Corporation Bank invites applications from prospective IBA approved transport operators for empanelment in bank s panel for the period from 01.04.2018 to 31.03.2020. During the said period, eligible empanelled transport operators shall be undertaking collection of parcels from our Head Office Printing & Stationery Division at Mangaluru, transporting and delivering of stationery items/ goods/ parcels etc., to various branches/ offices of the bank across the country as per the guidelines/ terms and conditions to be stipulated by the bank from time to time. 2. Transport operators satisfying the eligibility Criteria are requested to submit their applications duly complete in all respects to Corporation Bank in a sealed envelope superscribed as "Application for Empanelment of Transport Operators". 3. Empanelment Application along with a self-attested copy of all the relevant supportive documents should be submitted in a sealed cover addressed to The Chief Manager, Corporation Bank, Printing & Stationery Division, 8th Cross, Gandhi Nagar, Near Lady Hill Circle, Mangaluru: 575003 so as to reach the bank latest by 31.01.2018-10.30 a.m. Technical & Financial bids will be opened on 06.02.2018 at 10.30 a.m. & 11.30 a.m. respectively at Corporation Bank, Head Office, Pandeshwar, Mangaluru 575001. 4. All pages of the application, terms and conditions, and supportive documents should be duly signed by the authorized signatory and seal of the printer firm should be affixed on every page of the document submitted to the bank. 5. TERMS AND CONDITIONS FOR EMPANELMENT OF TRANSPORT OPERATORS FOR COLLECTING, TRANSPORTING & DELIVERING OF STATIONERY ITEMS/ GOODS/ PARCELS ETC., TO THE BRANCHES/ OFFICES OF THE BANK FOR THE PERIOD FROM 01.04.2018 TO 31.03.2020 1. PREAMBLE 1.1 Corporation Bank (hereinafter called the Bank ) having its Head Office at Mangaluru (Karnataka) invites applications from reputed transport operators for empanelment for a period of 2 years from 01.04.2018 to 31.03.2020, for collecting, transporting and delivering of stationery items/ goods/ parcels etc., to branches/ offices of the bank as per guidelines/terms & conditions to be stipulated by bank from time to time. 2. ELIGIBILITY CRITERIA FOR EMPANELMENT 2.1 Transport operators satisfying the following criteria are eligible to apply for empanelment with the Bank: 2.1.1 Transport operator should have been undertaking the activity of collecting, transporting & delivering of stationery items/goods/parcels etc., to various locations across the country atleast during last 5 financial years ended 31 st March. 2.1.2 Transport operator should be in the panel of approved list of Indian Banks Association (IBA); 2.1.3 Minimum average annual turnover of transport operator, during the last 3 financial years ended 31 st March should be Rs.125.00 Lakh. Three years balance sheets, Profit and Loss Account statements audited by Chartered Accountant should be enclosed to the empanelment application. 2.1.4 Transport operator should be an income tax assesse with PAN and its submission of tax returns must be up-to-date. Self-attested copy of Income tax returns acknowledgement / assessment orders copy of the last 3 financial years should be enclosed to empanelment application. 2.1.5 Transport operator should have their Booking Office/ branch in Mangalore city in Karnataka State. 2.1.6 Transport operator should be in possession of [a] PAN, [b] GSTIN, and [c] permission / license to carry on business at Mangaluru address furnished in the application. Self-attested copy of all these certificates, including the said permission/ license, should be enclosed to empanelment application. 2.1.7 All consignments, irrespective of their weight are to be picked up from Corporation Bank, Printing & Stationery Division, 8 th Cross, Gandhi Nagar, Near Ladyhill Circle, Mangaluru 575003 Karnataka State or such other address to which the said office may be shifted from time to time, without any charges including door collection/ hamali charges. All consignments are to be booked on freight To-Pay Door delivery basis. 2.1.8 Transport operator should have adequate number of delivery offices at various locations across the country to facilitate timely delivery of goods consigned by the bank to its branches/ offices. 2.1.9 Transport operator should not have been de-listed/ black-listed by any of the banks/ Government Departments/ Public Sector undertakings. 2.1.10 Documentary evidence to confirm all the above mentioned pre-qualification criteria should be enclosed to the empanelment application. Prospective transport operators meeting the above eligibility criteria may download the application for empanelment from Banks web-site (www.corpbank.com). 3 OTHER GUIDELINES FOR EMPANELMENT 3.1 Transport operators who are already in the bank s panel should also submit their applications afresh for empanelment for the FY 2018-20 i.e., 01.04.2018 to 31.03.2020. 3.2 Value of original investment in Plant & Machinery should be mentioned in empanelment application. In case transport operator is in possession of SSI/ MSME Registration Number, photocopy of the said certificate should be enclosed to the application. 3.3 Execution of works of transporting consignments in Public Sector undertakings/ Government Departments desirable. Self-attested photocopy of major orders executed (containing the job specification details) during the last 3 financial years, if any, shall be submitted along with the application. In case of need, bank may call for opinion letters from printer s bankers/ clients/ others and consider only those applicants with satisfactory record for empanelment. 