I. POLICY BACKGROUND 1. The Social Agenda the roadmap for actions in the employment and social area as part of the Lisbon Strategy 2. Evidence-based policies To this end PROGRESS financially supports: - Collection, development and dissemination of data - Development of appropriate statistical tools, methodologies and indicators - Carrying out of studies, analysis and surveys and dissemination of their results -13-

III. PROGRESS IMMEDIATE OUTCOMES 4. Greater capacity of key EU networks To this end PROGRESS financially supports: - key EU networks and NGOs involved in the three main fields: the fight against poverty and social exclusion, nondiscrimination and gender equality -15-

III. PROGRESS IMMEDIATE OUTCOMES 5. High quality and participatory policy debate To this end PROGRESS financially supports: - Information and communication activities - Networking between and with stakeholders - Events on issues related to PROGRESS policy areas -16-

IV. METHOD OF IMPLEMENTATION Direct management by the Commission assisted by a Committee (representatives from Member States) Approval by the Committee of the general guidelines for implementation and annual plans of work Annual Plans of Work implemented through: - Calls for tenders (contracts) - Calls for proposals (subsidies - max 80% co-financing) -17-

V. BUDGETARY APPROPRIATIONS 750 million for 7 years Spread over policy sections: Employment (23%), Social Inclusion (30%); Working Conditions (10%), Non-Discrimination (23%) and Gender Equality (12%) Budget for 2009: 106 million Annual Plan of Work 2009 to be implemented through: - 51 Calls for tenders (contracts) - 9 Calls for proposals -18-
