumgart led the discussion on proposed changes to Wisconsin s wetland laws and answered questions from the Committee. Supervisor Damp gave a report on her attendance to the Wisconsin Counties Convention in the Dells. Mr. Brault gave a brief departmental update that included an update on the Southside Utility Corridor project and the October 24 th budget hearing. Supervisor Bauer motioned to approve the vouchers and Supervisor Baumgart seconded the motion. Motion carried unanimously. Supervisor Ogea moved and Supervisor Damp seconded to adjourn. unanimously with adjournment at 5:31 PM. Motion carried Next meeting (UW-Extension focus) is scheduled for Tuesday, October 24, 2017. VARIANCE REPORT FOR DEPARTMENT -- REGISTER OF DEEDS FOR THE QUARTER ENDING 06/30/2017 G/L CATEGORY VARIANCE FROM BUDGET EXPLANATION OF VARIANCE POSITIVE/ NEGATIVE Public Charges for Services General Government 57,556.51 variance; revenue fluctuates due to real estate and encumbrance activity which is based upon the local, state and national economy. Personnel Related Expenditure Wages 20,750.56 variance due to retirement of one employee. Benefits 3,899.27 variance due to retirement of one employee. Operating Expenses Purchased Services 3,523.36 variance, expenses not billed until October, computer and printers ordered in October. This will even out as the year progresses. General Operating 7,106.42 variance, have not ordered any printing supplies, insurance premiums lower then anticipated. Operating Transfers In (5,910.00) variance, payments set up as monthly expeses paid quarterly, timing of payment off. TOTAL 86,926.12

VARIANCE REPORT FOR DEPARTMENT -- COUNTY PLANNING & RESOURCES FOR THE QUARTER ENDING 09/30/2017 G/L CATEGORY VARIANCE FROM BUDGET EXPLANATION OF VARIANCE POSITIVE/ NEGATIVE Intergovernmental Revenues Federal Grants (3,592.53) variance due to less revenue for the non-motorized and grant BU than budgeted. State Grants (125,417.86) variance due to Land & Water Resource Management (LWRM), DATCP payment, wildlife damage, and snowmobile revenue not received because expenses have not occurred yet. Licenses & Permits Other Permits and Fees 11,267.73 variance due to boat landing fees, household hazardous waste fees, and erosion control fees are more than budgeted. Public Charges for Services General Government 3,432.11 variance due to higher than anticipated rural numbering sign sales and digital data sales. Conservation and Development 102,235.04 variance due to tree and shrub sales received in 1st quarter, budget spread over 12 months, and grant money received for the Amsterdam Dunes. Interest and Other Revenue Rent Revenue 1,800.00 variance due to rent received for Shoreland 400 trail. Other Misc. Revenue 29,035.21 variance due to unspent money for awarded project returned to Stewardship fund and sale of property along the Shoreland 400 trail. Personnel Related Expenditure Wages 16,904.79 variance due to less wage expense and comp time than budgeted. Benefits 4,038.17 variance due to less benefit expense than budgeted for.

Operating Expenses Purchased Services (13,450.14) variance due to stormwater plan expenses which are reimbursed through land records money and Amersterdam Dunes work. Repairs and Maintenance 27,108.00 variance due to structural expenses not yet spent. General Operating (13,956.84) Tree sale expenses paid out, budget spread out over 12 months, and higher than anticipated rural numbering sign sales. Interdepartmental Charges Employee Related Insurance (22,837.90) variance due to higher health and dental insurance expense than budgeted. Repairs & Maintenance Charges (45,538.47) variance due to higher than budgeted highway expenses at the Marsh for bog removal. System Operation Charges 1,129.61 variance due to less printing at County Printing Department. Capital Outlay 19,183.31 variance due to Land Information money not spent yet. Brault FROM: Aaron Brault DATE: November 14, 2017 RE: Budget Adjustment I am proposing two budget adjustments to the Department s 2017 budget to reduce variances. These adjustments are by the request of the Finance Department to align the different departments accounting for non-lapsing funds. More detail to follow. I am requesting that $5,000.00 be added to equity account 1100.820125 and the same amount be added to 444.820125. PRAE committee approved the use of funds from the trail non-lapsing account on 3/14/17 to add drain tile to a section of the Shoreland 400. The highway department completed this installation last spring and was paid through interdepartmental revenue and expense accounts. This budget adjustment will show the approved dollars being moving into the department s operational budget, making it budget neutral for both departments. I am also requesting a budget adjustment of $1,500.00 be added to expense account 127.532120 and the same amount to equity account 127.820125. This request reflects the dollars that were approved to be used from the non-lapsing account for the Broughton Marsh to build a foot bridge on the disc golf course. This project was approved by the PRAE committee on 9/12/17. This request is also budget neutral.