3.4 Original documents should be produced to the bank, on request, in case it is needed for cross-verification of information by the Bank, failing which empanelment application is liable to be rejected. 3.5 Transport Operators who apply for empanelment should pay a non-refundable application fee (inclusive of GST) of Rs.2360/- (Rupees Two Thousand Three Hundred Sixty Only) by way of crossed Demand Draft favouring Corporation Bank payable at Mangaluru. 3.6 All transport operators who are in the bank s present panel should apply afresh for empanelment for the financial years 2018-20. All other transport operators meeting the above stated eligibility Criteria and are not in the present panel shall also apply for empanelment for the FY 2018-20. 4 SUBMISSION OF BIDS [Technical & Financial bids] 4.1 Transport operators satisfying the eligibility criteria should submit their bids in two bid system i.e, Technical and Financial bids. 4.2 Technical Bid to be kept in sealed envelope superscribed as "Technical Bid for empanelment of Transport operators " enclosing all the required supportive documents and the non-refundable application fee of Rs.2360/- by way of demand draft. 4.3 Please Note: In the technical bid, bidder should enclose all supportive documents/ papers as stipulated in this tender document. Since technical bid without any of the required information is liable for rejection, bidders are once again advised to ensure compliance of the above requirement without fail. 4.4 Soft copy of Financial Bid containing list of branches/ Offices of the bank along with mailing addresses will be uploaded in bank s website. Transport operators are requested to download the excel sheet for quoting their lowest rates destination-wise (branch/office of the bank). Please mention your lowest quote for each of these destinations unfailingly. 4.5 After recording the lowest quotes for each destination in the excel file, a print out of the same should be taken and submitted by bidders duly affixing their signature and seal of the firm on all pages. This hard copy will be treated as their financial bid. 4.6 After taking print out, the excel file containing lowest quotes should be copied into a CD and the said CD should be kept inside financial bid cover along with other papers. 4.7 This financial bid is to be submitted in a separate sealed envelope along with a CD. Rates quoted in the financial bid are valid for the entire empanelment period and no revision shall be entertained by the bank irrespective of any reason. 4.8 The rate should be quoted in Rupees Per Kg of material for transporting from Mangalore (Karnataka) to the destination address (Branch/ Office of the bank) inclusive of all charges & taxes such as collecting, loading, movement of goods, unloading, handling, hamali, door delivery charges, all other charges, all taxes, levies. 4.9 Financial bid as per the excel sheet print out should be duly filled in in all respects and the signature & seal of authorized signatory of the bidder s firm should be affixed before submission to the Bank in another sealed envelope. Financial bid envelope containing hard copy of the quotes (duly signed by bidder) and the CD containing soft copy of excel file should be superscribed as "Financial Bid for Transport Operators ". 4.10 Quotes offered by transport operators for each destination (location of branch/ Office of the bank) from Mangaluru (Karnataka) centre would be compiled and L-1 transport operator would be arrived at. Orders would be placed with the L-1 transport operator for each of these locations/ destinations. 4.11 In case, where no quote is received for a particular branch/ Office of the bank from any of the transport operators, then bank will have the discretion to place orders for such destinations with any of the transport operators outside the panel based on availability of services. 4.12 In case more than one bidders become L-1 for a destination, the work will be assigned to one of the transport operators purely at the discretion of the Bank depending on factors such as prompt service by the operator, complaint free service, transport operators nearness to the branch/ office of the bank that has indented the items etc.. 4.13 As and when new branches/ offices are opened by the bank, during the period of empanelment, bank would be calling for additional quotes from empanelled transport operators lowest rates for these new locations to arrive at the L-1 quote and to entrust the consignment accordingly. 4.14 This Rate Contract will be valid till 31.03.2020, which may be extended up to 30.06.2020, in case of need, on the same terms & conditions at the sole discretion of the Bank. 4.15 Both technical bid & financial bid envelopes should be kept inside a bigger envelope sealed and submitted to Bank. This bigger cover should be superscribed as "Application for Empanelment of transport operators (T & F Bids)". This envelope should be submitted to The Chief Manager, Corporation Bank, Printing & Stationery Division, 8th Cross, Gandhi Nagar, Near Ladyhill Circle, Mangaluru 575003 latest by 31.01.2018-10.30 a.m. In case the date stipulated as above happens to be a public holiday, offers should be submitted at the above address on or before the same time on the immediate next working day. 4.16 Name & complete postal address of the bidder including phone numbers and tender reference number should be legibly written in the envelopes containing Technical Bid, Financial Bid and also on the bigger cover which contains both these bids. 4.17 In case any transport operator intends to send the offer by post, the same may be sent by courier/ speed post duly addressing the same to the said office to ensure proper receipt of their offer. It is the responsibility of the bidder to ensure that bids are submitted at the said address within the due date and time prescribed above. Bank is not responsible, if any offer sent by post/ courier is lost in transit and/or not received by the Bank in proper condition or not received within the stipulated due date and time mentioned above. 4.18 Bids are to be signed by the authorized personnel of the firm or organization only. Full name, designation, necessary resolution/ power of attorney/ letter of authority available should also be enclosed to the technical bid. 4.19 All the pages of the tender document should be stamped (by affixing the seal of the firm) and signed by the authorized signatory as token of having read the entire tender document and understood the instructions, terms and conditions etc.. No changes whatsoever shall be permitted in the tender document and the bidder should submit the tender as per the Bank s prescribed format only. 4.20 Any incomplete or ambiguous terms/ conditions/ quotes/conditions will disqualify the offer and the decision of the Bank in this regard will be final. 5 Guidelines contained in this document are General Conditions to be complied with by empanelled transport operators. Bank shall stipulate and communicate additional terms and conditions as and when considered necessary and all such communications/ instructions/ guidelines shall form part of this tender document terms. 6 Technical Bids will be evaluated as per the eligibility criteria specified in the tender document. Financial Bids of successful technical offerers alone will be opened. 7 Transport operator applying for empanelment should bear all costs/ expenses associated with the preparation and submission of empanelment application to the bank and the Bank in no case will be responsible or liable for these costs/ expenses incurred by printers regardless of the conduct or outcome of the empanelment process. Transport operators are requested to submit their applications duly complete in all respects and along with all supportive documents/ records etc.. Incomplete/ illegible applications are liable to be rejected by the bank. 8 The Bank reserves the right to reject any or all the empanelment applications at any stage during the empanelment process without assigning any reason therefor. Canvassing in any form will disqualify the applicant. 9 Transport operators, who are already in our panel, may also submit their applications afresh for empanelment for the financial year 2018-2020 i.e., 01.04.2018 to 31.03.2020. 10 In respect of each branch/ office destination, lowest quote would be invited from bidders. Format of financial bid is provided in this tender document for empanelment. Bidders should quote their lowest rates for each destination branch/ office strictly as per this financial bid format only. In case, repeated delay in delivery of consignments is reported by branches/ offices, bank on a review of the services of such transport operator shall have the right to terminate their empanelment. 12 Consignments will have to be picked up by the transport operator from the office or the place instructed by the Bank without any door collection charges within a reasonable period but not later than 2 days from the date of such requisition. 13 Transport operator shall have their own office at the destination for delivery of consignment for which they have quoted the rates. If the transportation is entrusted to any other agencies, at any stage, then it will be the sole responsibility of the empanelled transport operator to ensure proper adherence to all the terms and conditions of empanelment and the empanelled transport operator shall be primarily liable for any loss or damage arising out of such transportation. 14 Goods so accepted for consignment should be booked on freight To-Pay Door Delivery Basis and delivered at the consignee s address within the time frame prescribed in this tender document except in cases where the delay is due to reasons beyond the control of the operator such as flood, cyclone, bandh, accidents, curfew etc.. Door delivery includes unloading at Consignee s godown/ office. Since rate quoted in financial bid is all charges inclusive, while delivering consignments at various destinations, charges strictly as per the rate quoted in the financial bid alone should be collected. No extra charges such as incidental charges, handling charges, coolie charges etc., shall be demanded/ collected. 15 Transport operator should take adequate care of goods consigned against all fire & weather hazards/ theft/ burglary etc.. Inspite of these, if there is any loss on account of fire or theft, such claims will have to be settled by the transport operator. In case any damage is caused to the consignment in transit, transport operator shall adequately compensate the bank for such loss on the basis of claim put up by the bank and the same shall not be disputed by the transport operator and accepted as correct, except in cases where there is damage due to reasons/ factors beyond the control of the transport operator. 16 All transport operators who are found eligible for empanelment in bank s panel will have to remit a security deposit of Rs.10,000/- (Rupees Ten Thousand Only), within 7 days of receipt of communication from the bank, in the form of Fixed Deposit of our Bank for a period of 2 years. The deposit shall be opened in Corporation Bank in the joint names of Corporation Bank and the bidder firm. Lien will be noted on this deposit in favour of the bank. The said deposit receipt duly discharged by the bidder should be handed over to the bank on the date of opening of deposit itself. In the normal course, the deposit will be refunded to the transport operator 3 months after the expiry of contract period. In the event of non-compliance of any or all the terms of contract by the operator, bank will be at liberty to adjust the said deposit with interest for such lapses of the transport operator. In the event of any damage or loss of consignments, such cost shall be recovered from the security deposit or any other amount due to the operator. 17 In case any consignment remains with the transport operator undelivered, beyond the maximum number of days prescribed in the above table, then, such parcels should be returned to the Bank immediately at their own cost. 18 Immediately after booking of consignments on To-Pay basis, a copy of all such dockets should be submitted to the bank on the next working day for updating our record. 19 In case any complaint/ adverse remark against any empanelled transport operator is received such as charging in excess of the rates quoted in financial bid, refusing to effect delivery at the destination or leaving the goods at nearby destinations/ advising the consignee to pick up the parcels from nearby destinations/ holding the consignments without effecting delivery beyond the delivery schedule prescribed/ collection of additional charges over and above the rates agreed in financial bid etc., bank will immediately review all such undesirable actions of such transport operator and initiate action that may be considered necessary by the bank, including termination of empanelment. 20 All claims arising out of the acts of omission or commission of the transport operator should be settled within 30 days from the date of receipt of such demand from the bank. 21 TERMINATION 21.1 The Bank at its option without prejudice to its rights under the contract is entitled to terminate the contract at any time by giving 30 days notice in writing to the bidder in the following circumstances: 21.1.1 In case the bidder does not comply with any or all of his/her obligations/ undertakings under this contract; 21.1.2 If the bidder refrains from implementing any of the instructions received from the Bank within the stipulation of this contract; 21.1.3 In case of any breach of the terms and conditions of the tender contract by the bidder; 22 The contract shall be interpreted in accordance with the Laws of India. Any dispute arising out of this contract will be under the jurisdiction of Courts of law in Mangalore. 23 Force Majeure 23.1 The parties shall not be liable for default or non-performance of the obligations under the contract, if such default or non-performance of the obligations under this contract is caused by any reason or circumstances or occurrences beyond the control of the parties, i.e. Force Majeure. For the purpose of this clause, Force Majeure shall mean an event beyond the control of the parties, due to or as a result of or caused by acts of God, wars, insurrections, riots, earth quake and fire, events not foreseeable but does not include any fault or negligence or carelessness on the part of the parties, resulting in such a situation. 23.2 In the event of any such intervening Force Majeure, each party shall notify the other party in writing of such circumstances and the cause thereof immediately within five calendar days. Unless otherwise directed by the other party, the party pleading Force Majeure shall continue to perform/render/discharge other obligations as far as they can reasonably be attended/ fulfilled and shall seek all reasonable alternative means for performance affected by the Event of Force Majeure. 23.3 In such a case, time for performance shall be extended by a period not less than the duration of such delay. If duration of delay continues beyond 3 months, the parties shall hold consultations with each other in an endeavor to find a solution to the problem. 24 Transport operator should comply with all the statutory obligations of Government of India/ State Governments and local authorities applicable and Bank shall not be liable for any action under the statutes applicable due to non-compliance of statutory obligations by the transport operator. 25 Bank reserves its right to add any transport operator to the panel at any time during the currency of the two years period, provided such applicant satisfies the requirements for empanelment. 26 In case printer s close relative(s) is/are associated with Bank and in particular the Stationary Division of the Bank, details such as name, designation etc., should be furnished and informed to the bank in empanelment application. Non-disclosure of such information will lead to disqualification if it comes to the notice of the bank at a later date. 27 Opening of Bids 27.1 Technical bids will be opened on 06.02.2018 at 10.30 a.m. at Corporation Bank, Head Office, Mangaladevi Temple Road, Pandeshwar, Mangalore 575 001 in the presence of tenderers or their representatives. 27.2 Financial bids will be opened on 06.02.2018 at 11.30 a.m. Empanelment of Transport Operators Page 10 Signature & seal of the Transporter

27.3 In case the date stipulated as above happens to be a public holiday, the offers will be opened at the same time on the immediate next working day. 27.4 All the tenderers are advised in their own interest to be present on that date at the specified time. The Bank reserves the right to reject any or all the tenders without assigning any reason thereof. Canvassing in any form will disqualify the tenderer. 28 All updates/ modification/ addition/ deletion of tender/empanelment terms and other related information, if any, will be uploaded in the bank s website only from time to time for information/ guidance and compliance of bidders.
